This vacancy is announced by UNDP Saudi Arabia through Stars Orbit Consultants and Management Development (SOC). SOC is a sub-contractor for UNDP Saudi Arabia, assisting the programme in implementing their activities through HR and contract management of consultants working in their support.

Project Description

The project will provide a strategic framework for UNDP and UN-HABITAT to provide substantive technical assistance, advisory, and quality assurance services to the Ministry of Municipal, Rural Affairs and Housing (MoMRAH) to deliver on the following six initiatives of the Spatial Planning and Visual Appeal Program that are the focus of this project:

  • The Regional Plans, Local Plans and Urban Codes under MOMRAH’s jurisdiction are efficiently and effectively delivered following international best practices.
  • National Urban Policy.
  • Local planning departments are empowered and enabled through a new Operating Model for Planning Departments.
  • The municipal system is improved and restructured, updating settlements boundaries, revising classification and categorization of Saudi human settlements, and optimizing service delivery towards efficiency and sustainability.
  • The Saudi Planning framework is restructured, planning tools are redefined, updated and improved in line with the new classification and categorization.
  • The existing MoMRAH Urban Design Studio is upscaled in a fully-fledged Urban Lab and capacitated to spearhead and device innovative tools and projects-based satellite Labs in support of MoMRAH mission.

Scope of Work

The Team Leader for the Target Operating Model will conceive an efficient municipal operating system for urban planning departments. The Team Leader will be responsible for coordinating and aligning with other initiatives in the Spatial Planning and visual Appeal Program.

Duties and Responsibilities

  • Advising and ensuring alignment to Vision 2030 and relevant Vision Realization Programs, including the Quality-of-Life Program, other national initiatives, and global development frameworks (e.g Sustainable Development Golds, New Urban Agenda);
  • Coordination and alignment with other Spatial Planning & Visual Appeal Program initiatives.
  • Coordination and alignment within the 6 initiatives of the program
  • Responsible to regular presentation and deliveries
  • Managing, supervising, and creating the development of the framework for the Planning Departments in the Amanas and Municipalities.
  • Responsible for deciding how to approach the creation and develop the Planning Department in the Amanas and Municipalities.
  • Managing, supervising, and creating the development policy briefs and guidelines on good administration and practice for agile operations.
  • Managing, supervising, and creating tools and manuals, training programs, roll-out pilots for good and efficient administration and practices and monitoring and evolution program.
  • Responsible for distributing information to team members and stakeholders.
  • Responsible for keeping track of workplan, team and documents.
  • Any other tasks requested by the CTA.

Institutional Arrangement

The Team Leader for the Target Operating Model will repot technically to the Chief Technical Advisor and administratively to the National Project Officer.

REQUIRED QUALIFICATIONS

Education:

Master’s in urban planning, architecture, public policies, social sciences, or a related field. Advanced University degree in law, public administration or degree is also required.

Experiences:

A minimum of 15 years of work experience be multi-disciplinary and have experience in urban planning administration, regulations, and the implementation of best practices in Municipal Transformation Systems

Required Skills:

  • Deep knowledge and understanding of urban planning legal and regulatory framework at the national, regional and local levels in international well well-rated urban planning systems;
  • Deep knowledge and experience of urban planning and development processes and procedures, from inception and initiation to permitting, implementation and execution, control, monitoring, and legal enforcement and penalties systems and procedures.
  • Deep knowledge of Best Practices in Urban Development and City management.
  • Extensive work experience in local administrations, preferably in large, medium, and small-scale municipalities.
  • Work experience in international well, rated urban planning systems is highly preferred.
  • Managerial experience with a strong focus on new processes and procedures implementation and continuous organizational improvement.
  • Managerial experience dealing with the organizational cultural enhancement.
  • IT skills: Microsoft Office (Word, Excel, PowerPoint).

Language:

Excellent written, verbal, and interpersonal communication skills in English, and knowledge of Arabic will be an asset.
