OBJECTIVES OF THE PROGRAMME

L’objectif global de l’Unite de concentration et decoordination dans les pays (CFC) est d’assurer la fourniture d’un soutienstrategique, reactif et coordonne par le Bureau regional pour renforcer leleadership et les capacites des bureaux de pays de l’OMS dans la Regionafricaine afin de devenir le chef de file dans la definition et la coordination de la mise en œuvredes programmes nationaux de sante pour obtenir un impact sur la sante, ycompris l’ODD 3 et d’autres cibles des ODD liees a la sante, dans le contexte de lareforme en cours aux Nations Unies.L’unite fournit des conseils aux Bureaux de pays del’OMS sur la planification, l’elaboration, le suivi et l’evaluation des Strategiesde Cooperation avec les Pays (SCP) et veille a ce que les perspectives des payssoient integrees dans les politiques et plans regionaux. L’unite est egalementchargee de conseiller la Directrice regionale sur les questions concernantl’efficacite des operations et l’execution des programmes des Bureaux de pays,en faisant des recommandations sur les changements de politique ou de procedure appropries.

DESCRIPTION OF DUTIES

Le ou latitulaire du poste se verra confier tout ou partie des responsabilitesenumerees ci-apres, dont il ou elle s’acquittera en fonction des besoins et duprogramme: Soutenir de maniere proactive le developpement des capacites requises dans le pays pour generer des informations sur la sante. Cela implique de renforcer les systemes de collecte de donnees de routine dans les etablissements de sante, de donnees sur les naissances et les causes de deces, de donnees de surveillance et d’enquetes dans les etablissements et au niveau communautaire, y compris des enquetes demographiques et sanitaires. Cela implique l’elaboration de normes et de standards, des evaluations regulieres des capacites des pays afin d’identifier les lacunes et la fourniture d’un soutien pour combler ces lacunes, et la fourniture reguliere de mises a jour par le biais de tableaux de bord, d’atlas statistiques et d’autres methodes pour consolider la situation du pays. Diriger le travail avec les pays et les experts techniques sur l’analyse des donnees et des statistiques existantes pour discerner les tendances et les modeles, et construire des modeles d’attribution et de prediction pour l’orientation de la sante dans le pays. Ces analyses se font au niveau des etablissements, au niveau infranational, au niveau national et au niveau transnational. Les informations emergentes sont consolidees dans des publications periodiques qui doivent etre produites, telles que l’etat de sante d’un Etat membre ou d’une sous-region ou des analyses de programmes specifiques. En outre, il soutient les processus de suivi et d’evaluation sectoriels dans la sous-region. Soutenir la production de donnees probantes pour guider les decideurs en elaborant des notes de politique sanitaire, en documentant les bonnes/meilleures pratiques, en redigeant des blogs sur la sante a l’occasion d’evenements cles et en appliquant d’autres methodes de partage des donnees probantes. Soutenir les travaux sur les approches novatrices visant a garantir la disponibilite d’informations strategiques sur la sante, en se concentrant specifiquement sur le fonctionnement des observatoires de la sante dans le pays et en harmonisant les travaux sur la sante numerique. Faciliter le renforcement de la gouvernance des systemes d’information sanitaire, en particulier en evaluant l’etat des systemes d’information sanitaire et en soutenant les initiatives visant a combler les lacunes dans la capacite a generer, analyser et utiliser les informations sanitaires pour la prise de decision ; etablir et soutenir les collaborations de donnees pour une meilleure utilisation des ressources d’information sanitaire existantes et mobiliser des ressources pour l’information sanitaire Guider la generation de donnees institutionnelles, de produits analytiques et de connaissances relatifs au travail de l’OMS et de ses partenaires dans les pays, tels que le suivi des ODD, l’etat d’avancement du Plan d’action mondial et le cadre d’impact du Programme de travail mondial de l’OMS au sein de la sous-region. Assumer d’autres responsabilites connexes confiees par le representant de l’OMS et/ou l’equipe chargee de l’analyse des donnees et de l’application des connaissances.Effectuer toute autre tacheliee a la communication, comme requis par le representant de l’OMS

REQUIRED QUALIFICATIONS

Education

Essential: Un diplome universitaire en administrationpublique, en administration des affaires, en relations internationales ou dansun autre domaine pertinent obtenudans un etablissement accredite ou reconnu
Desirable: Avoir suivi une formation en suivi et evaluation axes sur les resultats.

Experience

Essential: Avoir au moins une (01) annee d’experience dans des domaines lies a la collecte et a l’analyse d’informations pour la prise de decision dans une organisation internationale
Desirable: Une experience acquise a l’OMS, aupres d’autres organismes des Nations Unies ou dans un domaine similaire. Avoir une experience detravail dans un contexte d’urgence.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 39,401 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1349 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
