Overview of position

Background information:

  • Our client supports the successful implementation of their partners’ peacebuilding, humanitarian & development projects around the world. Their mission is to serve people in need by expanding the ability of the United Nations (UN), governments & other partners to manage projects, infrastructure & procurement in a sustainable & efficient manner. Working in some of the world’s most challenging environments, our clients vision is to advance sustainable implementation practices, always satisfying or surpassing its partners’ expectations.

Our client in Somalia is a good example of where they are increasingly involved in complex implementation in areas of peace & security with multi million dollar projects to support police development & justice involving countless stakeholders in a hugely complex & politically charged environment.

Somalia Country Office (SOCO):

  • Somalia is amid major new political & security developments that will offer a greater possibility for peace & security than the country has seen in over 20 years. The Federal Government of Somalia (FGS), established in 2012 & international community have driven a process of rebuilding of functioning government institutions & processes through Somalia’s peacebuilding & state building priorities under the Somali compact (2013 – 2016), based on the Busan “new deal for engagement in fragile states” agreement. The Somalia national development plan (2017 – 2019), builds on this foundation laid by the compact & sets the priorities for national recovery & development in full collaboration with national & regional governments. A landmark electoral process in late 2016 & early 2017 resulted in a peaceful transfer of power to a new President & government, in place since February & March 2017 respectively. The government has set out an ambitious agenda for its term (the period to 2021), At the London Somalia conference in May 2017, a security pact was agreed by Somalia & the international community, which will allow for sustainable, long term security based on mutual accountability.

  • Our clients Somalia Country Office (SOCO) is largely focused on assisting partners with the implementation of physical infrastructure projects including construction & rehabilitation of rule of law infrastructure, transport infrastructure (roads & airports) & public administration infrastructure. Our client also plays a leading role in supporting the FGS in the implementation of various donor funded projects & programs.

Job specific – Building emergency capacity of six regional hospitals:

  • Our client will implement sub component 3.1 building emergency response capacity at hospitals of the additional financing for the Somalia COVID – 19 emergency vaccination project funded by the World Bank (WB). Our client will rehabilitate six regional hospitals, one in each Federal Member State (FMS) of Somalia as well as in Banadir. The effort will include developing capacity for blood transfusions, respiratory therapy, triage response, solar powered oxygen & isolation centers’. Further, it will help upgrade the infrastructure & develop the capacity to manage climate emergencies, including preparedness & response plans, creating a climate emergency hospital response team & upgrading medical capacity to handle the impacts of climate shocks (such as malnutrition, injuries, drowning & climate sensitive diseases).

Background information – Job specific:

  • The Project Engineer will work as a Site Engineer under the guidance & supervision of the Senior Project Manager to monitor & supervise the construction work by the contractor of the Forlanini, Dhuusamareeb, Jowhar, Baidoa, Bossaso & Kismayo hospital.

Role objectives

Under the overall supervision of the Project Manager, the staff is required to perform the following specific duties & responsibilities ensuring their effectiveness, transparency & integrity:

Coordination, delivery & performance:

  • Responsible for day to day coordination with the contractor according to the needs & requirements on site.

  • Assists in reviewing the tender documents of the project (engineering drawings, Bill of Quantities (BoQ’s) & technical specifications) to ensure their accuracy & applicability.

  • Inspects & reports on contractor’s works in progress, ensuring that the contractor meets the high quality standards expected by our client.

  • Provides assistance in developing inspection & test plans & updates them regularly with the contractor.

  • Coordinates with the different stakeholders for smooth implementation of the project & participate in regular meetings.

  • Responsible for preparation of weekly progress reports on construction activities, according to the agreed timeframe.

  • Facilitates liaising with clients, subcontractors & other professional staff.

  • Ensures our clients Health, Safety, Social & Environmental (HSS&E) management systems are implemented on site.

Governance, monitoring & reporting:

  • Checks contractor’s set out & works, including compliance with contract specifications, drawings & BoQs & ensures that contractor comply with his work plans to complete work within specified timeframe.

  • Provides support & guidance to the contractor & assists in resolving site problems, as necessary in the coordination with the designated Project Manager.

  • Attends the project site daily in order to monitor progress of works, identifies the existing problems & provides appropriate technical solutions through application of sound engineering standards in consultation with the designated Project Manager.

  • Prepares bid documentations & participates in the bids’ analysis & evaluation.

  • Evaluates & assesses works schedule, including the comparison with the schedule baseline & reports to the designated Project Manager accordingly.

  • Checks all laboratory reports, operation & maintenance manuals & keeps records & reports to the designated Project Manager accordingly.

  • Assists in reviewing material & equipment submissions & follow up on the different material testing in coordination with the designated Project Manager.

  • Assists in reviewing any items of the contractor’s design, material approval & mechanical / electrical equipment approvals.

  • Contributes in the reviews & approval of contractor’s shop drawings in coordination with the designated Project Manager during the implementation phase.

  • Assesses the work activities of the contractor, measures completed work & makes recommendations to the designated Project Manager for progress payments to the contractor.

  • Notifies the contractor of any defects found with regards to the quality of the work or materials & equipment incorporated in the project, including those found in performing the required sampling & testing.

  • Checks, verifies & recommends approvals to the designated Project Manager on all variation orders / claims submitted by the contractor during the implementation phase as per our clients procurement rules.

  • Assesses & reports on the project closing plans, archiving of cost & progress reports & hands over all related reports to the Project Manager.

  • Supervise the testing & commissioning of the equipment & of the plant including electrical, mechanical, instrumentation & control systems. Assists with review & approval of the “as built” drawings, operating & maintenance instruction manuals & all related information, prepared by the contractor after construction completion in coordination with the designated Project Manager.

  • Participates in the committee for final inspection & handover of the construction works & prepare snag lists for final checking prior to project handover.

  • Assist with the commissioning of works, supervise any identified outstanding works during the defect’s liability period & prepare the final progress report.

  • Support in ensuring all technical inputs & cost estimates related to the construction components are accurate, timely provided & included in the project proposals & budgets.

  • Perform other duties as may be required & in line with the incumbent’s scope of services above.

Administrative tasks:

  • Maintains records; compile periodic reports & any specific reports required by our clients standard procedures.

  • Maintains detailed documentation of all site engineering activities.

  • Assesses the work activities of contractor(s), checks, verifies & approves the interim payments submitted by the contractor(s) & submits detailed reports to the designated Project Manager.

Develops, updates &d maintains the following project registers:

  • Payment register.

  • Variation register.

  • Site safety inspection & notice of unsafe condition register.

  • Site diary.

  • Drawings register.

  • Instruction to contractor register.

  • Visitor register.

  • Sample approval register.

  • Tests register.

  • Progress photos.

  • Submittals register.

  • Non conference report register.

  • Correspondence register.

Project reporting

  • This role works under the overall supervision of the Project Manager.

Key competencies

  • Bachelor’s degree in civil engineering or related field from an accredited university is required, a masters degree in civil engineering or other relevant discipline is desired but not required.

  • A relevant combination of academic credentials & / or industry certifications & qualifying experience may be accepted in lieu of the university education.

  • Minimum four years of working experience supervising the implementation of public buildings, hospitals, health facilities projects construction & commissioning is required.

  • Experience in similar infrastructure projects is highly desirable.

  • Relevant experience in concrete structure construction supervision is highly desirable.

  • Excellent skills in MS Office, Excel, Google Workspace, AutoCAD is highly desirable.

  • Work experience with an international Organization & / or UN agencies is an asset.

  • Competent in construction management / supervision of building construction projects, resolving site problems, communication & documentation is highly desirable.

  • Experience in construction standards in Somalia is desirable.

  • Valid driving license is an asset.

  • Excellent reading, writing & speaking English.
