Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Office in the Republic of North Macedonia in line with its priorities set in the UN Women Strategic Plan (2022-2025) and the UN Sustainable Development Cooperation Framework (2021-2025), is coordinating the UN Country Team (UNCT) on gender equality, supports the country on the normative commitments and is working in thematic areas of governance and national planning, ending violence against women and women, peace and security. In fulfilling its mandate, UN Women is cooperating with UN, the government and the CSOs to advocate for women’s empowerment and advancement of gender equality.

UN Women through the programme “Promoting Gender Responsive Governance in the Republic of North Macedonia” (2023-2027)/GRG is focusing on ensuring that women and girls in North Macedonia benefit from accountable, transparent and gender responsive governance.  It builds on UN Women’s past work and results achieved in promoting gender responsive policy making and budgeting and transposing the EU Gender Equality Acquis into national strategies, policies and actions. It is grounded on the longstanding partnership established with the Government of North Macedonia to advance gender equality.

The GRG programme is structured around the following two outcomes:

Outcome 1: The Government of North Macedonia advances gender equality and promotes civil society and women’s participation in decision making through gender responsive policies and budgeting processes.

Outcome 2: The key EU integration institutions transpose the EU Gender Equality Acquis in legislation and strategic documents.

The Programme interventions aim to respond to the growing demand created for expertise, knowledge and tools for mainstreaming gender in the strategic planning processes and public finance management, support to civil society advocacy and networking efforts to increase women’s voice and agency in decision making and the implementation of the EU Gender Equality Acquis, geared towards ensuring government’s ownership and sustainability of results.

The UN Women Office in North Macedonia is seeking to hire a GRB Programme Analyst to lead and oversee the implementation of Outcome 1 under the GRG programme, and give substantive technical support of project implementation. The GRB Programme Analyst willreport to and will work  under the direct supervision of the UN Women Head of Office (HoO). The GRB Programme Analyst in coordination with the HoO will  lead a team of two GRB Project Officers and one Project Assistant.. With overall guidance by the Head of Office the GRB Programme Analyst will liaise with the Regional GRB Programme Specialist of UN Women’s Europe and Central Asia Regional Office/ECARO, and other relative programmes/initiatives.

Programme Analyst contributes to the effective management of the Gender Responsive Budgeting programme in the North Macedonia Office by providing substantive inputs to programme/project planning and design, formulation, implementation, monitoring and evaluation, coordination,, corporate and donor reporting.

S/he guides and facilitates the delivery of the GRB portfolio by monitoring financial expenditure envisaged in the work plan, the results achieved during implementation and ensuring appropriate application of UN Women related procedures, rules and regulations and suggests/develops enhancements if necessary.

S/he works in close collaboration and coordination with the GEF Coordinator of the Outcome 2 under the GRG Programme, throughout all phases from planning to reporting.

In coordination with the Head of Office, the GRB Programme Analyst works closely with the  Communication and Knowledge Management Officer of the UN Women Office in North Macedonia, and other  programme staff in the Office as well as the operations team of the Office.

Under guidance by the Head of Office, the GRB Programme Analyst cooperates with,  relevant institutions on cenyral and local ,  municipalities, relevant donors, and other stakeholders, as well as the civil society, ensuring successful UN Women programme implementation and delivery under the GRB portfolio.

The incumbent performs any other tasks and responsibilities as assigned by the Supervisor and when delegated supports the HoO as alternate function.

III. Duties and Responsibilities

1.Contribute technically to the development of programme strategies in the area of Gender Responsive Policy Making and Budgeting

  • Provides substantive inputs to the design, formulation and drafting of new programme/ project proposals and initiatives;
  • Identifies  areas for support and intervention related to the future programming.
  • Provides support to gender responsive policy making and budgeting

2.Provide substantive technical support to the implementation and management of the first Outcome on gender responsive policy making and budgeting of the GRG programme

  • Provides technical inputs to the annual workplan and budget and leads the drafting process;
  • Leads the implementation of programme activities under Outcome 1;
  • Leads the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • In coordination with the Operations Associate and Finance Assistant reviews, coordinates and monitors the submission of implementing partner financial and narrative reports;
  • Trains partners on Results Based Management and monitor implementation.

3.Provide technical assistance and capacity development to project/programme partners

  • Coordinates and provides technical support in the implementation of programme activities;
  • Maintains relationships with national partners to support implementation and expansion of the programme under Outcome 1 focused on GRB;
  • Identifies opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

4.Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitors the progress of activity implementation and financial management using results-based management tools.;
  • Conduct monitoring missions to assess progress toward program results, outputs, and outcomes, and prepare comprehensive reports
  • Provides substantive inputs to the preparation of donor and UN Women reports, and participates in drafting of the reports.

5.Provide substantive technical inputs to the management of people and finances of the programme under outcome 1

  • Monitors budget implementation and makes budget re-alignments/ revisions, as necessary;
  • Provides substantive inputs to financial reports;
  • Regularly updates LEADS
  • Supervises GRB Team
  • Supports HoO with inputs for service evaluation of relevant staff under GRB

6.Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provides substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepares relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participates in donor meetings and public information events, as delegated.
  • Supports the HoO with RM efforts for GRB, when needed
  • Prepares donors reports as envisaged in donors agreements and regularly verifies DAMS

7.Provide technical support to inter-agency coordination on outcome 1 to achieve coherence and alignment of UN Women programmes  in the Western Balkan/ECA region

  • Provides substantive technical support to the Regional Technical Advisor and Head of Office on inter-agency coordination related activities by drafting background reports and briefs.
  • In coordination with the HoO liaises with the Regional GRB Programme Specialist on relevant GRB matters and/or events, to build synergies and avoid overlapping between the North Macedonia GRB initiatives under the GRG Programme and GRB Regional Project.

8.Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develops background documents, briefs and presentations related to Outcome 1;
  • In coordination with the Communication and Knowledge Management officer and under guidance by the Head of Office coordinates and organizes advocacy campaigns, events, trainings, workshops and knowledge products under the GRB Outcome;
  • In coordination with the Communication and Knowledge Management officer and under guidance by the Head of Office coordinates the development of knowledge management methodologies, and products on Outcome 1.
  • Actively participates in relevant campaigns of the Office, such as 16 Days against Gender Based Violence, 8th of March, International Day of Rural Women,  and similar.

9.Provide substantive support to coordination mandate.

  • Provides support  to the Head of Office for relevant processes (Common Country Analyses, CA, UN Sustainable Cooperation Framework /UNSDCF, Sustainable Development Goals, SWAP Gender Equality Score Card, HR/Gender Theme Group and similar), as delegated.
  • Contributes with inputs as delegated, on relevant processes with the UN Country Team
  • Participates in relevant bodies for the UNSD Cooperation Framework, as assigned.
  • Participates in outcome groups of the UN Sustainable Cooperation Framework

10.Performs any other tasks and responsibilities as assigned by the Supervisor in relation to this ToR.

VI. Recruitment Qualifications

Education and certification: 

  • Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required
  • A first-level university degree in combination with five additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: 

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Demonstrated experience in the area of gender-responsive policy making and budgeting
  • Experience coordinating and liaising with government agencies and donors is an asset.
  • Experience leading and coaching staff is required.

Language Requirements:

  • Fluency in English and Macedonian languages is required
  • Knowledge of the other UN official working language is an asset;
