JOB TITLE: Specialist, English Language Development (ELD)

REPORTS TO: Coordinator, Multilingual Achievement

DEFINITION: Assists in planning, coordinating, and supervising the activities of the Office of Multilingual Achievement in both academic and services capacities. Supervises professional staff including ELD resource teachers. Assists in the development and implementation of ELD curricula and professional development activities. Collaborates across content areas for curricula and professional development. Supports Title III programming and compliance. Performs other duties as assigned.

EXAMPLES OF ESSENTIAL DUTIES:

  • Plans and supervises activities related to the design, implementation, and assessment of ELD curricula PreK – 12.
  • Visits schools for formal and informal observations of ELD classes and content classes containing Multilingual Learners (MLs).
  • Assists in the planning and leading system-wide professional development related to MLs.
  • Manages, plans, and evaluates summer programming for Multilingual Learners.
  • Facilitates partnerships with internal and external partners to support Multilingual Learner programming and instructional planning.
  • Supports scheduling of ELD teachers at the elementary and secondary levels.
  • Manages Title III programming including extended year and extended day programs.
  • Ensures the alignment of the Baltimore County Public Schools (BCPS) curriculum to World-class Instructional Design & Assessment (WIDA) Standards.
  • Ensures the compliance of the BCPS ELD program with state and federal regulations as well as with Board of Education policies.
  • Identifies research-based strategies to support instruction in ELD classes.
  • Attends Maryland State Department of Education (MSDE) briefings related to ELD, Title III, and WIDA testing.
  • Conducts annual and regular training on WIDA assessments.
  • Contributes to the identification and selection of appropriate textbooks, instructional materials, and digital resources.
  • Provides support and training to teachers and department chairs working with MLs.
  • Completes all reports required by MSDE including annual Limited English Proficiency (LEP) report and those related to Title III.
  • Collaborates with the Department of Research, Accountability, and Assessment on the collection, coding, aggregation, and analysis of data related to MLs and ML achievement.
  • Evaluates the performance and professional growth of ELD resource teachers.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Education, Training, and Experience: 

  • Graduation from an accredited college or university with a master’s degree in a related field.
  • Five years of successful teaching or related experience.
  • Three or more years of progressively responsible leadership/management experience related to ELD education.

Licenses and Certificates:

  • Possession of, or eligibility for, a Maryland Advanced Professional Certificate with Administrator I endorsement.

Knowledge, Skills, and Abilities:

  • Thorough knowledge of second language acquisition, dual language immersion and English language development.
  • Knowledge of current research-based instructional practices in ELD and other content areas.
  • Technology facility and understanding of the role of technology in the ELD classroom.
  • Knowledge of and skill in the use of database, internet, spreadsheet, word processing, and related applications.
  • Knowledge of and skill in data analysis especially in student achievement and gap analysis.
  • Demonstration of outstanding oral and written communications skills.
  • Demonstration of strong leadership, communication, and human relations skills.
  • Fluency in a second language preferred.

PHYSICAL AND ENVIRONMENTAL CONDITIONS: 

The work of this class is interactive and performed in classrooms, schools, and an office environment. Work includes travel to school sites and the operation of office equipment, including personal computers, and occasional limited physical activities. Work hours will include after-school hours and evenings.

SALARY: Grade 8 on the BCPS CASE 12-month pay scale $88,843 – $132,017.

This position is eligible for membership in the Maryland State Retirement System.

Pre-Employment Requirements:

  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
