Program Introduction

The National Natural Science Foundation of China (NSFC) Excellent Young Scientist Fund (Overseas), known as the “Overseas Excellent Young Scientist” program, has been established since 2021. It aims to attract and encourage outstanding young scholars from overseas (including non-Chinese foreign nationals) who have made significant achievements in natural sciences, engineering, and technology to return to China (or come to China) for work. The program allows scholars to independently choose their research directions and conduct innovative studies, promoting the rapid growth of young scientific and technological talents, cultivating a group of exceptional academic leaders who are expected to enter the forefront of global science and technology, and contributing to the construction of a technologically strong nation.

 

About Tianjin University

Application Criteria

1. Applicants for the Excellent Young Scientists Fund Program (Overseas) should meet the following criteria：

• Comply with the laws and regulations of the People’s Republic of China, possess good scientific ethics, and conscientiously embody the spirit of scientists in the new era.
• Born on or after January 1st , 1985.
• Hold a doctoral degree.
• The main research focus shall cover natural sciences, engineering, and related fields.
• Since obtaining a doctoral degree until the application deadline in 2025, applicants are generally required to hold a formal teaching or research position at an overseas university, research institution, or corporate R&D organization for at least 36 consecutive months. Exceptions may be made for those who obtained their doctoral degree overseas and demonstrate particularly outstanding achievements, allowing for a relaxation of the work experience requirement.
• Have acquired research or technical achievements recognized by peers, and possess the potential to become an academic leader or outstanding talent in the field.
• Applicants who have not yet returned to work in China full-time or who returned to work in China on or after January 1, 2024, must resign from their overseas positions or have no employment overseas upon receiving the funding notification. After receiving the funding notification, the recipient must resign from overseas work and return to China to work full-time for at least 3 years.

2. Restrictive Requirements

Adhere to the requirements of central authorities regarding the coordinated integration of national science and technology talent plans. Individuals at the same level of the national science and technology talent plan can only undertake one project and are not allowed to apply for projects at a lower level.

Worry-free Onboarding

1. Appointment Position: Senior academic position is offered on the public institution system of contractual employment, along with a fast-track process for direct appointment as a doctoral supervisor and the granting of doctoral supervision qualifications.
2. Compensation Package: An annual pre-tax income of approximately 690,000 RMB (excluding around 80,000 RMB in insurance contributions from the institution), with additional research performance bonuses (indirect expenses from vertically funded research projects allocated for performance expenditures). High-level overseas talents will enjoy tax subsidy policies.
3. Research Funding: 2-6 million RMB (on the basis of national funding, the university provides a 1:1 matching fund support).
4. Settlement Allowance: 2 million RMB (including subsidies from both national and Tianjin authorities).
5. Team Support: Provide graduate enrollment quotas in the first year of employment. During the initial employment period, one doctoral student quota and three master’s student quotas (two for science disciplines) will be provided each year, while the        university will also fully fund the recruitment of two postdoctoral researchers.
6. Children’s Education: The university has high-quality affiliated kindergartens, primary school and secondary school.
7. Housing and Healthcare: The university provides rotating housing for recruited talents at both the Peiyangyuan and Weijin Road campuses, with comprehensive living and transportation facilities nearby. Peiyangyuan Campus is directly accessible via the subway. Surrounding the campuses are Tianjin University-affiliated hospitals and medical centers, including Tianjin University Central Hospital, TEDA Hospital, TEDA International Cardiovascular Hospital, Jinnan Hospital, Xincheng Hospital, Aier Eye Hospital, Tianjin Hospital, Haihe Hospital, Children’s Hospital, and Tianjin Chest Hospital, ensuring high-quality medical services for faculty and staff.
8. Rich Educational Resources in Tianjin: Tianjin boasts abundant high-quality educational resources and is one of the three cities in China with independently designed college entrance exams. The acceptance rates for junior high school to high school, undergraduate admissions, and admissions to 985 universities are leading among provinces nationwide, earning the reputation as one of the “easiest places” for pursuing higher education.
9. Other Advantages: Assistance in addressing spouse’s employment issues. For applicants who rely on the university for their application and reach the final evaluation stage, the university may offer a position under the “Peiyang Scholars Talent Program” with full institutional benefits, subject to university review and approval. For those selected for the Excellent Young Scientists Fund Program(Overseas) after joining, the university will provide supplementary benefits to match the corresponding recruitment package.

Among them, 25 programs were rated A+, and 34 were rated A, accounting for 84% of its admission programs, placing the university among the top in the nation.

In the Times Higher Education (THE) Asia University Rankings published on May 1, 2024, Tianjin University saw steady progress, ranking 13th among universities in the mainland of China and 34th in Asia.

In the 2024 QS World University Rankings by Subject released on April 10, Tianjin University had three disciplines ranked in the global top 50, securing 7th place among universities in the mainland of China for the number of top 50 subjects. Chemical Engineering was ranked 28th globally, while Architecture secured 34th place.

Guided by the academic development strategy of “strengthening engineering, enriching sciences, revitalizing humanities, advancing medicine, and fostering interdisciplinary integration,” Tianjin University has established a comprehensive and balanced academic structure. In October 2019, the construction of the Major National Science and Technology Infrastructure – National Facility for Earthquake Engineering Simulation officially began. In November 2024, the project passed national acceptance at Tianjin University and was officially put into operation.

The university has been approved to establish the Frontier Science Center for Synthetic Biology, one of the first seven frontier science centers approved by the Ministry of Education.
