The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.

The primary role of the Gender Expert is to ensure that gender needs are integrated into Early Warning Systems (EWS) and disaster risk management activities; tracking gender-specific indicators; and assessing progress towards achieving gender equality for the Project on “Enhancing Early Warning Systems to build greater resilience to hydro-meteorological hazards in Timor-Leste”. Within this context, the Gender Expert will work towards gender mainstreaming throughout the Project to ensure that gender concerns are addressed, existing gender inequalities are not reinforced, and that greater resilience to climate change is possible for the entire population of Timor-Leste.

Project Information:

The project “Enhancing Early Warning Systems to build greater resilience to hydro-meteorological hazards in Timor-Leste” was approved by the Green Climate Fund Board in October 2021, with a total budget of USD 21.7 million. The United Nations Environment Programme serves as the Accredited Entity for the project. Activities will be executed by the State of Timor-Leste through the Secretary State for the Environment (SSE) and UNEP. The project will be implemented across five years and aims to deliver transformative impact to the entire population of Timor-Leste, including 1.03 million as direct beneficiaries (80% of the population), directly contributing to the attainment of selected targets and indicators of Article 7 of the Paris Agreement, Sustainable Development Goal (SDG) 13 on Climate Action, SDG 3 on Good Health and Well-Being and the Sendai Framework for Disaster Risk Reduction.

The project will address the urgent need for integrated and end-to-end climate information services and multi-hazard early warning systems (MHEWS) through comprehensive institutional, technical and technological capacity building from national to local level to generate and disseminate robust climate data and information at all stages of the climate services value chain. This will be achieved through four inter-related components – the Project Results:

Result 1. Strengthened delivery model and legislation for climate information and multi-hazard early warning services;

Activity 1.1 Establish institutional and policy frameworks, legislation and delivery models for climate services

Result 2. Strengthened observations, monitoring, analysis and forecasting of climate and its impacts;

Activity 2.1 Enhance infrastructure and technical support for observations and monitoring

Activity 2.2 Strengthen climate modelling and impact-based forecasting

Activity 2.3 Establish climate services for health

Result 3. Improved dissemination and communication of risk information and early warning;

Activity 3.1 Establish targeted multi-hazard early warning information systems

Result 4. Enhanced climate risk management capacity.

Activity 4.1 Build capacity to prepare for and respond to climate risks and hazards

Activity 4.2 Establish Forecast-based Financing (FbF)

Local Context:

Timor-Leste is a Least Developed Country (LDC) and a Small Island Developing State (SIDS) whose infrastructure and governmental systems were devastated by a 25-year war of independence. Timor-Leste is highly vulnerable to both extreme climate and slow-onset events, with very limited capacity to prepare for and recover from climate impacts. As these events increase in frequency and intensity, Timor-Leste needs accurate, timely and actionable information and early warnings on local weather, water, climate and ocean conditions and related risks to human and environmental health.

 

Functional Responsibilities

1.Gender mainstreaming

  • Provide expert advisory services on gender aspects and activities of the project
  • Ensure compliance with the GCF Gender Policy and the UNEP Policy and Strategy for Gender Equality and the Environment
  • Provide strategic guidance to the gender mainstreaming in the project in accordance with the Funding Proposal and its Annexes as well as the provisions of the Project Cooperation Agreements (PCAs) with the Executing Entity (EE) and Technical Partners and the Funded Activity Agreement (FAA) concluded between UNEP and the Green Climate Fund (GCF)
  • Ensure that gender needs are integrated into EWS and disaster risk management activities
  • Lead the implementation of the project Gender Action Plan in the approved Funding Proposal, ensuring that gender concerns are addressed and that existing gender inequalities are not reinforced
  • Contribute to the design of gender-sensitive or gender-responsive documents, as relevant, being prepared in the project
  • Oversee and provide guidance and inputs on gender perspectives to the work carried out by national and international consultants, partners and/or companies
  • Ensure participatory approaches are followed and that stakeholders and community members are informed and involved in gender mainstreaming, as relevant,
  • Ensure equal participation of women & men/boys & girls, include gender relevant inputs and evaluate gender impacts while establishing institutional and policy framework and delivery models for climate services.
  • Ensure gender equity and equality in human resource development, all capacity building training/ activities organized under the project and ensure gender specific needs are incorporated in the design and development plan to enhance observation and monitoring network of Climate information system in the country.
  • Ensure meaningful participation and engagement of women in decision-making processes and decisions made by the Climate and Health Working Group (CHWG) and facilitate dedicated gender sessions during the annual workshop of CHWG to analyze climate-related health impacts on women and other marginalized groups.
  • Ensure that early warning systems (EWS) are tailored to the specific needs and capabilities of women and other vulnerable and/or marginalized groups and guide the EWS-Technical Working Group (TWG) for incorporation of gender equality and gender mainstreaming best practices in the EWS SOPs. Ensure gender equity and equality in all types of capacity building training/ activities carried out for establishment of Community Based Early Warning System under the project.
  • Ensure gender mainstreaming into the Forecast based financing (FbF) / Anticipatory Action (AA) roadmap development and its implementation throughout the project period.
  • Perform other duties as requested by the Supervisor, Project Steering Committee and UNEP HQ
  • Perform other relevant tasks outlined in the Gender Action Plan in the approved Funding Proposal

2.Technical Assistance, documentation and reporting

  • Provide sound contributions to Timor-Leste project stakeholders on gender-related activities, including on gender-sensitive engagement of community members
  • Document good practices and lessons learned on the most effective ways to mainstream gender in UNEP CIEWS projects and share these lessons with relevant actors, including project stakeholders, the Project Steering Committee and UNEP HQ
  • Facilitate the presentation and approval of the revised GAP to the Project Steering Committee (PSC). Continue to review and redefine indicators, baselines and targets in the GAP as necessary.
  • Ensure that data collection and information systems collect gender-disaggregated data, where possible
  • Ensure gender equity in human resource development, training and capacity building, and meaningful participation and engagement of women in decision-making processes and decisions
  • Analyse climate-related impacts on women and other marginalized groups
  • Participate in the technical working group for EWS to ensure that EWS are tailored to the specific needs and capabilities of women and other vulnerable and/or marginalized groups
  • Track gender-specific indicators in the project Gender Action Plan in the approved Funding Proposal and assess progress towards achieving gender equality under the project
  • Generate required reports on the gender-specific indicators in the project Gender Action Plan in the approved Funding Proposal
  • Ensure compliance with UN and GCF policies on gender at all times
3.Gender-sensitive communication and capacity building
  • Assist in the revision of Timor-Leste project communication material to make sure it is gender-sensitive and addresses gender-related issues as relevant
  • Promote awareness raising on gender equality and gender-based violence (GBV) for Timor-Leste project staff and stakeholders
  • Conduct regular stakeholder consultations, including an annual workshop, with representatives of all stakeholders in the climate services value chain to analyse the gender-responsiveness of Project implementation and identify opportunities for gender mainstreaming and gender-transformative action
  • Provide training on gender-specific needs and gender-responsive actions and other training sessions as outlined in the Gender Action Plan
  • Ensure that the public awareness and education campaign is tailored to the specific needs and capabilities of women and other vulnerable and/or marginalised groups
  • Other relevant tasks outlined in the Gender Action Plan in the approved Funding Proposal

4.Gender safeguards

  • Provide a gender perspective for the project Environmental and Social Action Plan (ESAP), including provisions on promoting gender equality and preventing gender-based violence (GBV) and Sexual Exploitation, Abuse and Harassment (SEAH)
  • Promote that the Grievance Redress Mechanism (GRM) for the project includes safe referral pathways for GBV and SEAH survivors and that the referral pathways as well as the principle of survivor-centered approach to GBV are understood by all actors responsible for the GRM

5.Coordination and knowledge sharing

  • Act as the focal point for all Gender-related issues
  • Coordinate the project gender initiatives with other relevant activities in the country with a view to facilitate synergy and share project experiences and lessons learned
  • Establish necessary linkages on gender mainstreaming with the UNDP team managing FP109 in Timor-Leste as part of the overall UNDP-UNEP Strategic Partnership
  • Identify, analyze and communicate lessons learned to UNEP HQ that may be useful in design and implementation of similar projects. The duty of identifying and analyzing lessons learned is an on-going one, and the duty to communicate those lessons is on an as-needed basis
  • Share knowledge on the Project and its achievements in gender mainstreaming and gender-responsive action.
  • Promote identification and synthesis of good practices and lessons learned from Project implementation, for organizational sharing and learning.
  • Perform other duties as requested by the Supervisor, Project Steering Committee and UNEP HQ
  • Perform other relevant tasks outlined in the Gender Action Plan in the approved Funding Proposal

Impacts of Results

The Gender Expert directly impacts on achievement of project results by ensuring that gender needs are integrated into EWS and disaster risk management activities; tracking gender-specific indicators; and assessing progress towards achieving gender equality for the Project on “Enhancing Early Warning Systems to build greater resilience to hydro-meteorological hazards in Timor-Leste”.

Education/Experience/Language requirements

Education

  • Minimum advanced university degree (Master’s or equivalent) or higher degree in social or environmental sciences or other relevant discipline, preferably with a specialization in gender management.
  • A first university degree (Bachelor’s or equivalent) in above-mentioned fields or other relevant discipline with two (2) additional years of relevant experience may be considered in lieu of an advanced degree or higher degrees.

Experience:

  • A minimum of 5 years of practical experience in the field of gender equality and gender mainstreaming is required.
  • Formal training in gender analysis and gender planning and demonstrated expertise in mainstreaming gender in projects and programmes, especially in specific area of intervention, is desirable
  • Experience in the gender context in Timor-Leste, and experience working with government institutions and international or UN Agencies or non-governmental organizations supporting gender and development work in the specific area of intervention, is desirable
  • Familiarity with gender analysis tools and methodologies in the specific area of intervention, is desirable
  • Strong communication skills, and ability to liaise with various stakeholders, including government officials, is desirable
  • Demonstrated working experience with Green Climate Fund, Global Environment Facility, or similar donor-funded projects is desirable.

Language Requirements:

  • Fluency in English is required.

  3. Contract duration: 12 Months subject to organizational requirements, availability of funds and satisfactory performance.
