The Position:
The position provides technical and coordination support to implementing of the joint programe to ensure achievement of planed results within the context of national and sub-national policy and programmes
You will report to the Programme Specialist, Sexual and Reproductive Health (Quality of Care and Services) and work closely with Joint Programme Cordinator, other Country Office & field Programme and Operations staff, with support from the Senior Management Team and work in close collaboration with UNICEF counterparts, the Country Programme Implementing Partners and local authorities.

Job Purpose:
The Programme Analyst, will provide technical/ programme support to the delivery of all relevant results of the UNFPA/ UNICEF Joint Programme on Adolescent Girls.
The Programme Analyst will coordinate the development/scaling up of successful interventions by collaborating with the Country Office (CO) Specialists, sub-national government entities, implementing and other partners, UNCEF and other agencies, among others to deliver UNFPA supported interventions. They will leverage local resources for acceleration of efforts to achieve the UNFPA transformative results in Liberia and more specifically the results of the Joint Programme.
The position provides technical inputs to improve programme performance at the national and sub-national level and will develop/ maintain partnerships. The position monitors and reports results achieved during implementation, while guiding the appropriate application of relevant policies, systems and procedures.
You would be responsible for:
Provide technical support to Programme Development and Management.
- Provide technical inputs to the design and implementation of the Joint Programme programme and its component interventions, in collaboration with UNICEF, Government counterparts, NGOs and other partners, aligning with Government priorities and UNFPA programme policies and procedures.
- Provide coordination support to enable the development of work plans for programme implementation in designated geographical areas.
- Gather technical and operational support needs and facilitate coordination support to address these needs with Programme specialists and operations teams.
- Facilitate Country Office (CO) and donor field visits in collaboration with relevant country office staff.
- Ensure the application of UNFPA policies and procedures for programme and operational management at the sub-national level
- Suggest areas for improvement to programme implementation and operations, as needed
Provide Technical and Capacity Building Support
- Implement activities to strengthen capacity of the Joint Programme Implementing partners to fully comply with UNFPA policies, guidelines and standards related to National Execution and implementation of HACT framework.
- Provide technical assistance to relevant Joint Programme Implementing Partners (IPs) based on available resources to design, implement, monitor, and evaluate high impact interventions through annual work plans.
Monitoring, Evaluation and Knowledge Management
- Coordinate local actions for the generation, dissemination and use of evidence from research/evaluations and studies adapting to local context
- Undertake programme monitoring visits to assess programme implementation and propose/ apply remedial actions.
- Provide coordination support to independent experts for the evaluation/documentation of UNFPA support including best practices and lessons learned and effectively share these with relevant local partners to inform programming.
- Draft relevant joint programme and other reports to the management team as needed.
- Participate in organizing and documenting review meetings to enhance coordination, implementation and planning.
Partnerships, and Resource leveraging
- Represent UNFPA in relevant technical working groups to further enhance UNFPA’s role in delivery of the joint programme, as needed
- Identify opportunities for cross-sectoral efforts within and outside UNFPA for an effective multi-sectoral approach towards programme delivery of the Joint Programme.
- Maintain effective close local working partnerships with government counterparts, implementing partners, UN and other stakeholders through active networking, advocacy and effective communication for delivery of the Joint Programme results and the three transformative results
- Facilitate the building and strengthening of local Civil Society networks ( young women and girls’ groups) as a voice for advocacy with and accountability of duty bearers in the context implementation of the Joint Programme
- Identify opportunities for local resource leveraging (government and other partners) to accelerate scale-up of joint programme interventions
Qualifications and Experience:
Education:
Advanced (Master’s) University degree in Public Health, demography, gender studies, development studies and/or other related social science discipline is required
Knowledge and Experience:
- Minimum of two years of increasingly responsible professional experience in leading adolescent sexual and reproductive health and rights projects/ programmes
- Experience in design, monitoring and evaluation of development projects/ programmes
- Understanding of results-based management and its application to programme management.
- Knowledge of the UNFPA mandate will be highly desirable.
- Experience in working across sectors in responding to Sexual Reproductive Health & Rights including, Gender Based Violence and/or other UNFPA focus technical areas is an advantage.
Languages:
Fluency in English is required. Working knowledge of local languages is desirable.
