BACKGROUND

Purpose of Activity/ Assignment: 

To bring unique external expertise from a varied multilateral background in delivering and supporting current and developing initiatives by the Ethics Office, and through specialized skills and knowledge, produce particular outputs and defined deliverables, including support on complex engagements, coordinating and supporting the annually increasing  number of ethics volunteer corps, ‘Ethics and Culture Champions Programme (ECCs)*’ (around 500), delivering training on specialized topics including on management training programmes and sexual harassment prevention and coordinating dialogue/focus grounds on specialized topics.

Scope of Work:

1. Provide unique external expertise and specialized knowledge to the Office’s strategy, policies and directions on training, outreach and facilitate coordinating the ECCs.
2. Provide strategic input and overall quality control on Annual Report and other key documents,
3. Facilitate conversations on “Ethical Leadership,” participate in and support relevant working group/s (e.g. UN Executive Group to Prevent and Respond to Sexual Harassment) and assist in the design of staff support and helpdesk mechanisms.
4. Facilitate overall preparation and delivery of Ethics Month.
5. Support up to 4 strategic, complex engagements for the year with Offices or Divisions on ethics and culture.
6. As requested by the Ethics Office, co-deliver or assist in specific training or outreach (virtually and in-person as needed) for offices, locations, teams, divisions, employee groups etc. needing specialized content or with particular training needs, or for specific campaigns (e.g. during Ethics Month) or events,
7. Develop communication materials, assets, tools, and guidance, including guidance notes, FAQs, and other communication assets, and reports in relation to training and outreach.

*Ethics and Culture Champions (ECCs) are volunteers, now numbering more than 490 across 130 UNICEF offices worldwide based on nomination by the head of each headquarters division or regional/country office. The ECCs help to raise understanding and awareness of ethics and integrity issues in relation to staff conduct by holding regular meetings for all personnel in their respective regional or country office and facilitating conversations around ethics-related topics, using case studies and presentations.

Terms of Reference / Key Deliverables:

Input to Annual Report

• Provide strategic input and overall review of Annual Report

Preventing and Addressing Sexual harassment at UNICEF (31 March 2025)

• Roll-out with GSSC an e-learning module on sexual harassment (that includes testing the content, sensitizing the different personnel groups on doing the module, working on the information campaign and dealing with issues and queries after the rollout) and prepare a follow-up brief of focus groups (including recommendations/actions)
• Develop for GSSC 4-5 all-staff messages on rollout of e-learning module completed in 2024
• Prepare an additional follow-up brief on focus groups including lessons learned and recommendations.
• Participate in 12 UN Working Group on Preventing and Addressing Sexual Harassment meetings and 3-4 trainings
• Develop and deliver 6 sexual harassment training sessions with country offices or divisions based upon request (31 March 2025, 31 December 2025)

Support up to 4 strategic, complex engagements for the year with Offices or Divisions on ethics and culture including the following elements

• Develop and deliver 4 region-wide ethics conversations led by Regional Director (30 June 2025)
• Develop and deliver a series of 4-5 ethics-related modules including Intro to Ethics Overview for all staff (31 October 2025)

Ethical Leadership facilitated conversations

• Align and deliver 3 ethical leadership facilitated conversation sessions (30 June 2025)

Training

• Deliver 2-3 specialized trainings per quarter or outreach sessions including group training for non-staff personnel categories (31 December 2025)

Building the Capacity of ECCs

• Coordinate and assess the needs of ECCs ad conduct 3-4 deep dive trainings for ECCs
• Review and refresh ECC roster across 130 country offices
• Provide at least 57 individual/country team training, coaching and support sessions to ECCs (c.5 per month) (31 December 2025)

Qualifications

Education: 

Advanced university degree (Masters) in public health, social work, political science, human rights and international law or other related degree, or equivalent programming experience.

Work experience:

Knowledge/Expertise/Skills required *: 

• At least 8 years of professional and relevant experience in raising awareness in ethics and integrity, or education and training, preferably in developing learning materials and conducting virtual and in-person training, is required.
• Good command of digital technology and IT skills needed to develop learning materials and deliver virtual training are required.
• Understanding and experience working with the UN, UNICEF, international organizations, or with an international audience in different time zones, in the area of raising awareness and capacity building on ethics and integrity or related field, is preferred.
• Substantive understanding and work experience in ethics, integrity, compliance, or related topics is preferred.
• Excellent written and verbal communication skills in English, with strong interpersonal and presentation skills, are required.  Fluency in other UNICEF languages (French, Arabic, Spanish) is an asset.
• Knowledge and familiarity with developing multi-media materials is an asset.

• • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.

– Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

– At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

– Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
