Main Purpose of Job:

Play the leading role in planning and executing the visit of the Royal College of Defence Studies (RCDS) in Japan. RCDS is the world’s premier senior military Staff Course. It is based in London, in Belgravia. Each year has approximately 100 Members, of which 70% are from foreign countries, with the remainder being British. All members are expected to have potential to reach 3-star rank. Each year the RCDS embarks on overseas study tours for 3 weeks, the Japan visit for approximately 20 members is part of a tour to this region and will last about one-week. You will be expected to spend the previous 2 months in a planning and preparation role working within a friendly and forward-looking Embassy Defence team (who have recent experience of delivering this project) and then, with the Defence Attache, deliver the visit for the mid-May 2025. 

What the Jobholder will be Expected to Achieve:

  • Lead on the RCDS programme, building a network of contacts in tandem with the Defence Attaché and wider team with ministries, academics and the international defence community in Japan.
  • Work with the Defence team and wider departments within the Embassy to create a visit programme for the RCDS covering political, economic, and industrial and academia to provide an insight into Japan and regional challenges.
  • Lead on overall visit programme, arrange events, networking opportunities, receptions to meet the specific aims and objectives of the RCDS group.
  • Provide all administrative and logistical support required for the Royal College of Defence Studies tour to Japan.

Resources Managed (Staff and Expenditure): Budget delegated by MOD

  • Business communication skills in English and Japanese, able to work with internal and external stakeholders, speak and write in both Japanese and English, TOEIC score 800 (or equivalent level for English), Japanese Language Proficiency Test (JLPT) level N2 (or equivalent level for Japanese)
  • Project management and similar visit programmes experience
  • Knowledge of Japan and the region in order to have a strategic awareness of the project and how to achieve the deliverables
  • Ability to initiate work and see it through to completion, able to seek advice and assistance when necessary. Co-operative and collegiate approach to working with colleagues in other teams
  • Able to communicate with a range of contacts from a diverse range of sectors and ministries
  • Willing to travel within Japan for planning of the visit and be able to accompany the group during the tour
  • Good IT skills, particularly Microsoft Office (Word, Excel, PowerPoint etc.)

Language Requirements:

This role requires written and spoken proficiency in both English and Japanese. Fluency (minimum of C2 level for CEFR framework*) in one language and business level (minimum of high B2) in the other.

*Common European Framework of Reference (CEFR) for Languages sets the following mastery or proficiency levels:

  • C2: Can understand with ease virtually everything heard or read. Can summarise information from different spoken and written sources, reconstructing arguments and accounts in a coherent presentation. Can express themself spontaneously, very fluently and precisely, differentiating finer shades of meaning even in more complex situations.
  • B2: Can understand the main ideas of complex text on both concrete and abstract topics, including technical discussions in their field of specialisation. Can interact with a degree of fluency and spontaneity that makes regular interaction with native speakers quite possible without strain for either party. Can produce clear, detailed text on a wide range of subjects and explain a viewpoint on a topical issue giving the advantages and disadvantages of various options.

Working Patterns:

The British Embassy Tokyo supports and promotes flexible working as a crucial part of our inclusive offering. This particular role allows for flexibility in start and end times, working compressed hours, working remotely for one day a week, and the possibility of a job share arrangement, subject to agreement with management.

This role will be offered pending successful reference and security checks and is subject to the appropriate permissions to work. 

The FCDO also operates an agile workforce. To facilitate this, you may be required to undertake other duties from time to time as we may reasonably require.
