Community Liaison

The British Embassy in Moscow is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking for a Community Liaison Officer (CLO) to support UK Diplomats and their dependents within the Russia network.

The CLO acts as a bridge between staff assigned to the Embassy from the UK, their families, and the Embassy Corporate Services Team, and is a key point of contact and support for staff and families before their arrival and during their posting to Moscow.

The successful candidate will work closely with Mission Management for the wellbeing of all staff at the mission and provide support to UK Based staff and families on family and community issues, principally in the areas of healthcare, and schooling/childcare through information gathering and engagement with external suppliers.

Roles and responsibilities:

Ensure smooth integration of new UKB staff and their families into the life of the Embassy by liaising closely with officers and their families before and after arrival, providing short orientation tours, acting as a source of referral and pastoral support. Work with Corporate Services and Estates Management teams to help new arrivals settle quickly and support them throughout their posting.

Gather and maintain information on medical provision at post; spouse/partner employment; children’s education; childcare at post; single officer and foreign-born spouse/partner issues; recreational facilities; COL survey returns, and completion of DSFA Spouse and Partner Annual Employment Report.

Maintain information on children’s education, complete School, Nursery and Childcare Information Sheets and liaise with the DSFA and Education Team on updates. The CLO will also liaise with the approved schools in Moscow to facilitate new student enrolment of incoming staff and visit schools to carry out school checks and complete necessary documentation.

The jobholder will play a key role in supporting the interests of all staff within the network on welfare and social activities, such as ‘nearly new’ sales and community events. Manage bi-monthly minibus trips.

Act as the community representative for UKB colleagues and families on post committees including the wellbeing, housing, sports and social, and playgroup committees.

The CLO is the chief link between the mission and the Diplomatic Service Family Association (DSFA) in London and should advertise details of DSFA career support services and courses to eligible UK-Based spouses/partners at the Mission.

Responsible for updating the Post Welcome Pack, CLO MS Teams site, and working with teams across the mission to update the Post Report and Fact Sheet. The CLO will work with local medical providers and UK health and welfare to facilitate annual influenza vaccinations for staff and families.  

Emergency Planning: the CLO must be aware of and involved in any Mission contingency and drawdown plans. The CLO should ensure staff and family details are updated and must complete Crisis Management training on HERA Learn. 

Other duties as deemed operationally necessary by the Head of Section.

Applicants must hold a full passport valid for at least 12 months for any of the following: United Kingdom, USA, Canada, New Zealand or Australia (and eligible to work) in Moscow. All applicants should submit a scanned copy of their passport bio page and resident permit.

  • Full professional proficiency in English, including excellent writing skills (written and spoken, minimum of C1 level for CEFR framework*)

  • Be familiar with living in Russia or life as an expat (i.e. good understanding of the issues faced by staff moving to live overseas)

  • Have excellent interpersonal skills and an ability to work with people from any background

  • Strong communications skills, both in writing and orally

  • Have good organisational and delivery skills

  • Be able to handle personal information confidentially and with discretion

  • Be able to work flexibly without close supervision.

  • Experience of diplomatic work in an Embassy or Consulate General

  • Proficiency with MS Office package

  • Familiarity with the culture of British families.

This is a permanent full-time contract, 5 working days, 35 hours net per week.

The monthly salary for this position is Rub 94 410 gross, AO level, paid 13 times a year.

The successful candidate will be subject to professional background check and security clearance.

Staff recruited locally by the British Embassy in Russia is subject to Terms and Conditions of Service according to local Russian employment law.
