Main Purpose of Job:

The UK Government has launched a new £25M ASEAN Economic Integration Programme (EIP) to support ASEAN’s development priorities, economic integration, and drive stronger and more equitable growth through better regulations and standards and ease of doing business. 

Led by the Foreign, Commonwealth & Development Office (FCDO), the EIP consists of 3 pillars:

  1. Regulatory Reform Pillar covering better regulations, standards, consumer protection, and Intellectual Property (IP)
  2. Financial Services Pillar covering financial access and services
  3. Open Trade Pillar covering trade barriers and improving trade

The Regulatory Reform Pillar is led by the Office for Product Safety & Standards (OPSS) and the Intellectual Property Office of the United Kingdom (IPO). IP projects will include but are not limited to:

  • Development of national IP ecommerce code of conducts for selected ASEAN countries
  • Development of regional IP toolkits for ASEAN to support IP commercialisation in the digital economy and ecommerce
  • Regional capacity building for ASEAN countries

The UK Mission to Asean is recruiting a Regional Intellectual Property Programme Manager to lead the UK’s regional IP work in Asean under the EIP Reg Reform Pillar. This role will be based in Jakarta, Indonesia and will report to the Head of EIP Regulatory Reform Pillar and ultimately to the Head of Intellectual Property, SE Asia. 

The Regional Intellectual Property Programme Manager will have the opportunity to work with dynamic UK government colleagues (e.g. IPO, OPSS, DBT, FCDO) across the UK’s diplomatic missions in ASEAN to ensure effective and impactful delivery of the EIP IP projects from successful appointment date to 2028 when the EIP concludes. 

This role will be responsible for all aspects of the EIP IP projects from end-to-end, from planning, procurement, and vendor management to stakeholder engagement, implementation and delivery, to projects Monitoring, Reporting, Evaluation and Learning (MREL), to contracts, finances, and budget management. 

Specifically, this role will own the regional IP toolkit development and regional IP capacity building projects and work with a network of country-specific Reg Reform IP Attaches to deliver the IP ecommerce code of conduct projects and ensure alignment with key ASEAN stakeholders’ priorities and objectives. The role will also be responsible for managing an external commercial delivery partner to support regional delivery of the above IP projects. 

This role will require a good understanding of ASEAN’s IP environment, the ability to forge strong relations with ASEAN government partners, ASEAN IP work groups, NGOs and industry stakeholders, and strong project management skills. The successful candidate should have good knowledge and understanding of Overseas Development Assistance (ODA) and its requirements and processes and provide development expertise and leadership to the commercial delivery partner.

What the Jobholder will be Expected to Achieve:

We are looking for a pro-active and engaged individual to apply their IP and ODA technical expertise in driving delivery of the EIP IP projects, provide strong project and vendor management, and effective stakeholder relationship management. 

Stakeholder Management (30%)

  • Build strong relationships bilaterally and multilaterally with ASEAN countries and with regional partners such as the ASEAN Secretariat, and industry associations.
  • Understand ASEAN priorities and stakeholder requirements and translate it into project objectives and deliverables.
  • Ability to lead and represent the UK on bilateral and multilateral IP project discussions with senior ASEAN stakeholders, facilitate technical discussions and meetings, and identify opportunities for further/new ASEAN IP cooperation under the EIP-IP.
  • Ability to work closely with internal UK government colleagues on policy advocacy, UK IP development priorities, and to progress EIP IP work.

Implementation and Delivery (30%)

  • Lead the procurement of the commercial delivery partner, making evidence-based decisions, and assessing value for money and impact.
  • Provide excellent project management skills to ensure timely and successful project delivery, oversee quality of deliverables, and manage effective performance of commercial delivery partner(s) and their contract obligations.
  • Work closely with ASEAN stakeholders and lead commercial delivery partner to ensure timely and comprehensive development of toolkits, its promotion and utilisation, and effective delivery of capacity building across all ASEAN countries.

Project and Programme Management (40%)

  • Ability to adopt macro and micro perspectives to managing EIP IP projects across the ten ASEAN countries, ensure synergy with wider Regulatory Reform projects and alignment to overall EIP objectives.
  • Avoid/minimise duplication of work through awareness of other donor activities in the same space.
  • Lead and work with regional country-specific IP attaches, commercial delivery partner(s) and the wider EIP programme team to ensure effective delivery and implementation of EIP IP projects. Anticipate and manage potential risks, oversee and manage contracts, finances, budgets and reporting of expenditures for all EIP IP projects. Ensure overall project impact and ODA and gender (GESI) compliance.
  • Lead, track and manage reporting of delivery progress and MREL, prepare quarterly reports, and lead/perform secretariat functions (as required) for EIP IP Boards and Workgroups, working in tandem with wider EIP programme team.
  • Lead on the EIP IP strategic communications, in tandem with the wider EIP programme team, to inform internal and external stakeholders on work done, progress and impact of the EIP IP projects.

Resources Managed (staff and expenditure): EIP Regulatory Reform IP budget

  • Experience in international development / ODA programmes / Theory of Change
  • Good IP knowledge and understanding of Asean IP environment and context
  • Strong project management skills and ability to lead external vendors
  • Strong communication and influencing skills
  • Strong stakeholder engagement and management skills and experience
  • Ability to work independently and across a varied team environment

Language Requirements:

  • Fluent written and spoken English
  • Ability to speak and write in another/additional Asean languages is a plus but not essential

  • Degree in IP law or related disciplines, public policy, or international relations
  • Graduate with at least five years of experience in a relevant field
  • Experience working in or delivering projects in an international or regional context
  • Good business acumen and ability to understand/adopt business perspectives is a plus
  • Broad knowledge of how UK government or international donor’s work

Working Patterns: 

Normal working hours are 39.5 (gross) per week: 07:30hrs to 16:00hrs from Monday to Thursday and 07:30hrs to 13:00hrs. The team operates a ‘core hours’ policy of 09:00hrs to 15:00hrs with individual flexibility around that and we are open to requests to work condensed hours, subject to business need.

The OPSS will run an induction programme for the attaché, upskilling them on regulatory reform and intellectual property. The successful candidate will also have access to at-post training resources provided by FCDO.
