Development and Humanitarian

Main purpose of job:

The Economist will be a key member of the Building Stability and Open Societies (BSOS) team and will be managed by an Economic Advisor. The post holder will primarily support the delivery of the British Embassy’s economic and Public Financial Management objectives. The British Embassy has one of the few dedicated economist teams in Juba’s International Community and plays an important role in understanding the macro-economy, monitoring public finances and supporting Public Financial Management reform.  This role is also critical for understanding the political economy of South Sudan, both how resources are used and who the primary actors are. 

Whilst the post holder will sit within the BSOS team, they will also work with programme teams within the embassy to provide economic and Value For Money (VFM) advice. This will involve working with teams working on programmes in the health, education and humanitarian sectors amongst others.  As the Embassy uses British taxpayer money to fund its programmes, an essential part of the economist’s role is ensuring programmes deliver good Value for Money. 

Key roles and responsibilities:

Macroeconomic Reporting and Analysis

  • Regular monitoring and reporting on macroeconomic developments in South Sudan. Analysis of how economic developments may affect domestic politics, conflict dynamics and humanitarian needs.
  • Analysis of Government public finances including analysis of the Budget, Budget Execution Reports and Quarterly Macro Updates.
  • Provide information and advice to programme teams on how economic developments affect British Embassy programmes.
  • Building and strengthening contacts at working level within Ministries and Agencies of the Government of South Sudan to collect and verify information.

Public Financial Management (PFM)

  • Attending the Public Financial Management Technical Committee on behalf of the British Embassy to encourage PFM reform at a working level.
  • Work with the Economic Adviser to provide briefing for the Public Financial Management Oversight Committee.
  • Possible work with the Economic Adviser to develop a suitable programme to support PFM reform in South Sudan.

Political Economy

  • Provide analysis and insight on key economic sectors such as oil, gold and cattle
  • Monitor the key economic actors in South Sudan, both domestic and foreign, and advise the Embassy on their interaction with the politics.

Provide support across the Embassy on results monitoring and Value for Money strategy

  • Advise teams across the Embassy on how to maintain good Value for Money, especially for UK Overseas Development Assistance spend. Support programme teams to develop good Value for Money strategies.
  • Provide comments on Value for Money performance within programme annual reviews, quarterly reports and programme closure reports.

  • Degree in Economics
  • Experience of analysing macroeconomic indicators and presenting to a varied audience
  • Experience of analysing data using Excel
  • Strong oral and written communication skills.
  • Proficient in the use of relevant IT skills (i.e. email, word and PowerPoint)

Language requirements: 

Language: English 

Level of language required: Excellent/fluent 

  • An understanding of Public Financial Management frameworks.
  • An established contact network within the Government of South Sudan.

UK Objectives

We want to see a South Sudan that is more stable, with reduced levels of conflict throughout the country and reductions in food insecurity and poverty, and increased resilience to shocks and stresses. We want to see the Government of South Sudan use more of its own resources (including oil revenues) to deliver essential services to its people.  
  
British Embassy Juba (BEJ)

BEJ is a mid-sized post with around 80 staff. We draw on the expertise, mandates and advice of East Africa Department including the Sudan and South Sudan Envoy, regional posts (Nairobi and Kampala in particular) and missions in New York, Washington and Geneva.  
 
To deliver BEJ objectives in South Sudan, our political, development and humanitarian experts develop joint analysis and policy and deliver jointly on objectives across the full range of BEJ priorities. The deeply entwined political, humanitarian and development challenges require us to fully exploit our diplomatic and development expertise in both strategy and delivery. 
 
We are organised into 5 teams:  

  • Delivery Excellence (DelEx) – responsible for providing strategic oversight, coordination, quality assurance and compliance across BEJ programming, influencing and policy work to support delivery and monitoring of the Country Plan
  • Essential Services Team (EST) – responsible for delivering policy and programming aimed at improving provision of essential services, with a focus on Girls Education and ending preventable deaths.
  • Humanitarian and Livelihoods Team (HLT) – Focussed on delivering lifesaving humanitarian assistance and resilience building work, influencing the in-country humanitarian architecture and leading on BEJ’s climate resilience activity.
  • Building Stability and Open Societies (BSOS) – responsible for political, economic, conflict and social development advice and analysis as well as peacebuilding, governance and GBV programming.
  • Corporate Services Team (CST) – responsible for running the platform, non-programme finance, transport, security, IT, protocol and estates.
