The British Embassy in Chisinau is part of a worldwide network, representing British political, defence, economic and consular interests overseas and is now looking to recruit a Humanitarian Programme Manager.

The primary purpose of this position is to manage the delivery of a portfolio of humanitarian response and social protection projects in Moldova under the UK’s Ukraine Humanitarian Assistance, Response and Protection programme (HARP).
The programme currently works through a range of UN partners and contractors to deliver essential humanitarian assistance and protection to Ukrainian refugees and vulnerable Moldovans affected by the conflict in Ukraine, as well as to provide technical expertise to bolster the UN and FCDO response.
This is a high-profile programme working on a top UK foreign policy area. The programme attracts high levels of ministerial, communications and parliamentary interest and scrutiny.
The jobholder will work under the direct line management of the Humanitarian Advisor in British Embassy Chisinau, and in close collaboration with British Embassy Kyiv’s Senior Programme Management Lead and Deputy Head of Team (Programme Responsible Officer).
Priorities over the coming months will including mobilizing the new programme (HARP), establishing programme management relationships with the partners, monitoring and upholding compliance, due diligence, safeguarding, fraud, monitoring risks, reviewing partner reporting, and completing the annual and programmatic reviews.

What will the jobholder be expected to achieve? |
The role will primarily support effective programme delivery against the UK’s humanitarian objectives in Moldova, through effective programme management of our delivery partners, and will ensure compliance with the FCDO’s Programme Management Framework (PrOF). They will drive improvements in the programme performance and ensure accountability for UK public funds spent on the programme. Key responsibilities for the role include:

This is a fixed term – 2 years subject to review and possible extension. The Embassy’s pay and benefits package is in compliance with local labour law. The gross monthly salary for this position is MDL 47,301. The annual leave entitlement is 24 working days per calendar year and the Embassy also enjoys 14 Moldovan/UK public holidays per year.
The successful candidate will be subject to a reference check, security clearance and satisfactory completion of a probationary period of three months.
Due to the pace and nature of the role, this role is not suitable for candidates who wish to work fully remotely, those on job share arrangements or part-time workers. The successful candidate will be required to work from British Embassy Chisinau.
Foreign Commonwealth & Development Office (FCDO) have a strong Learning and Development (L&D) culture supporting a 70:20:10 learning posture (70% on-the-job informal learning, 20% informal learning from others, 10% formal learning).
The successful Job Holder will receive an induction plan with a suite of mandatory e-learning courses and have access to job-related training, enabling the successful Job Holder to become comfortable and effective in the role as quickly as possible.
