Main purpose of job:
The work of the British High Commission (BHC) in Pakistan is focused on six main workstreams – Regional Stability, Threats, Health and Education, Climate, Resilience and Humanitarian, Open Societies, and Economy and Trade.
BHC Islamabad is looking to recruit a suitably qualified and experienced Deputy Team Leader (DTL) / Social Development (SD) Policy Lead as a programme funded position (PFP) for a period of 30 months who can start as soon as possible. This position is open externally and internally to Country Based Staff on promotion and level transfer who have demonstrated the required competencies and experience.
This SEO DTL/SD Policy Lead role sits within the Open Societies and Effective Institution Group in BHC Islamabad (BHCI), also known as Campaign Goal(CG) 5. CG5, Open Societies and Effective Institutions Group has a £91m portfolio. It leads policy & programmes at the federal and sub-national levels relating to governance/effective institutions (e.g., public sector management; risk governance); human rights (e.g., freedom of religion and belief; minority rights; children’s rights; modern slavery); gender and social inclusion (women and girls, children, transgenders, religious minorities gender & disability) as well as civic space and media freedom.
Within CG5, this position will sit under Gender, Equality and Social Inclusion (GESI) team and will be funded through its £46.9m programme Aawaz II (March 2018 – March 2027). This programme works in KP, Punjab and Sindh provinces with government and local communities to promote the rights of children, women, youth, religious minorities, people with disabilities and the transgender community to strengthen control over their own development. The programme has evolved over time with a sharper focus on child protection, gender-based violence, early and child marriages, and intolerance against religious minorities, transgenders and people with disabilities. The programme works with the government for institutional and legal reforms and with the communities for behaviour change and referral pathways to state services.
This is an exciting opportunity to join the Open Societies and Effective Institutions Group. The position is a leadership role. The successful candidate will oversee and manage GESI Team and portfolio. They will also contribute to group leadership on SD policy, finance and risk.
Roles and responsibilities / what will the jobholder be expected to achieve?
Social Development Advice and Analysis:
Provide quality social development technical advice and strategic direction to the BHC and the Aawaz programme, ensuring analysis informs policy direction, advocacy, programme design, delivery, monitoring and evaluation, results:
Assess and monitor unintended social impacts to prevent, manage and mitigate social safeguarding risks, including Sexual Exploitation and Abuse, and Sexual Harassment (SEAH ) in policy and programme development with specific attention to the policy direction and programme cycle management (including due diligence, risk management, prevention and response, beneficiary participation and accountability, building the capacity of downstream partners and use of quarterly and annual reporting and PCRs to monitor risk and response mechanisms). BHC’s SDA policy advisor to build understanding among FCDO, partner governments, multilaterals and civil society of the key elements and implications of the social, political and economic context, including equality and inclusion. Ensure a strong network of key partners, decision makers and influencers from government, civil society and the private sector to support effective policy and programme delivery and to promote understanding and action for social development.
Programme Delivery:
Work in close collaboration with SRO and programme manager to ensure effective management of programme partners, implementation, quality results and impact.
Line Manager the Programme Manager to ensure effective programme delivery, partner management, quality results and ensure value for money.
Social Development Cadre – Technical Competencies required for the post
Social Policy (social and political analysis and inclusion). Undertake robust Social Analysis examining the social, cultural, political and economic structures, dynamics, norms and power relations that include or exclude people, and drive or constrain poverty reduction. Poverty and vulnerability analysis and monitoring. Analyse the different concepts and measures on wellbeing, poverty and vulnerability, and the strengths and limitations of each; the range of poverty analysis approaches and tools; and the evidence base on what causes poverty or drives poverty reduction in developing countries.
Gender Equality and the rights and empowerment of women and girls. Analyse key concepts, frameworks, and the evidence base on policies and programmes that work to achieve gender equality and the rights and empowerment of women and girls.
Empowerment and Accountability. Analyse key concepts, frameworks, and the evidence base on policies and programmes that work to achieve empowerment and accountability.
Social Protection. Analyse key concepts, frameworks, and the evidence base on social protection policies and programme.

Salary Details:
For British High Commission (BHC) candidates, the Country Based Staff BHC Terms & Conditions will apply.
For other than BHC candidates, salary will be PKR 477,394 per month.
Medical –
Additionally, the BHC offers a great benefits package that comprises of Annual Domiciliary cover and Medical Insurance Scheme which includes PKR 1,500,000 floater coverage per family for self, one spouse/long term partner and children under the age of 19 or under 23, if in full-time education and not gainfully employed. The Annual Domiciliary cover for day-to-day medical payments is upto PKR 200,000 per family (basis actual bills submission).
PF –The British High Commission contributes to a retirement provision in the form of a mandatory provident fund.
Please note that the current salaries are being dollarized and processed in USD (using a fixed corporate exchange rate from November 2022) to provide cushion against the current external market conditions. This is a temporary measure and is subject to review at regular intervals. The payroll will revert to local currency processing once the external market conditions are normalised.
