Main purpose of job:

You will work within the Department of Business and Trade (DBT) and as an integral part of the DBT Johannesburg team in the pursuit of the objectives set out in DBT’s Trade Plan for Africa and the Country Plan for South Africa. As a Market Access Officer, you will lead the team’s work to identify market access barriers, analysing and prioritising these issues and then developing and executing influencing strategies in order to remove them.  You will report to DBT’s Country Director for South Africa, who also oversees several Southern Africa markets, but will have day-to-day task management from within the broader DBT South Africa team.

You will work closely with the Economic Growth team based between the British High Commission in Pretoria and the DBT offices in Johannesburg, who have responsibility for implementing the Economic Partnership Agreement in SA. In close collaboration with the Regional Trade for Development Adviser for Southern Africa and SA Trade Policy Officer, you will seek to make use of this agreement, as part of a range of interventions, to help British businesses internationalise and grow in SA.

DBT Africa is one of the nine DBT global networks and is led by HM Trade Commissioner (HMTC) for Africa. The Africa Region is exciting and energising and UK firms have a strong presence here, making the UK one of the largest investors in the continent. With some of the strongest growing economies in the world and booming population growth there are numerous more opportunities for UK firms. The Network’s role is to promote these opportunities and position the UK as the continent’s number one trading partner and investor.

DBT in South Africa is based in Johannesburg and is also the base of the HMTC. We are a core part of the wider British High Commission Economic Growth team comprising DBT and the Foreign, Commonwealth and Development Office (FCDO), all working to alleviate poverty, improve economic development, and enhance investment and trade between the UK and South Africa.

Roles and responsibilities: 

  • Developing a market access strategy for South Africa: you will work with the pan-African market access team (based in Accra) and Sector Directors, your trade adviser colleagues in DBT SA, a Defra attaché, UK businesses and the British Chamber of Business (BCB) for Southern Africa to develop and implement a market access barrier resolutions strategy for SA.
  • Market access analysis and prioritisation: you will be responsible for identifying and prioritising policy and regulatory trade barriers (cross-cutting and sector specific) that are impacting / likely to impact UK-SA business investment and international trade growth, including monitoring and analysing changes in relevant South African law. In addition, you will update the information on the Department’s internal monitoring systems. You will work closely with the DBT team and wider BHC to develop strategies to address trade barriers facing businesses.
  • Manage key stakeholder relationships: you will develop and maintain relationships with existing and incoming business stakeholders, cross-High Commission teams, as well as officials and senior representatives of the South African government and relevant government agencies, facilitating meetings for His Majesty’s High Commissioner and/or His Majesty’s Trade Commissioner where appropriate.
  • Support delivery of the UK’s Economic Partnership Agreement with the Southern African Customs Union and Mozambique (UK-SACUM EPA): to the extent relevant for market access, you will support the Trade Policy Officer, and where necessary, take the lead in the preparation and delivery of key events under the EPA, including committee and council meetings. You will advise on motivations on policy decisions, implementation and advising on the wider economic and political context. This may also include providing support on engaging the Government of SA to work with the UK Government on trade policy issues which further UK business market access.

All of this makes for an exciting, meaningful and varied job, actively paving the way for UK business success in South Africa, with the resultant investment and wider benefits for the South African economy. Working directly to the Country Director, who is also a senior member of DBT Africa’s Strategic Leadership team, you will have access to high level stakeholder interactions. You will be expected to contribute to wider strategic decision-making in DBT Africa and as part of a wider network of Trade Policy and Market Access leads in Africa.

You will require strong interpersonal and organisational skills, with the proven ability to influence and build relationships; the confidence to negotiate between senior internal and external government stakeholders will be of particular benefit.

The jobholder will be a confident self-starter, a team player with excellent communication skills, and the ability to network with a wide range of contacts at senior levels in government, international agencies and the private sector. In addition, they will be expected to provide high quality analysis and advice on sector-specific developments.

You will have good communication and organisation skills, and a proactive, creative attitude to overcoming challenges and making progress. The role will require close teamwork with UK High Commission and FCDO regional colleagues, lending corporate support where necessary. You will be skilled in navigating diverse social and cultural environments and committed to creating an inclusive workplace.

Resources managed (staff and expenditure):

You may be expected to lead on developing project proposals to support your trade policy and market access priorities as necessary and managing the associated budgets.

  • Degree in business, law, economics, management, finance or related field
  • At least 3 years’ experience in government services and/or supporting private sector companies/organisations in doing business
  • Current knowledge of South African’s economy, government and business environment
  • Great communication and presentation skills
  • Excellent drafting skills
  • Fluency in the language of business and investment
  • A positive, resilient, flexible and adaptable “can-do” attitude that can see way through challenges.
  • Strong interpersonal and leadership skills, ability to work successfully in multicultural teams and across boundaries, to build networks across the region.

  • Knowledge of the UK economic and business environment
  • Existing relationships across South Africa’s economy, government and business sector
  • Knowledge of Trade Policy, particularly Trade Agreements and the WTO
  • Knowledge of, and a keen interest in sustainable trade and economic development (additional training will be given)

The British High Commission and the Department for Business and Trade are committed to supporting all staff to reach their potential. A wide range of learning and development opportunities are available virtually, in Pretoria/Johannesburg and in the UK, covering both technical and more general skills. Officers are encouraged to develop learning and development plans as part of the FCDO annual performance management process.

DBT Africa supports staff’s development through, for example, shadowing opportunities in other markets, and grants to take relevant professional courses.

Working patterns: This is a full-time position of 36.5 hours per week.

  • Monday – Thursday: 8.00 – 16:00 Friday: 08:00 – 12:30
  • Flexible working can be considered for the right candidate, but please note the following:
  • You may be required to work a few evenings each month.

You will be based at the Johannesburg office, but will need to travel to Pretoria on a regular basis as needed (could be 1-3 days per week)

You will be expected to travel to other cities/regions South Africa for short periods (2-4 days), e.g. Cape Town for Mining Indaba, and there will be occasional travel to the UK, and possibly other countries within Africa.

Members of staff are entitled to paid annual leave, which is earned, from the day they commence employment. Entitlements are as follows:

In addition to annual leave, the BHC normally observes no fewer than 9 and no more than 14 SA and British public and religious holidays in a year. These vary from year to year and are at the discretion of the High Commissioner. A list of holidays is published each year. 

The British High Commission pays in full for the Key Care Plus option on Discovery Health for staff including spouses/partners and dependants.

  • Once you have successfully completed your probation the British High Commission will contribute 9% of your monthly salary to a Provident Fund.
  • Annual leave entitlement of 25 days
  • Working hours per week of 36.5 hours
