Who are we? 

The British Consulate General in Istanbul is part of a world-wide network representing British political, economic and consular interests overseas. We are looking for an experienced Head of Human Resources (HR) professional to lead HR strategy and delivery for the Foreign, Commonwealth and Development Office’s Türkiye Network. The Türkiye Network comprises of 7 Posts across Türkiye, and approximately 280 country-based staff (CBS).

Main purpose of job: 

Our dynamic Head of Human Resources will be responsible for overall delivery of HR services in line with UK FCDO HR policies and Turkish labour law, liaising with the FCDO’s Regional HR Hub Europe & EECAN and legal advisors in Türkiye where necessary. The Head of Human Resources leads a team of two staff in Türkiye (one in Istanbul, and one in Ankara). The incumbent will report to the Head of Corporate Services in Ankara. The Head of Human Resources will oversee accurate management of the CBS staff payroll, and advice and guidance for both staff and the Network Senior Leadership Team (SLT).

This challenging role requires excellent interpersonal, communication and customer service skills, as well as tact and extreme discretion. It will need an individual to deal with challenging customers and to communicate difficult messages to staff with conviction and empathy. They will also need to be able to engage constructively with senior managers and to provide candid advice.

The role requires someone that is innovative, energetic, as well as a self-starter and experienced manager with a successful HR management background.  The ideal candidate will be excel in multi-tasking, demonstrate effective teamwork, and possess proven leadership and line management skills.

Roles and responsibilities:

Our Head of Human Resources will be expected to achieve: 

  • Responsible for the improvement and effective delivery of HR services, providing leadership and strategic direction to the Senior Leadership Team in relation to all HR related issues including local labour law and social insurance regulations;
  • Ensure the implementation of a HR Strategy that develops and supports the overall strategic plan, including undertaking workforce planning research;
  • Support and advise on all employee relations issues and keep all relevant parties informed on any employment law and related policy amendments;
  • Provide professional, efficient, confidential and proactive guidance in areas including recruitment, performance management, compensation & benefits, disciplinary matters, grievance, and change management;
  • Lead and line-manage the Türkiye Network HR Team, providing effective coaching and mentoring, ensuring successful delivery of HR team objectives, providing clear and dynamic leadership, and ensuring processes are efficient and effective;
  • Lead complex HR projects such as the roll out of new pay structures, HR systems or performance management tools;
  • Lead and support complex employee relation activities including disciplinary, grievance and capability hearings including appeals;
  • Oversee Türkiye Network HR procedures and ensure internal guidance is followed by sections;
  • Lead on review, development and implementation of HR policies with Senior Leadership Team outlining risks, benefits and legal obligations;
  • Build strong individual and organisational relationships and interact with the Budget Manager, Regional HR Hub, Financial Advisor, and the Legal Advisors regarding legal and social security issues;
  • Effective line management of two team members.

 

Our Ideal Candidate shows: 

  • Excellent, written and spoken English and Turkish language skills (Minimum of C1 level according to the Common European Framework of Reference for Languages*);
  • Minimum of 7 years of experience in Human Resources preferably within an international environment, either in the government or private sector;
  • Robust employment law knowledge and how this underpins HR policies & practices;
  • Proven leadership skills and team management experience;
  • Proven negotiation and influencing skills;
  • Ability to delegate, prioritise and multi-task when coping with a heavy workload in fast changing circumstances;
  • Clear concise communication skills and strong numerical skills;
  • Discretion and empathy when dealing with sensitive staff issues;
  • Advanced user of Microsoft Office Applications and general database programmes;
  • Self-motivated and able to work with limited supervision;
  • Ability to prioritise own workload and meet deadlines, without compromising the quality of work or customer care;
  • Adaptable and open to change;
  • Positive energy with a can do / will do mind-set;
  • Experience leading and building dynamic teams;
  • Knowledge of payroll;
  • Flexibility to travel regulalry to Ankara

Ideally it would be great to have:

  • Experience working in government departments.
  • Experience working in an international environment
  • Relevant HR qualification

This is a full-time, permanent contract, for 5 working days (36 hours and 15 minutes net), per week. 

The monthly salary for this position is 3,800 USD gross, paid in 12 instalments, HEO level. Please note that staff members are responsible for paying any income tax required by local law. 

All applicants should have the right to live and work in Türkiye. The British Embassy does not sponsor work permits.

The successful candidate will be subject to professional background check, security clearance and a probation period of 2 months.
