Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Established by UN General Assembly Resolution 50/166 in 1996, the United Nations Trust Fund to End Violence against Women (UN Trust Fund) is the first and remains the only global UN funding mechanism dedicated exclusively to providing direct grants to civil society organizations working to prevent and end all forms of violence against women and girls (EVAW/G). Since 2010, UN Women has administered the UN Trust Fund on behalf of the UN system, providing a strong institutional foundation and field support through a global infrastructure of country and regional offices.

With nearly three decades of experience, the UN Trust Fund has become a key global mechanism for funding initiatives that aim to eliminate violence against women and girls. It plays a critical role in fostering collaboration across governments, UN agencies, and civil society to address the root causes and consequences of violence, aligning its work with broader international policies and frameworks. The UN Trust Fund focuses on providing long-term grants to organizations that work in diverse contexts, particularly those representing marginalized groups, such as indigenous women, women living with disabilities, and women from rural or conflict-affected areas. Its investments are survivor-centered and aim to have sustainable, long-term impacts. To date, the UN Trust Fund has funded over 700 initiatives in over 140 countries and territories, significantly contributing to global efforts to end violence against women and girls.

Under the guidance and direct supervision of the UN Trust Fund Chief, the Programme Manager for Strategic Partnerships, Advocacy, and Resource Mobilization will be responsible for: securing diverse pool of financial resources to support the Trust Fund’s goals, sustainability, and expansion; promote the Trust Fund’s mission, results, and value to key stakeholders and the public through strategic communications and advocacy efforts; and oversee strategic partnerships.

The Programme Manager will work closely with relevant UN Women units, UN Agencies, and will coordinate and collaborate with relevant UN Trust Fund team members, thereby ensuring implementation of the UN Trust Fund Strategic Plan.

This position is currently based at the New York duty station, with the possibility of being relocated or reassigned to Bonn, Germany, in the future, depending on organizational requirements. As a result, the selected candidate must demonstrate flexibility and the ability to relocate to either New York or Bonn, as needed, to meet evolving organizational needs.

Key Functions and Accountabilities:

1.     Oversee and Lead the Resource Mobilization and Advocacy/Communications Strategy for the UN Trust Fund

  • Lead and oversee the development and implementation of resource mobilization and advocacy/communication strategy in alignment with the UN Trust Fund Strategic Plan.
  • Develop and ensure the implementation of annual workplan on resource mobilization, communications and advocacy of the UN Trust Fund and identify and seize strategic resource mobilization and advocacy opportunities, working closely with all relevant UN-Women units and other relevant parts of the UN System, along with external partners.
  • Oversee monitoring, assessment and reporting against the annual workplan and UN Trust Fund Strategic Plan to ensure delivery of results and revise strategies as required.
  • Provide inputs into development of UN Trust Fund planning processes including the Strategic Plan, bi-annual workplan, and EVAW funding ecosystem, and more, on behalf of the Strategic Partnerships, Advocacy and Resource Mobilization team within the UN Trust Fund.

2.     Lead Resource Mobilization and Strategic Partnerships

  • Manages all strategic partnership and resource mobilization efforts of the UN Trust Fund including to build and maintain relationships with strategic allies including donors, potential donors, civil society, feminist funding ecosystem actors, EVAW ecosystem stakeholders and more.
  • Map, assess and help pursue funding opportunities with public and private donors; support development of new alliances or engagements, especially with the private sector; monitor and analyze ODA trends and interests that inform resource mobilization and engagement approaches.
  • Maintain active relationships/partnerships with EVAW funding ecosystem including other grant-makers, UN funds, women’s funds, and more.
  • Actively promote coordination and synergies with UN inter-agency groups, and other advocacy initiatives as part of Generation Equality, GBV Action Coalition, in line with Beijing + 30, to ensure a seamless integration of UN Trust Fund key advocacy priorities with broader regional and global advocacy agencies.
  • Support donor events and donor missions in close coordination with relevant UN Women units/ Country Offices through the conceptualization, implementation, and follow up of the event.

3.     Lead Advocacy and Communications

  • Manage all advocacy and communications efforts of the UN Trust Fund including through increasing visibility of the UN Trust Fund amongst diverse audiences and ensuring coherence with internal and external advocacy, especially on resourcing women’s right and civil society organisations directly to address VAWG.
  • Ensure the production and dissemination of high-quality advocacy and communications materials including media articles, social media engagement, digital storytelling, and more.
  • Coordination with the M&E and Knowledge Management Manager to work with Trust Fund grantees to ensure that relevant and timely knowledge is used for strategic and timely advocacy, especially on new and emerging issues such as Technology Facilitated GBV and backlash.
  • Oversee the reporting process of the UN Trust Fund including the annual donor report, the CSW report to the SG on the UN Trust Fund, inputs into UN Women reports, and others.
  • Manage strategic events and communications campaigns developed to promote and increase support for the UN Trust Fund.

4.     Manage the Strategic Partnerships, Advocacy and Resource Mobilization Team 

  • Provide managerial direction, guidance and leadership to staff and provide performance feedback and coaching to staff under supervision.
  • Develop team-work plan and budget; and oversee its implementation, including providing direction, guidance and technical support.

5.     The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Recruitment Qualifications:

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • Minimum 7 years of progressively responsible experience in the field of gender equality and women’s empowerment, including experience with civil society organizations, donor relations/resource mobilization with member states.
  • Proven track-record in the successful mobilization of resources.
  • Experience working in the UN System is desirable.
  • Experience in leading/managing a team is desirable.

Language Requirements:

  • Fluency in English is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
