The position is located in the Programming, Partnerships and Field Support Section of the Standards Policy Unit in the International Labour Standards Department (NORMES). The Department provides the secretariat for the ILO bodies responsible for monitoring the effective application of international labour standards and for defining policy on the adoption, promotion, supervision and review of international labour standards, in accordance with the guidance provided by the Governing Body. NORMES also leads Office-wide coherence and cooperation on international labour standards, including through their integration into programming documents and development cooperation projects at the ILO and UN levels. In this regard, NORMES oversees strategic planning, monitoring and reporting on Programme and Budget Outcome 1: Strong and modern standards-related action for social justice. NORMES supports the thematic political priority concerning the realization of rights at work as human rights, the defense of human dignity and the satisfaction of basic needs within the framework of the World Coalition for Social Justice.  

The Programming, Partnerships and External Programme Support Section is responsible for developing strategic external partnerships on labour rights as human rights, integrating international labour standards into results-based management, programming, development cooperation and research on normative policy issues. It is also called upon to provide support to the monitoring bodies.

The main role of the incumbent is to support the Programming, Partnerships and Field Support Section by providing technical and policy assistance in the areas of social justice and international labour standards. This includes conducting analyses to identify priorities and innovative practices, contributing to the formulation of strategies, providing technical support to constituents and participating in capacity-building initiatives. In addition, it involves preparing reports, policy briefs and other knowledge products, supporting development cooperation projects and collaborating with partners to promote rights at work and decent work.

The incumbent works under the direct supervision of the Chief of the Programming, Partnerships and External Programme Support Section, which reports to the Normative Policy Unit.  

Essential Functions and Responsibilities:

  • Provide technical and strategic support to the Programming, Partnerships and Field Support Section in the areas of normative action for social justice, in line with the biennial programme and budget. 2.
  • Undertake global, regional, country, sectoral and thematic analyses to identify constituents’ priorities and needs for decent work. Review previous impact analyses of approaches, activities and institutions to identify innovative practices and propose adaptations to best address the identified problem(s). 
  • Contribute to the formulation of programming and results-based management strategies and policies, as well as to the promotion and integration of rights at work as human rights within the reformed United Nations development system. This includes providing technical inputs to the preparation of the Programme and Budget and its Programme Implementation Report, as well as to the normative components of ILO Decent Work Country Programmes (DWCPs), United Nations Cooperation Frameworks and development cooperation projects, in response to requests from constituents, field offices and other internal and external partners. Collecting and compiling data, statistics and other information that reflect the main priorities of ILO constituents with regard to international labour standards and the work of the ILO supervisory bodies.  
  • Provide technical support to ILO constituents and other stakeholders concerned with rights at work as human rights to promote the Decent Work Agenda, international labour standards and the work of the ILO supervisory bodies in the context of the strategic thematic initiatives of the Global Coalition for Social Justice. Respond to requests for information and advice on these topics. Draft policy recommendations and provide support and follow-up action as required.
  • Undertake policy-oriented research and analysis that integrates gender and diversity considerations into the area(s) of standards policy, including the evolving needs of the world of work and their impact on the adoption, application and supervision of international labour standards. Commission research, draft the terms of reference of research consultants and monitor and coordinate their work. 
  • Identify and maintain knowledge on emerging trends and policy developments in international labour standards with a view to sharing knowledge, inter alia, within the NORMES Global Technical Support Team (GTT) and the ILO Network on the UN Secretary-General’s Call to Action on Human Rights (C2A Network).

  • Draft and/or provide technical input to the development, peer review and editing of policy briefs, working papers, reports, publications and other knowledge products, and contribute to their dissemination. Provide evidence-based technical content for social media, digital tools and other knowledge sharing tools and platforms, including the NORMES GTT and C2A Network Teams spaces, with a view to reaching broad and diverse audiences. 8.
  • Synthesize and share good practices and lessons learned, taking into account complementarities with other technical areas of the ILO Decent Work Agenda.  
  • Participate in the identification of constituents’ capacity development needs in relation to international labour standards and make proposals on how to address them. Prepare inputs for related training and learning materials and activities in collaboration with the International Training Centre in Turin (ITC-ILO) and/or other relevant partners, as appropriate. Deliver training to diverse audiences using innovative communication methods and tools and leveraging the use of digital technologies. Participate in knowledge sharing activities.
  • Provide substantive normative inputs to the design, development, implementation, monitoring, reporting and technical support activities of development cooperation projects. Draft programme and project documents, taking into account the priorities of constituents regarding international labour standards as human rights, and the need to position them within United Nations cooperation frameworks. 
  • Support resource mobilization efforts for new projects and activities, including by exploiting opportunities for collaboration with partners and proposing new initiatives, in the area of ​​international labour standards.
  • Participate in national, regional, international and inter-agency UN and other stakeholder working groups, consultations and forums to engage with potential partners on labour rights as human rights as well as on normative policy issues. 
  • Organize and/or facilitate or provide assistance in meetings and other events in the areas of international labour standards, including proposing agenda items, identifying participants, preparing technical papers, proposing facilitation techniques, preparing and delivering presentations, drafting summary reports and monitoring follow-up. 
  • Perform other relevant duties as required.

Required Qualifications:

Training:

  • Advanced university degree (Master’s degree or equivalent) in law, social sciences, international and development studies, or other relevant field.
  • A first-level university degree (Bachelor’s degree or equivalent) in one of the above fields or another relevant field, in combination with two additional years of professional experience, in addition to the experience specified below, will be accepted in lieu of the advanced university degree.

Experience:

  • At least five years of experience in decent work programming and/or development cooperation project management. Experience in the work of ILO supervisory bodies and applied research for policy purposes would be an advantage.

Languages:

  • Excellent command of English; working knowledge of French or Spanish would be an advantage.
