Main Purpose of Job:

Health Advisers provide the high-quality technical expertise required to deliver the FCDO’s ambitious health agenda. Advisers work in-country with national governments, academics, civil society and other stakeholders to advance national health gains and tailor the FCDO’s health interventions to the development aspirations of country partners in ways that are consistent with UK and international commitments.

This is an exciting and stretching role, developing and delivering the relationship between UK and Governments of Indonesia and Timor Leste across the broad One Health agenda. You will engage regularly with ministers, senior government officials, implementing partners, and colleagues across government to provide strategic advice on health policy. You will deliver key UK health priorities, which include ending the preventable deaths of mothers, babies and children and strengthening global health security and health systems. The role encompasses strategic policy engagement, technical input to the health portfolio, programming, budgeting and line management. You will be expected to:

  • Represent the UK at senior levels on health-related matters with counterpart governments and development partners for both countries (Indonesia and Timor Leste).
  • Provide health leadership, expertise and analysis, so the UK is a major technical contributor to improving healthcare outcomes.
  • Provide leadership and oversight of the health portfolio and programmes, advising senior management and the SRO and PRO.
  • Lead and manage the health team.

What the Jobholder will be Expected to Achieve:

Leadership of health strategy and senior sector stakeholder management:  

  • Build strong relationships with the Governments of Indonesia and Timor Leste, representing the UK at a senior level in this sector to influence delivery of the FCDO’s global health policy priorities and build UK visibility.
  • Lead the development and use of the health Theory of Change for the British Embassy, working across digital, science, climate, environment, education and political teams.
  • Leverage relationships across HMG to further these domestic and global health objectives, including through active participation in the UK’s SE Asia Regional Health Network.

Lead oversight of UK health portfolio in Indonesia and Timor Leste:

  • Provide One Health advice and analysis to British Embassy, regional and UK-based teams and programmes.
  • Identify areas for cooperation and respond to Government of Indonesia requests.
  • Ensure synergy with other UK and development partner programming and activities.
  • Secure appropriate UK expertise.
  • Work closely with delivery partners and PROs to ensure programmes are delivered effectively while providing a clear sense of direction and ensuring excellence in programme management, supporting PROs and SROs.
  • Monitor and evaluate programme activities, including through field visits, planned outputs and outcomes.
  • Support Indonesia to benefit from the ASEAN-UK Health Security Partnership Programme to strengthen preparedness for health emergencies.

Lead and manage the health team:  

  • Develop the team (1 x HEO, 1 x EO) and their performance, including performance management, and personal and professional skills development.
  • Support UK Health Security Agency (UKHSA) colleagues (1 x SCS1 Specialist and 1 x HEO) to ensure they are well integrated within the embassy.

Provide support to cross-cutting priority projects within the team and Embassy as required.

Corporate: The post-holder should be an active member of the Embassy, contributing to its successful operation. This may include active work on various committees and other corporate roles, as well as playing a role in crisis management activities on an ad-hoc basis.

Resources Managed (staff and expenditure): 

  • Steer £6.5m bilateral programme funding and influence activity across digital, science, UKHSA, British Council, trade, climate and political teams locally and Centrally Managed Programmes.
  • Manage 1 HEO(L) Health Programme Manager and, indirectly, 1 EO(L) Health Programme Support Officer.

  • Graduate with minimum 10 years working experience
  • Excellent influencing skills, with experience of winning confidence and delivering outcomes at senior and working levels across a wide range of Government departments and business stakeholders
  • Confident and able to tailor messaging to the local context
  • Able to engage and build credibility with a diverse range of international stakeholders
  • Excellent interpersonal and team working skills, with ability to work flexibly and adapt to emerging issues and opportunities

Language Requirements:

  • Fluent English
  • Bahasa Indonesia – working level preferred

  • Post-graduate degree in public health, an allied subject or equivalent work experience
  • Experience and/or knowledge of both UK and Indonesian health systems
  • Existing network within NHS and Indonesian health system
  • Previous experience of working in an international environment, preferably in a development context, with a proven track record of delivering results across government organisations
  • Broad knowledge of how UK Government works
  • Relevant project management qualification/knowledge of programme management principles

The role is advertised as a 12-month fixed term contract, with possibility of renewal.

The British Embassy Jakarta offers a competitive remuneration package including:

Working Patterns: 

Normal working hours are 39.5 (gross) per week: 07:30hrs to 16:00hrs from Monday to Thursday and 07:30hrs to 13:00hrs. The team operates a ‘core hours’ policy of 09:00hrs to 15:00hrs with individual flexibility around that and we are open to requests to work condensed hours, subject to business need.

The British Embassy supports flexible working patterns within operational constraints. However, all staff are currently expected to attend the Embassy a minimum of three days a week.

No accommodation or relocation expenses are payable in connection with this position. All candidates must be legally able to work and reside in the country of the vacancy with the correct visa/work permit status or demonstrate eligibility to obtain the relevant permit. 

Employment offers are subject to successful clearance of pre-employment checks. Staff recruited locally by the British Embassy Jakarta is subject to Terms and Conditions of Service according to local employment law. In relation to this, the successful candidate will need to arrange for his/her own Police Certificate.

Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

The FCDO also operates an agile workforce. To facilitate this, you may be required to undertake other duties from time to time as we may reasonably require.

The FCDO’s global health agenda is shaped by the UK’s policies: the Integrated Review Refresh 2023; International Development in a Contested World White Paper 2023; and the UK’s Global Health Framework: working together towards a healthier world 2023.  

In line with Sustainable Development Goal 3 – ‘ensure healthy lives and promote well-being for all at all ages’, the FCDO contributes to (i) strengthening global health security (ii) strengthening the global health architecture and (iii) ending the preventable deaths of mothers, babies and children, including through strengthening health systems. 

Despite making vast improvements, Indonesia continues to suffer from significant structural problems in its attempts to deliver healthcare to a population of 280m people. It’s neighbour, Timor-Leste, is a young and underdeveloped nation facing huge challenges in improving its health care system as over 40% of its 1.3m people live below the national poverty line. British Embassy Jakarta (which covers both Indonesia and Timor-Leste) is a dynamic and high performing office, using all resources to strengthen UK long-term relationship with Indonesia, a strategically important middle-ground power, and with Timor Leste, an ASEAN aspirant nation. For both countries, the UK’s aim is to improve the effectiveness, inclusiveness and resilience of health systems; support global health security positions; and enhance health sector research, collaboration and trade. 

Health advisers are competent in five technical areas. These are detailed in the FCDO Health Competency Framework (TCF). SEO advisers are expected to perform at practitioner level. Health technical competencies H1; H4 and H5 are tested in the written application. All five health technical competencies will be tested at interview. 

Candidates invited to interview will be required to complete a timed written test (in advance of interview) and a 5-minute presentation during the interview (the topic will be sent in advance).

The British Embassy will provide an induction to the FCDO. Training in the FCDO programme framework will be available as well as access to wider job-relevant learning to support personal and professional development.
