The British Embassy in The Hague is part of a world-wide network, representing British political, economic and consular interests overseas and is seeking to recruit a Human Resource and Protocol Officer (HR&P Officer).

The HR&P Officer will be part of a small team that supports the whole of the UK in The Netherlands (UKinNL) network in the delivery of central HR and Protocol policy. 

This role will allow for partnership and collaboration with staff from across the network who are based in the Embassy, International Organisations or elsewhere in-country. This role would suit someone who is customer focussed, organised, creative, preferably with a proven track record in supporting others. Strong communications and organisational skills are essential pre-requisite. 

The role entails:

Operational Human Resources Management 

  • Provide support on HR policy, operations, employment terms and conditions, working closely with the HR Hub.
  • Ensure country-based staff(CBS) terms and conditions of service are compliant with local employment law whilst ensuring global local staff policy is also followed.
  • Communicate and clarify HR policy to all staff.
  • Keep staff records up to date.
  • Manage contract extensions process for CBS.

 Leave Management

  • Manage annual leave allocation and carry-over leave records of CBS.
  • Manage sickness related leave of CBS, liaising with staff, management, the Arbodienst (Occupational Health & Safety) provider and the Uitvoeringsinstituut Werknemersverzekeringen (UWV) (Employee Insurance Agency).
  • Manage the child-related leave of CBS. Ensure correct and timely submission of UWV applications.
  • Manage the special leave process for CBS, in line with the terms and conditions of service.
  • Own the CBS policies related to leave and provide advice and assistance to line managers and staff.

 Recruitment and Onboarding

  • Contribute to local recruitment processes working closely with the HR Hub, oversee specifications, criteria and approvals, run local adverts.
  • Working with the wider Corporate Services Team, review and update on-boarding and exit processes and documents, ensuring they are up to date and relevant.
  • Manage local recruitment schemes, including interim personnel pool and internships.

Protocol and Administration

  • Own the arrival and departure processes for UK Based staff across the UKinNL network, supporting on accreditation, health insurance, and other administration.
  • Maintain records on current and future arrivals and departures to ensure proactive administration.
  • Design and continually improve protocol arrival and departure processes.
  • Manage business cards ordering process, liaising with internal and external stakeholders and tracking budget spend.

Team Support

  • Act as secretary for the Embassy’s Executive Committee, including agenda management, commissioning papers, managing attendance, and minute-taking.
  • Act as back-up for other members of the corporate services team during periods of leave.
  • Participate in post crisis activity.

Our ideal candidate will have:

  • Proficiency in English and Dutch (minimum of C1 level as per CEFR).
  • Strong written and verbal communication skills.
  • IT literacy, a good knowledge of Microsoft, Excel, Word, Outlook and PowerPoint.
  • Able to prioritise work effectively without close supervision.
  • Customer service focus, experience interacting with stakeholders at all levels of the organisation.
  • Excellent interpersonal skills.

Good to have:

  • Experience as a Human Resources generalist or similar.
  • Experience working in international organisations or government.
  • Qualifications in Human Resources management.

The base salary for this position is € 3578.16 gross per month, based on a working week of 36 hours. In addition, an 8% holiday bonus is payable each year. The successful candidate will initially be offered a 12 month employment contract with the possibility of renewal, at AO grade level.

Visa/work permit requirements: Candidates must currently hold the independent right to live and work in the Netherlands and be prepared to ensure that right remains throughout the scope of the contract. The successful candidate will be required to provide a BSN (citizen service number) on their start date and will need to arrange and pay for their own travel and accommodation, as well as any other living costs. Salary/tax conditions: Successful candidates who are not liable to pay local income tax will have their salary abated by an amount equal to that which would be paid if they were liable to pay local income tax (also known as notional tax). Working Patterns: The Embassy currently offers a hybrid work pattern. For this role the officer is currently permitted to work from home 2 days a week and can also choose to work 5 days in the office if preferred. A set pattern of working from home days is encouraged but can be negotiated with the line manager.
