Position Title: Technical Lead – ASEAN-UK Supporting the Advancement of Girls’ Education (SAGE) Programme, Phase II

Location: ASEAN Region, priority given to those based in Jakarta, Cambodia, Lao PDR, Timor-Leste, and the Philippines
Duration: April 2026 – March 2029

About the Project
The ASEAN-UK Supporting the Advancement of Girls’ Education (SAGE) Programme is the UK’s flagship education initiative with ASEAN, funded by FCDO. Phase II (2026–2029) aims to improve foundational learning outcomes for the most marginalized children, particularly girls, and strengthen national systems to sustain progress through locally led, evidence-based solutions. The programme will operate regionally across all 11 ASEAN Member States, with a deeper focus on Cambodia, Lao PDR, Timor-Leste, and potentially the Philippines. Key pillars include addressing the foundational learning crisis, inclusion for out-of-school girls and children with disabilities, gender-responsive digital skills for employment, and context-appropriate EdTech deployment.

Position Overview
The Technical Lead will provide strategic technical leadership and ensure the quality and coherence of all programme interventions. This role requires deep expertise in evidence-based education reforms, including approaches endorsed by the Global Education Evidence Advisory Panel (GEEAP) such as Teaching at the Right Level (TaRL), structured pedagogy, and skills for employment strategies. The Technical Lead will oversee the design and delivery of interventions that improve foundational literacy and numeracy, strengthen inclusive education systems, and integrate gender-responsive digital skills for employment. They will also lead technical assistance to ASEAN Member States and SEAMEO, ensuring interventions are contextually adapted, scalable, and aligned with ASEAN declarations and workplans.

Key Responsibilities

  • Lead the technical design and implementation of programme interventions across four thematic areas:
    • Foundational Learning: Close the gap between perception and reality of the learning crisis; promote evidence-based reforms.
    • Out-of-School Girls & Marginalised Groups: Strengthen inclusive systems thinking; prioritise completion of lower secondary education.
    • Gender & Digital Skills for Employment: Improve access to basic digital skills for marginalised groups; support pathways to employment
  • Apply global best practices such as TaRL, structured pedagogy, best practice coaching and supervision approaches, and RAPID learning recovery frameworks, to address learning poverty.
  • Oversee research, evidence generation, and data use, including support for SEA-PLM 2024 and subsequent rounds, ensuring robust disaggregation by gender, disability, and socio-economic status.
  • Support ASEAN Member States in adopting and scaling cost-effective interventions through tailored technical assistance and capacity-building initiatives.
  • Ensure integration of EdTech and AI-enabled solutions to enhance learning outcomes, with attention to feasibility, cost-effectiveness, and gender equity.
  • Build capacity of national and regional stakeholders through training, mentoring, and knowledge-sharing platforms, including policy dialogue and advocacy for evidence-based reforms.
  • Collaborate with the Team Leader to maintain programme coherence, manage risks, and deliver high-quality outputs on time and within budget.

Minimum Qualifications

  • Advanced degree in Education, International Development, Public Policy, or related field.
  • At least 12+ years of experience in technical leadership roles within large education programmes, preferably multi-country and FCDO-funded.
  • Demonstrated expertise in foundational learning interventions, including Teaching at the Right Level (TaRL), structured pedagogy, and remedial education strategies.
  • Strong understanding of evidence-based education reforms and experience translating research into policy and practice, including familiarity with SEA-PLM assessments.
  • Familiarity with EdTech and AI applications for education improvement, including adaptive learning technologies and digital transformation strategies.
  • Excellent analytical, communication, and capacity-building skills; fluency in English required.

Necessary Experience

  • Prior experience working in ASEAN countries and engaging with regional bodies such as ASEAN Secretariat.
  • Knowledge of gender-responsive education programming and digital skills development for employment in STEM and green economy sectors.
  • Experience with FCDO-funded projects and performance-based delivery models.
