The British Embassy Baghdad has a vacancy for International Liaison Support Officer under the National Crime Agency (NCA) Team, job grade Executive Officer (EO).

The main purpose of the role of the International Liaison Support Officer to the UK National Crime Agency (NCA) International Liaison Officers (ILOs) in Baghdad is supporting and assisting them in achieving their objectives as set by NCA and in maintaining and strengthening their relationships with host agencies.

This involves providing essential administrative and logistical support to the NCA ILO’s work in respect of the SOC threats which are impacting on the to the UK from serious organised crime.

Duties and responsibilities:

  • Conduct office administration duties with oversight from the ILOs and in accordance with policy and standard operating procedures. Duties include but are not limited to translation of documents, attendance and translation at meetings, records management, IT management (not maintenance), maintaining office accounts, maintenance of the asset register and gifts and hospitality register; planning travel and visits; diary management and organising official events.  This may require occasional attendance at events outside normal working hours.
  • Provide Arabic language support and translation services to the NCA ILOs sometimes to tight deadlines with ILO advice and strictly observing the confidentiality of work issues and security, including for exchanges of information and at official meetings and events.
  • Ensure ongoing collaboration with a variety of in-country government institutions and senior officials in Iraq while adjusting to unexpected situations.
  • Compile verbal and written briefings as directed, including regular daily, weekly and monthly management reporting.
  • Provide open source (Tier 1) research support, especially exploitation of information sources in Arabic.
  • Maintain oversight of regional projects/training programmes as required including, but not limited to supporting, monitoring and evaluation of their impact; monitoring budgets to ensure value for money.
  • Monitor the NCA office mailbox and telephone so that messages are responded to in a timely fashion and / or directed as required.
  • Carry out general office management duties as directed by the NCA when the ILO is away from post.
  • Resources managed: Office accounts and physical assets and IT; and regional projects.

The above list is not exhaustive, and the jobholder will be required to be flexible as specific responsibilities could change in the future, and this would be at the discretion of the line manager and Senior Management. The job description may be reviewed to meet changes in business needs.

The jobholder may also take on other ad hoc tasks as and when required, including participating in the Embassy’s emergency planning and any response to a crisis.

Eligibility:

If you are selected for this position, we will be able to employ you as long as:

  • We can obtain the appropriate level of local and UK security clearance for you. Higher clearances can be granted only to certain nationalities. For this reason, candidates must be of British, American, Australian, Canadian, or New Zealand nationality in order to gain and maintain the level of higher clearance required; and
  • You have (or be willing to obtain) the right to live and work in Iraq. Candidate’s residence permit and work permit, and the expense to obtain them, will be their own responsibility – the Embassy does not provide residence or work permits. If you have any questions about residency and/ or visa requirements, you should contact the relevant Iraqi Government Ministry.

  • Fluency in written and spoken English and Arabic and ability to translate effectively from English to Arabic and Arabic to English.
  • Experience of working with Iraqi state institutions.
  • Experience of working with UK law enforcement institutions such as UK police forces.
  • A flexible approach to work and travel; this may occasionally include travel at short notice, working weekends and on public holidays and foreign travel.
  • Excellent IT skills – skills in Microsoft Office and keeping accounts.
  • Ability to process and understand large amounts of data and information, turning this into concise and accurate reports.
  • Strong interpersonal and communication skills and confidence in dealing with senior level people.
  • Constructive, positive and service orientated attitude.
  • Excellent organisational skills for document and record management.
  • Ability to work with minimal supervision and to prioritise workloads where required.
  • Ability to demonstrate a track record of confidentiality concerning work issues and an understanding the personal and professional consequences of lapses in security.

  • Knowledge of the various government institutions in the Republic of Iraq and ability to secure access at Director general / senior leader / Director within those institutions.
  • Full driving licence desirable.
  • Experience of working in an area with a high level of personal responsibility and has a track record of being accountable for own actions / decisions.
  • A minimum of 3 years of relevant work experience, including evidence of engaging stakeholders, customers and partners at all levels.

Working hours and remuneration:

The Embassy aims to offer an attractive working environment and remuneration package for this role, including up to 20 days of annual leave (calculated pro-rata).

The role grade is Executive Officer (EO), with a base salary of US$ 2,387 per month. This base salary is paid 13 times a year. In addition, the role attracts a security allowance payable as part of this package. This security allowance is subject to review and may be altered or withdrawn at any time.

No accommodation nor relocation expenses are payable in connection with this position.

This position is for a full-time employment on a permanent contract. Employment is also subject to a 90-day probationary period.

Conditioned working hours are 38 hours per week. Normal working hours are from 08:00 to 16:00 on Sundays to Wednesdays and from 08:00-14:00 on Thursdays. The jobholder should be flexible in their approach to hours worked as these will also be dictated by operational needs and may involve working out of hours (evenings/ weekends).

The NCA is a 24/7 organisation, and working patterns must support business requirements.  The job holder may be required to travel regularly within Iraq.  Some work (including travel) will be required during the evenings and occasionally weekends, for which time off in lieu or overtime (where applicable) will be applicable.

SC Overseas Clearance required.  Clearance levels may impact system access and some aspects of the role.  The successful applicant will need to achieve a level of security vetting applicable to the role. Candidates that are not able to do so will not be able to take up post.

There may be flexibility for starting and leaving times as long as conditioned hours are completed. This will be considered based on operational requirements and in agreement with the line manager, and in line with FCDO and Embassy policies.

The Embassy encourages a culture of continuous learning. Training will be given in the role. All employees have access to the Civil Service-Learning platform, which gives access to training to improve job specific skills. Employees are entitled to a minimum number of annual training days. The NCA is fully committed to the professional development and training of its staff. There are some specific training courses that are relevant to the role.  This may necessitate travel to the UK or wider across the Region to undertake training in a suitable training environment.
