Cómo podemos hacer una diferencia?
Contexto: En Venezuela, implementamos desde 2021 la Línea de Contacto Interagencial como una iniciativa conjunta de las Agencias, Fondos y Programas (AFP) de Naciones Unidas, integrado por: ACNUR, FAO, OACNUDH, OCHA, OIM, ONUSIDA, UNFPA, UNICEF, WFP y la OCR desde julio 2021, de conformidad al cumplimiento del Compromiso IV del Marco Colectivo de Rendición de Cuentas a comunidad y personas afectadas (AAP) en Venezuela, para que las personas afectadas expresen sus comentarios, formulen preguntas, den sugerencias, expresen su satisfacción con los programas y presenten reclamos, incluyendo quejas sensibles (corrupción, violación del Código de Conducta y Explotación y Abuso Sexual) en relación a los Programas y Proyectos del Sistema de Naciones Unidas y sus organizaciones socias.
Actualmente, la Línea de Contacto opera a nivel nacional con cinco (05) canales de comunicación: WhatsApp, SMS, llamadas telefónicas, correo electrónico y atención personalizada, con una capacidad operativa de 3672 casos/mes, sobre la base de tres (03) operadores activos trabajando de lunes a sábado de 08:00 a.m. a 5:45 p.m.
En ese sentido, la Línea de Contacto requiere de una persona cualificada en manejo de base de datos a través de diferentes plataformas, diseño y adaptación de materiales, actividades de comunicación y retroalimentación a comunidades y organizaciones humanitarias y de desarrollo, para garantizar que se escuchen las voces de los grupos más vulnerables y se actúe en consecuencia, teniendo en cuenta el enfoque del género, la edad, las habilidades y otras diversidades, al fin de crear un entorno de mayor confianza, transparencia y responsabilidad, contribuyendo al fortalecimiento de las capacidades del país y del SNU y sus organizaciones socias en temas de retroalimentación, para escuchar las opiniones de las personas y poder actuar sobre ellas.
Propósito de la vacante: Bajo la supervisión directa del Project Officer LdCI de UNICEF Venezuela y orientaciones técnicas del Chief Planning Monitoring & Evaluation de UNICEF Venezuela, el Asociado de comunicaciones y manejo de información de la Línea de Contacto es responsable de apoyar en la coordinación del mecanismo en la creación de materiales de comunicación basados en la recopilación, el análisis y el intercambio de información con las comunidades, como medio de fortalecimiento de la Rendición de Cuentas a las Comunidades y Poblaciones Afectadas, ampliando el alcance de la acción con una visión centrada en las personas y sus necesidades.

Requerimientos mínimos:
– Elaboración, diseño y adaptación de materiales de comunicación, para impresión o difusión en redes sociales.
– Experiencia y conocimiento en manejo de bases de datos, visualización de datos a través de herramientas como Power Bi, Tableu, KoboCollect, entre otros.
– Redacción de informes de análisis e investigación.
– Procesos de abordaje y participación comunitaria.
– Gestión del ciclo de proyecto.
– Principios humanitarios y rendición de cuentas.
La experiencia relevante en una agencia u organización del sistema de las Naciones Unidas se considera una ventaja.
