Result of Service
The Assistant for the Online CoP will provide administrative, logistical, and operational support to the Program Manager/CoP Coordinator in establishing and implementing the CoP. The Assistant will ensure smooth project execution by managing follow-ups, handling financial and administrative tasks, and assisting with coordination among stakeholders. The role will be under the direct supervision of the Program Manager/CoP Coordinator and will involve liaising with colleagues from the Education Programme in Gaza, Jordan, Lebanon, Syria, and the West Bank, as well as other departments involved in the project. Field education staff will play a crucial role in identifying key challenges and ensuring that CoP discussions remain relevant to the realities faced by teachers. The Assistant will support coordination efforts to integrate these field-driven insights into the CoP’s development and activities. Deadlines and Fee Schedule , Output # Deadline Payment : – Assist in configuring and setting up the CoP platform for use by teachers. By 1/05/2025 – $ 1191 – Support the planning, coordination, and execution of the pilot launch and workshop in one field. By 1/06/2025 -$ 1191 – Aid in expanding the CoP to all five fields, ensuring smooth scaling processes. By1/07/2025 – $ 1191 – Assist in tracking the budget, preparing financial reports, and maintaining documentation for financial transparency. By 1/08/2025 – $ 1191 – Help in coordinating with stakeholders, organizing meetings, and following up on key actions and decisions. By 1/09/2025 – $ 1191 – Support the collection of data and preparation of progress reports for Monitoring & Evaluation (M&E). By 1/10/2025 – $ 1191 – Assist in organizing and coordinating additional training sessions and workshops for teachers. By 1/11/2025 – $ 1191 – Help prepare the final report, compiling results and evaluations from the project for comprehensive review. By 1/12/2025 – $ 1191 The consultant will receive a service indemnity fee of 8.33% as part of their contractual entitlement

Duties and Responsibilities
1. BACKGROUND The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) operates the largest non-state education systems in the Middle East. Since its inception in 1950 with 93 schools and approximately 35,000 students, UNRWA has educated over two and a half million refugees. This remarkable growth reflects the Agency’s enduring commitment to fostering education as a cornerstone of resilience, stability, and development. By the 2023/24 school year, the programme had expanded significantly, encompassing 711 schools, two Education Science Faculties (ESFs), and eight Vocational Training Centers (VTCs). These facilities serve over 540,000 students across Jordan, Lebanon, Syria, Gaza, and the West Bank, including East Jerusalem. Since October 2023, UNRWA has not being able to provide formal in person education in Gaza due to the on-going conflict, but several efforts are in place to guarantee the right to education following different platforms and approaches. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) is committed to enhancing teaching and learning practices to ensure students have access to high-quality educational trainings and resources. This includes fostering Human Rights Education (HRE) and Global Citizenship Education (GCE). However, one of the persistent challenges UNRWA faces is ensuring that the content of textbooks and educational materials aligns with UN principles, values, and UNESCO standards. To address this challenge, UNRWA is establishing an Online Community of Practice (CoP) that will serve as a dynamic platform for education staff to collaboratively address textbook-related issues, share innovative practices, and align their teaching methods with UN principles. The CoP will integrate digital education, conflict resolution, and tolerance education, ensuring that UNRWA’s educational framework remains inclusive, neutral, and forward-thinking. The CoP aims to become the primarily in-service training platform for Education staff in all the fields of operation. 2. PURPOSE AND OBJECTIVES The Assistant for the Online CoP will provide administrative, logistical, and operational support to the Program Manager/CoP Coordinator in establishing and implementing the CoP. The Assistant will ensure smooth project execution by managing follow-ups, handling financial and administrative tasks, and assisting with coordination among stakeholders. The role will be under the direct supervision of the Program Manager/CoP Coordinator and will involve liaising with colleagues from the Education Programme in Gaza, Jordan, Lebanon, Syria, and the West Bank, as well as other departments involved in the project. Field education staff will play a crucial role in identifying key challenges and ensuring that CoP discussions remain relevant to the realities faced by teachers. The Assistant will support coordination efforts to integrate these field-driven insights into the CoP’s development and activities. 3. KEY RESPONSIBILITIES The CoP Assistant will be based at UNRWA HQ in Amman for a duration of up to 10 months, supporting the establishment and operationalization of the CoP for Teachers. This position is open to both local and international candidates. Scope of work The consultant will support the following activities: • Administrative & Logistical Support: – Coordinate meetings, workshops, and training sessions related to the CoP. – Handle scheduling, agenda preparation, and documentation for CoP activities. – Support communication among project stakeholders, including UNRWA education staff in different fields. This will involve ensuring that field teams are actively engaged in discussions and that their feedback informs CoP activities. – • Project Implementation & Coordination: – Assist the Program Manager in setting up and maintaining the CoP platform on MS Teams. – Support the organization of pilot implementation in one field, ensuring necessary follow-ups. Field staff will be involved in testing and refining the CoP’s features to ensure usability and relevance. – Facilitate the collection and dissemination of best practices and relevant resources. – Promote and support teacher engagement in the CoP. This includes liaising with field educators to capture effective classroom strategies. • Finance & Budgeting Support: – Process financial documentation, including consultant contracts, payments, and budget tracking. – Follow up on funding allocations and document expenditures. • Monitoring & Reporting: – Maintain project documentation and track progress on key deliverables. – Assist in preparing reports, meeting summaries, and updates for internal and external stakeholders. – Assist the M&E officer in gathering and analyzing data to assess the effectiveness of the CoP. Field teams will provide feedback on teacher participation and the impact of CoP discussions on classroom practices. – Communication & Outreach – Draft newsletters, announcements, and other communication materials for CoP members. – Facilitate communication with education staff to encourage knowledge-sharing and peer mentorship. This includes ensuring that field perspectives are reflected in communications and outreach efforts. – Maintain an up-to-date database of CoP participants and stakeholders.
Qualifications/special skills
4.QUALIFICATION REQUIREMENTS: – An advanced university degree (Master’s) from a nationally or internationally accredited educational institution in international development, social sciences, or related fields is required. – At least 3 years of relevant experience, preferably in international humanitarian or development organizations. – Proven experience in education programs, with understanding of how CoPs function, particularly in educational contexts. – Experience in capacity building and teacher training. – Commitment to the core values of UNRWA, including humanity, neutrality, impartiality, and operational independence.
Languages
Fluency in spoken and written English. Superior drafting ability in English.
Additional Information
– TRAVEL REQUIREMENTS (IF ANY) The consultancy does not include regular travel; however, travel may be required on an exceptional basis, subject to project needs and prior approval. – SCHEDULE The consultant will be required to work 40 hours per week on-site, providing expertise and support in the designated field and ensuring delivery of agreed-upon outcomes.
