- Within the The Directorate Maastricht Upper Area Control Centre, the “Technical Systems” service is responsible for the maintenance, development and improvement of software products which support MUAC in achieving its safety and capacity targets and sustain the growing air traffic demand. It provides also resources to various projects in its area of expertise and maintains technical hardware.
- We’re seeking a skilled Software Engineer to join our Manpower Planning System (MPS) development squad.
- In this role, you’ll be supporting maintenance, enhancements and modernisation of MPS, a set of vital tools which manage the workforce planning of Air Traffic Controllers and support staff. MPS comprises tools to manage airspace sectorization, staff competencies, shift rosters, payment, staff position planning & electronic briefing, and also features a mobile app in which staff can register leave, swaps, shift preferences and more. Your contributions to MPS will lead to enhanced quality in the prediction, assignment and use of our pivotal workforce.
Your role
Your role will be to:
- Design, develop, maintain and document software, including:
- Analyse technical and operational problem reports, determine the diagnostics and solve problems.
- Analyse change requests resulting in lifecycle document changes, safety assessment, test scoping and effort estimation.
- Plan and implement changes and bug fixes including demonstration, documentation and unit testing.
- Analyse system performance to identify potential shortcomings and to propose solutions.
- Support the users of the relevant product(s) by delivering training, presentations and providing documentation and advice.
- Support product owners based on a similar software stack with code reviews and small changes.
- Foster the use of DevOps pipelines and software engineering tools by using Jenkins, Nexus and SonarQube.
- Participate to projects, work packages and studies whenever required.
- Adhere to Agile principles such as continuous feedback, iterative development and embracing change by using the Scrum framework.
- Establish, maintain and adhere to processes that protect the confidentiality, integrity and availability of the IT systems within the scope and to the standards defined in applicable security policies.
- Carry out any other task in line with the main purpose of the job.
Required qualifications, experience & competencies
Post-secondary education attested by a diploma in a relevant area (Computer Science, Engineering, etc.). A relevant Bachelor’s degree would be considered an asset.
- A minimum of 5 years’ relevant professional experience to carry out the described tasks.
- Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
- Knowledge of developing and designing software using Java and Spring Boot in the back-end, and JavaScript/TypeScript, CSS, HTML5 and the Angular framework in the front-end.
- Knowledge of Oracle, MongoDB and Hibernate.
- The following would be an advantage:
- Knowledge of Linux.
- Experience with Jira and Git/Bitbucket.
- Experience with the SCRUM methodology.
- Experience with modern service-oriented architectures & middleware; message brokers, containers, API integration, data distribution, etc.
- Knowledge of DevOps pipelines
- Understanding of manpower planning tools and processes in an air traffic management context
- Technical writing skills (English).

- The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1.
- The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).
