Assist with the coordination of the District’s Bilingual/ESL program. Serve as an instructional leader in development and improvement of instructional programs that support the needs of English learners.

  1. Utilize studies and research to encourage innovative instructional programs to improve the academic achievement for Bilingual and ESL students.
  2. Evaluate student progress on a regular, systematic basis and use the findings to make programs more equitable and effective.
  3. Facilitate the appropriate use of technology to support Bilingual, and ESL students.
  4. Assist in the development of a comprehensive staff development program to improve the instructional strategies for Bilingual and ESL students.
  5. Provide implementation leadership in the district’s Bilingual and ESL program models.
  6. Assist in the development of a comprehensive curriculum for second language acquisition and corresponding instructional strategies.
  7. Provide leadership in all aspects of the Bilingual/ESL program.
  8. Work as a collaborative member of the Curriculum, Instruction and Staff Development Department.
  9. Consult positively and effectively with principals, teachers, assistant principals, team leaders, department chairs, and parents.
  10. Deal sensitively and fairly with persons from diverse cultural backgrounds.
  11. Demonstrate skill in conflict resolution.
  12. Participate in the district-level decision process to establish and review the district’s goals and objectives and departmental plans.
  13. Actively support the efforts of principals, teachers, staff and students to achieve district goals and objectives and the campus improvement plan.
  14. Secure consultants, specialists, and other community resources for campus and district staff and curriculum development.
  15. Provide effective in-service activities by using the district’s Bilingual program model, district goals, program evaluations, and teacher and administrator input.
  16. Monitor curriculum office staff to insure smooth and efficient communication with campuses and other central office staff
  17. Upon request, assists principals regarding personnel.
  18. Provide instructional support to all new Bilingual and ESL teaching staff.
  19. Provide staff development opportunities to ensure the effectiveness of the identification of students who are English learners (EL) and instructional program for Bilingual and ESL students.
  20. Assist with T-TESS upon request
  21. Implement the policies established by Federal and state law, State Board of Education rules, and the local board policy in the areas supervised.
  22. Recommend space, equipment, instructional materials, and facilities necessary for the implementation of approved programs.
  23. Supervise the organization, distribution, and maintenance of instructional materials and equipment as appropriate.
  24. Provide appropriate reports and current information on all aspects of the Bilingual/ESL programs.
  25. Demonstrate responsible fiscal control over assigned program budgets.
  26. Ensure student expectations for Bilingual and ESL students are effective in furthering the teaching/learning process and environment.
  27. Support district and campus procedures that enhance healthy self-esteem and ensure that student expectations and student management procedures are age-appropriate.
  28. Monitor professional research, disseminate ideas and information to other professionals, and provide leadership in identifying trends and opportunities, as well as solve problems facing the profession.
  29. Observe professional and ethical standards, in accordance with generally accepted community standards and the Texas Education Agency Code of Ethics.
  30. Communicate the district’s mission and goals in the area of Bilingual and ESL education to the community.
  31. Solicit community and parent involvement.
  32. Regular attendance.
  33. Other duties as assigned.
  • Three years classroom teaching experience in a bilingual education setting
  • Three years experience in leadership roles

Education/Certification:

  • Bachelor’s Degree 
  • Master’s Degree in Education and/or related field
  • Texas valid teaching certificate with Bilingual endorsement
  • District approved teacher appraisal system to be completed within 60 days of hire
  • Intrstructional Leadership Training (ILT) or Advancing Eecuational Leadership (AEL) to be completed within 60 days of hire

Special Knowledge/Skills:

  • Working knowledge of curriculum and instruction at the Pre-K – 12
  • Working knowledge of the student identification, placement, modification, exiting and monitoring process of the Language Proficiency Assessment Committee
  • Ability to develop an academically successful program for Bilingual and ESL students
  • Ability to evaluate the effectiveness of the Pre-K – 12 Bilingual and English as a Second Language Program
  • Strong organization, communication, and interpersonal skills
  • Bilingual in English and Spanish

SUPERVISORY RESPONSIBILITIES:

Supervise and evaluate office staff and district instructional coaches

Maintain emotional control under stress. Occasional district travel; occasional prolonged and irregular hours.
