Result of Service Coordinate and support implementation of the involvement of subnational in relevant NDC projects, ensuring alignment with CHAMP and NDC Act and Invest priorities. Contribute to NDC Act & Invest Workstream 2 that aims to strengthen synergies and alignment in the policy and planning of national, sectoral and sub-national climate, biodiversity, land restoration and other development plans Represent UNEP’s projects with subnational actors within CHAMP’s strategy and strengthen CHAMP’s communication by integrating insights, knowledge, case studies and regular stories. Refine and finalize the NDC toolbox in consultation with the Cities Team. Develop and execute outreach strategies for the NDC toolbox and related methodologies. Facilitate collaboration between CHAMP, Cities Team, and country-level stakeholders. Ensure consistent reporting and feedback loops between both supervising teams. Include subnational needs and content in the Policy Cohesion project of the NDC Act and Invest Team Support approaches for accelerating financing of NDC actions at local level particularly those involving private sector actors. Contribute to shaping a new programme on subnational climate action

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the world”s foremost authority on environmental issues, providing leadership and fostering partnerships to promote sustainable development. UNEP inspires and empowers nations and communities to enhance their quality of life while safeguarding the needs of future generations. Within UNEP’s Climate Change Division, the Cities Unit plays a pivotal role in advancing the UN”s strategy on sustainable urban development and supporting the implementation of the New Urban Agenda. UNEP is seeking a consultant to support the integration of multi-level governance and subnational governments within NDC related processes led by UNEP. The consultant will work with and report to UNEP’s NDC Act and Invest Team and the Cities Unit. Activity 1: Support on-the ground activities empowering subnational governments to contribute to the NDCs Provide expertise and support for the involvement of subnational actors in the implementation of UNEP supported NDC processes, in alignment with CHAMP principles. This includes: the NDC Act and Invest deep-dive countries; countries supported by UNEP through the NDC Partnership PAF; other countries supported by UNEP (e.g Ghana and Bangladesh for buildings, etc.). This also refers to messaging and communication support including webinars, newsletters, briefing notes for speaking interventions and other advocacy events. It includes facilitating collaboration between CHAMP, the Cities Team and the NDC Act and Invest Team and providing strategic updates Activity 2: Gather best practices, success stories and examples on how subnational governments are empowered through the NDC process to implement local climate action. Share and disseminate relevant case studies produced by the team and contribute to their development. These case studies will depict good practices of involving subnational governments in NDC processes, and how they can gain ownership for local climate action through this process. This activity also consists in developing and disseminating a sectorial toolbox for NDC focal points to include subnational governments and disseminating UNEP messaging through CHAMP and official UNEP channels.

Qualifications/special skills Education Master degree in social sciences, political sciences, communications, multimedia, management, international relations, or related fields. Job experience At least 4 years of demonstrated experience in project management linked to NDCs, international relations, urban sustainability, urban planning, and/or sustainable infrastructure management… Demonstrated strong and managerial skills and experience in coordinating complex projects in an international setting. Ability to work effectively, precisely, and autonomously in a fast-paced environment with multiple competing tasks across teams. Works harmoniously in international teams, openness and flexibility, and ability to integrate feedback.

Languages Fluency English is required for this position. Working knowledge of French or any other languages will be an asset.
