Main Purpose of Job:

You will join a dynamic and friendly Media and Communications team promoting the UK government’s objectives and activities in Indonesia and Timor-Leste. You will lead on Education (including Higher Education, the Chevening scholarship programme, and Technical Vocational Education and Training (TVET)) and on Health, Women and Girls. You will also support the wider Media and Communications team on other policy areas, including helping to deliver a range of exciting media and public diplomacy events.

This job requires creativity, teamwork and collaboration to deliver impactful comms to a wide range of internal and external stakeholders. You will need to build relationships with internal stakeholders such as British Council and Department for Business and Trade (DBT), and external stakeholders including the Ministry of Education, Education agents, scholarship providers, Ministry of Health, the media, opinion formers and many more. You will need to be strategic and have great ideas to develop effective comms campaigns. You will need to produce and disseminate press products and social media content that will appeal to our target audiences and deliver key messages. You will be able to manage projects independently and be self-starting. 

What the Jobholder will be Expected to Achieve:

Campaign Development (50%)

Priority Campaign: Education

  • Design and manage high profile, innovative, communications campaigns aimed at a range of audiences across Indonesia, through events, traditional media and digital channels which support embassy objectives on Education, Higher Education, Chevening and other soft power tools.
  • Create impactful comms to help increase the number of Indonesians studying in the UK by working closely with British Council, LPDP, Ministry of Education and media, to promote the UK as the destination of choice.
  • Provide advice on branding, comms strategy planning and implementation in Indonesia and Timor-Leste; helping coordinate and run promotional events, prepare Comms plans, press releases & scripts and media summaries.
  • Provide advice to teams across the Embassy on using strategic communications and marketing to help achieve their objectives, particularly for Education, Health, Women and Girls.
  • Work with other team members to evaluate and report campaign progress and outcomes and embed learning into ongoing work.

Secondary Campaign:

  • Lead on other sectors as required, currently Health, Women and Girls.

Digital Strategy (20%)

  • Create digital communication strategies for all projects that fall under your areas of responsibilities.
  • Identify, create and draft social media content to support public diplomacy objectives.
  • Utilise online media channels to establish digital presence and achieve specific marketing objectives on education.

Event Management (10%)

  • Designing events in line with the campaign’s objective from start to finish according to requirements, target audience and objectives.
  • Source and negotiate with vendors and suppliers.
  • Coordinate all operations.
  • Provide logistical support for other public diplomacy events, visits, when needed.

Stakeholder Management (10%)  

  • Build and maintain a network of partners with education agents, scholarship providers, government education institutions to deliver joint communications and marketing campaigns.
  • Building relationships with media outlets and journalists.
  • Seek opportunities for new campaigns, partnerships and innovative communications activities that can support the campaign and embassy objectives.

Corporate (10%)

  • The post-holder should be an active member of the Embassy, contributing to its successful operation. This may include active work on various committees and other corporate roles, as well as playing a role in crisis management activities on an ad-hoc basis.
  • Perform other duties as required

Resources Managed (staff and expenditure): 

  • No direct line management responsibilities from the outset, although this may evolve over time
  • Annual Chevening ad hoc promotional budget (approx. 50m Rp)
  • Annual Wider Education budget for digital marketing (approx. 36m Rp)

  • Excellent interpersonal and communication skills
  • Flexible, resilient under pressure and decisive with a proven track record of delivering results to a high standard within tight deadlines
  • Good self-management and organisational skills with an ability to prioritise own, and the team’s, work effectively with competing workload under pressure
  • A track record of displaying sound judgement and an analytical approach to decision making
  • Personal drive and the ability to be a self-starter as well as a team player
  • IT proficiency in MS Office, Outlook and the ability to learn FCDO systems
  • Ability to travel across Indonesia and occasionally internationally as needed
  • Willingness to work additional hours as necessary, sometimes unsociable hours, including during a crisis

Language Requirements:

  • Excellent English language skills, both written and spoken
  • For candidates with English as a second language, certification at IELTS (or equivalent) level 7 or higher within the last 2 years is required, unless you have studied at an international university using English, or worked in an organisation whose operational language is English for one year minimum. All skill areas (Writing, Speaking, Listening and Reading) must be IELTS score 7 or higher

  • Bachelor’s degree in Mass Communication, Public Relations, Marketing or Digital Marketing
  • 3 years’ + experience working in communications or marketing role
  • Experience and understanding of the Education sector and related business environment in Indonesia
  • Understanding, skills and experience using social media and digital communications
  • Creative and innovative approach to work and willingness to take risks
  • Flexibility and adaptability
  • Experience of living in the UK or understanding of the UK

The role is advertised as a 12-month initial contract, with possibility to be permanent.

Working Patterns: 

Normal working hours are 39.5 (gross) per week: 07:30hrs to 16:00hrs from Monday to Thursday and 07:30hrs to 13:00hrs. The team operates a ‘core hours’ policy of 09:00hrs to 15:00hrs with individual flexibility around that and we are open to requests to work condensed hours, subject to business need.

There may be some regional or international travel for visits or roadshows, or to attend training and conferences.

In relation to this, the successful candidate will need to arrange for his/her own Police Certificate.

Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

The FCDO also operates an agile workforce. To facilitate this, you may be required to undertake other duties from time to time as we may reasonably require.

Learning and Development Opportunities (and any specific training courses to be completed):

The jobholder will be able to access a range of Learning and Development opportunities, and occasional travel.  

Most learning is on the job, however, there is a range of online and face-to-face training available. There are also opportunities for work shadowing across the organisation. The selected candidate will develop their own learning plan with their line manager.
