The position is located in the Strategic Analysis and Reporting unit (FIN/SAR) within the Financial Management Department (FINANCE). FINANCE is responsible for ensuring that financial duties and obligations of the ILO are carried out effectively and efficiently and are consistent with the Financial Rules and Regulations. FIN/SAR unit’s principal function is to provide support on organisation wide strategic finance initiatives, results-based management requirements as well as global reporting including the requirements of global standards on transparency of international development cooperation. FIN/SAR also serves as FINANCE’s focal point for the optimal use of Information Technology in support of business processes.

The incumbent will contribute to ongoing work to meet the Office’s commitment to enhance transparency of the ILO via public disclosure of ILO financial and results data in line with the International Aid Transparency Initiative (IATI) standard, the UN Funding Compact and UN financial data standards, OECD-DAC reporting requirements, and the Financial Tracking Service of OCHA.

It will provide support to, and receive guidance from the cross-departmental working group on transparency that is coordinated by the FINANCE Department and comprises the Strategic Programming and Management Department (PROGRAM). the Multilateral Partnerships and Development Cooperation Department (PARTNERSHIPS), and the Information and Technology Management Department (INFOTEC).

The position will report to the Chief of FIN/SAR under the overall supervision of the Director of FINANCE.

Main duties and responsibilities:

  • Provide authoritative interpretation of international transparency requirements and advice concerning the ILO’s international transparency commitments.
  • Develop and document coherent methodologies for reporting and publishing ILO data in line with internal and external reporting requirements and timelines, including mapping definitions and standards to ILO context for each data dimension and dimension values, to ensure consistency.
  • Assess the quality of ILO data, identify issues and gaps and propose solutions for quality improvement, including reviewing business processes, standard operating procedures, templates and tools related to ILO results and resource data entry, analysis and use.
  • Review relevant processes and related systems and propose improvements as necessary (including roles and responsibilities) to systematically capture and maintain the relevant data dimensions in ILO systems and to add new ones to ensure completeness of ILO data for internal use as well as compliance with international transparency standards. 
  • Analyse data and prepare comprehensive ILO internal and external reports in line with international transparency standards as well as monthly data publications to IATI open data platforms; support the preparation of ILO results-based reports to the Governing Body.
  • Support and coordinate the work of the cross-departmental working group on transparency in:
  • Planning and budgeting of transparency related work of the ILO;
  • Monitoring progress and reporting on results in line with transparency commitments identified in the ILO strategic documents;
  • Ensuring that all proposed improvements and initiatives are consulted with and agreed by the working group; 
  • Building and promoting the cross-organizational culture based on transparency and accountability.
  • Backstop the design, testing and implementation of IATI platform enhancements by facilitating the interaction with INFOTEC.
  • Monitor global trends related to transparency of international development cooperation and coordinate the involvement of the ILO in relevant processes/initiatives and engagement with international partners, networks and events, including the IATI Members’ Assembly and Community Exchanges, and contribute to the consultations related to the interpretation and implementation of the IATI standards.
  • Develop and deliver briefings, presentations, learning initiatives, training materials and information notes for staff, management, constituents and development partners on ILO data and matters related to transparency and accountability.
  • Respond to ad-hoc requests for results-based specialized reports or troubleshooting of results-based financial data.
  • Perform other relevant duties as assigned.

Required qualifications:

Education:

  • Advanced level university degree (Master’s or equivalent) in business administration, finance, economics, public administration, international studies or development studies or other relevant professional field.
  • A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned field(s) with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience:

  • At least five years of professional experience in results-based management, programme planning, budgeting, monitoring and reporting in an international development context, as well as in matters related to transparency of development cooperation, data collection, analysis and use. 

Languages:

  • Excellent command of English and a working knowledge of another official language (French or Spanish) of the Organization. Knowledge of a third official language of the Organization would be an advantage.
