3-Scope of Work:
As part of the project(24-24-KTK-WACS), Dawlaty would like to bring in an expert and a trainer to train TOT online, Training for a group of women activists.
The Service Provider shall conduct one TOT online training group about Advocacy and mobilization for 14 young women.
4-Responsibilities of Dawlaty:
- Provide the facilities necessary for the success of the training and support the trainer.
- Coordinate between the trainer and trainees to organize meetings, schedule training dates and focus groups.
- Prepare the payments for the trainer and submit them upon completion of the delivery of the required reports and commitments.
- Dawlaty has the right to divide the quotations as it sees fit in order to obtain the deliverables
- Dawlaty has the right to contract one or more service providers as it deems appropriate.
5- Responsibilities of the Service Provider:
- Develop and finalize training materials on the topic of advocacy and mobilization to be utilized in delivering Training of Trainers (TOT) sessions, following approval from the relevant Dawlaty staff.) The expert is supposed to have ready material to use in training.
- Prepare a comprehensive work plan in which working methods, training topics in collaboration with the relevant Dawlaty staff.
- Prepare the training agenda and share it with Dawlaty.
- prepare the pre- and post- evaluation for the trainees.
- conduct seven-day training sessions for 14 women participants as TOT training.
- Submit a training report at the end of training group, including the results of the pre- and post- evaluation questionnaire.
- Ensure that the delivery is made in the required form and within the required timeframe.
- Maintain the information provided and confidentiality.

7-Payment terms:
Payments will be made as indicated in the table below:

- The payment is due upon approved successful completion of the training deliverables.
- Fee quotations shall cover all expenses including but not exclusive to bank charges, VAT taxes, and any other expenses which may be incurred by the service provider.
- In order for the payment to be processed by Dawlaty, the following documents must be present with each payment:
- Timesheet/ Task Sheet
- Invoice
- Deliverables (if receivable)
- Service Receipt Note SRN
- The Service provider’s invoice will be paid by Dawlaty within thirty (30) Working days of receipt of the invoice and accept the service by Dawlaty. Payment will be made as Contract Currency.
- All payments shall be made by bank transfer.
8- Inspection of Services
- Definition. “Services,” as used in this clause, includes services performed, workmanship, and material furnished or utilized in the performance of services.
- Dawlaty retains the right to inspect and test all services called for by this Contract, to the extent practicable at all times and places during the term of the Contract. NGO Name shall perform inspections and tests in a manner that will not unduly delay the work.
- If Dawlaty performs inspections or tests on the premises of the Contractor or a subcontractor, the Contractor shall furnish, and shall require subcontractors to furnish, at no increase in contract price, all reasonable facilities and assistance for the safe and convenient performance of these duties.
- If any of the services do not conform with Contract requirements, Dawlaty may require the Service Provider to perform the services again in conformity with Contract requirements, at no increase in Contract amount. When the defects in services cannot be corrected by performance, Dawlaty may—
- Require the Service Provider to take necessary action to ensure that future performance conforms to Contract requirements; and
- Reduce the Contract price to reflect the reduced value of the services performed.
- If the Service Provider fails to promptly perform the services again or to take the necessary action to ensure future performance in conformity with contract requirements, Dawlaty may—
a. By contract, perform the services and charge to the Service Provider any cost incurred by Dawlaty that is directly related to the performance of such service; or
b. Terminate the contract for default.
9**-** Minimum Qualification Requirements:
Main Qualification Requirements:
• 3–4 years of proven experience in designing and developing training materials tailored to specific groups or topics.
• Experience in delivering training on mobilization and advocacy.
• Strong understanding and practical experience in national advocacy.
• Demonstrated experience working directly with youth groups.
• Proven ability to work with traumatized individuals and communities with sensitivity and care.
• Capacity to foster a safe and supportive training environment.
• Strong interpersonal skills, especially in handling sensitive topics with professionalism and respect.
• Experience working in conflict-sensitive and cross-border contexts, particularly with community-based organizations (CBOs) and vulnerable populations in the Syrian context.
Preferred Qualification Requirements:
• In-depth knowledge of gender issues, human rights, civil society, civic values, and democratic activism.
• Proven expertise in communication and facilitation, with the ability to engage diverse participants effectively.
• Ability to assess training needs and adapt materials accordingly.
• Experience in monitoring and evaluating training effectiveness to ensure continuous improvement.

11-Selection Process

- The interview will evaluate both technical expertise and interpersonal skills
- Only technically acceptable offers will proceed to the financial evaluation stage.
- The contract will be awarded to the candidate offering the lowest price among the technically acceptable offers.
