The British Embassy Amman has a vacancy for Climate and Environment Lead, job grade Senior Executive Officer (SEO), on a fixed term contract for two (2) years.

As part of the Economic and Prosperity (E&P) Team and pillar, the jobholder will lead and shape the development of an increased British Embassy (BE) Amman ambition on climate and environment, including the design and implementation of a new bilateral programme. This role will support the Embassy to deliver results against the Foreign, Commonwealth and Development Office’s (FCDO) top priorities of climate, nature, and clean energy for sustainable and inclusive growth, in accordance with Jordan’s Modern Economic Modernization Vision. The jobholder will need to work closely with the Regional Climate Adviser (Levant) based in Amman, across FCDO teams within the Embassy, and with other government departments in the UK. 

 

Duties and responsibilities:

The jobholder will be responsible for

  • Leading the implementation of the BE Amman climate and environment strategy.
  • Leading on the concept, design, and implementation of new multi-year climate and environment interventions for ongoing E&P programmes and/ or a new bilateral climate programme.
  • Proposing credible opportunities to support the Embassy to unlock sources of climate finance through drawing on the best available evidence, including leveraging opportunities offered by the UK and other funding sources.
  • Integrating climate and environment across the Embassy’s ODA portfolio in all sectors and advising on possible climate and environment risks, opportunities, solutions within policies, and programmes.
  • Tracking International Climate Finance (ICF) spend across the office and engaging other staff effectively to ensure compliance with internal programming rules.
  • Establishing positive relationships with key internal and external individuals and organisations, including representing the FCDO with relevant partners and in relevant forums (e.g., donor coordination, climate, environment, and other thematic groupings etc.).
  • Communicating effectively with colleagues, senior officials, and Ministers within FCDO and HM Government to effectively influence the changes of policy and programme priorities.
  • Promoting and championing climate and environment achievements, learning and development, and professional excellence across the office.

While the jobholder will have no immediate line management responsibilities, they may be required to line manage other members of the team in the future. There is no programme expenditure responsibility yet, but the jobholder will be focused on designing a programme and manage its corresponding expenditure.

The above list is not exhaustive, and the jobholder will be required to be flexible as specific responsibilities could change in the future and this would be at the discretion of the line manager/ senior management and agreed with the jobholder. The job description may be reviewed to meet changes in business needs. The jobholder may also take on other ad hoc tasks as required, including participating in the Embassy’s emergency planning and any other response to a crisis.

Eligibility:

If you are selected for this position, we will be able to employ you as long as:

  • You have the right to live and work in Jordan; and
  • You receive the appropriate level of security clearance.

  • Experience working in climate or a related field.
  • Experience of policy and programme delivery, ideally in managing multi-faceted climate and environment programmes, from design through to implementation and appraisal.
  • Demonstrates expertise in international climate and environment policy and investment, with a focus on development impact.
  • Experience of using evidence to inform policy and programming design, policy development, finance management, programme delivery, and partner management.
  • Proven track record of developing and maintaining positive, professional and trusting working relationships with a wide range of people within and outside the Embassy, including with key government and international partners, civil society, private sector, multilaterals, research organisations and professional bodies.
  • Excellent English language skills and at least basic Arabic language skills. Able to express ideas and messages clearly and concisely, both orally and in written communication. Able to simplify complexities and adapt communication so others can understand.
  • Ability to work under pressure and manage a complex and varied workload, often to tight deadlines. Flexible, resilient, decisive, and calm under pressure.
  • Holds at least a bachelor’s degree in a related field, or equivalent level of combined academic and professional experience.
  • Strong IT skills and literacy in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams).

  • Evidence of knowledge and practice supplied across the evidence base; commitments and agreements; mechanisms; barriers and incentives for change; knowledge of available UK levers.
  • Experience of engaging with key climate and environment stakeholders and other international donors in Jordan.
  • Knowledge of data relevant climate and environment data sources for Jordan, and application of professional expertise in interpretation and analysis of this in support of intended outcomes.
  • Proactive in exploring and validating innovative approaches, technology solutions, and creative ways to address Jordan’s climate and environment challenges.
  • Fluent Arabic language skills, both written and spoken.

The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable gross salary of JOD 3,805 per month based on 37 hours per week.

Salary will be paid in gross, and you are expected to comply with your tax obligations through completion of a tax return to the local authorities. If exceptionally you are not liable to pay Jordanian tax, you will receive a net salary, which is minus the deduction of an equivalent level of local tax. Further information on this will be provided at interview if necessary.

This role is for a full-time employment on a fixed term contract basis for two (2) years. The successful candidate will be subject to a 90-days probationary period. The appointment is subject to satisfactory local and UK security clearances. The selected candidate must have the right to live and work in Jordan.

The Embassy is open from Sunday to Thursday from 07:00 to 18:00 and normal working hours for this role are 37 hours per week. The Embassy operates a flexible working policy that allows staff to work different hours as well as allowing staff to work from home one day a week, based on operational requirements and agreement with the line manager, and in line with FCDO and Embassy policies. The jobholder should be flexible in their approach to hours worked as these will also be dictated by operational needs and may involve working out of hours (evenings/ weekends), especially during visits and events. Travel within the region and possibly further afield to the UK may be required for business, events, and training purposes.

The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (on pro rata basis) plus 14 public holidays.

The Embassy follows a 70-20-10 model of learning. You are expected to have a proactive approach to your own learning and your Line Manager will help you develop a personalised L&D plan and will share opportunities, resources, and guidance to ensure you have any necessary learning for the role with ability to achieve full potential. You will also be encouraged to undertake developmental training and get involved in BE Amman corporate activities that offer an opportunity for professional development.
