Duties and Responsibilities 1. Background of the assignment: The Global Maritime Crime Programme (GMCP) of the United Nations Office on Drugs & Crime (UNODC), has been actively working since 2009 to combat transnational organised crime at sea. Initially focused on countering piracy off the Horn of Africa, the Programme has since expanded thematically and geographically, with a growing presence in the Pacific region. In 2025, GMCP established the Pacific Ocean Team, based in Bangkok and Suva, to provide technical support and programming activities to counter maritime crime. The UNODC Global Maritime Crime Programme (GMCP) serves to deliver a range of technical assistance activities within several thematic areas to achieve the main objective i.e., strengthening capacity to prevent and combat maritime crimes on a regional, national, and local basis. The programme also aims to improve cooperation and the capacity of Member States to work, locally, nationally, and internationally, to prevent and combat these. To support UNODC GMCP’s ongoing efforts, this assignment will focus on overseeing programme implementation and workflow management across the Pacific Ocean region. The role will ensure that activities are implemented in line with the project timeline, outputs are delivered as planned, and resources are effectively managed. This includes monitoring progress, identifying and addressing operational challenges, and coordinating with programme staff and partners to maintain smooth delivery. By strengthening oversight and ensuring timely execution of activities, the work will enhance programme efficiency, accountability, and impact in the region. 2. Purpose of the assignment: The purpose of this assignment is to support the UNODC GMCP Pacific Ocean Region in planning and coordinating the implementation of MLE programmes across affected countries. The expert will be responsible for ensuring the successful execution of Maritime Infrastructure projects in remote Pacific Islands, aligned with the project timeline. The overall objective is to facilitate capacity-building initiatives, such as Maritime Domain Awareness trainings and community leader workshops in remote villages, while ensuring that MLE Units are consistently and operationally engaged in providing security, as well as in the detection and investigation of maritime crimes within their respective areas of operation. 3. Specific tasks to be performed by the consultant: Under the supervision of the UNODC GMCP Regional Programme Coordinator (Pacific), the expert will conduct the following activities;
Qualifications/special skills An advanced university degree (master’s degree or equivalent) in, Business Administration, International Relations, Public Policy, Global Affairs, or a related field is required. A first level university degree in similar fields in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree. Minimum of 2 years of relevant international experience in planning, coordination, and implementation of programme required. Practical experience in managing complex International Projects in Pacific, and high-value procurement processes, supply chain and logistics management is required. The experience with the Pacific region Maritime counterpart and stakeholder is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage.
