Main purpose of job:

Manage the operational delivery of estates, health and safety and transport work to ensure a safe and compliant platform for all staff. Supervise project works, maintenance and the arrivals and departures process.  Manage Estate support staff, including outsourced resources.

Roles and responsibilities / what will the jobholder be expected to achieve?

Estates Operations (50%)

  • Monitor estates mailbox and liaise with Corporate Service Manager (CSM) /Deputy Corporate Service Manager- Estates (DCSM) to programme work requests, maintain a planned preventative works register and schedule/respond efficiently to reactive work requests.
  • Manage the day to day activity of the support teams (including third parties), acting as the initial escalation and contact point for staff queries.  Focus on effective customer service, ensuring that the estates team is providing a professional service in line with the post corporate services charter.
  • Supervise and sign-off projects, preventative and reactive works to FCO with guidance from FCDO Estates, Security, and Network Directorate (ESND) and local standards.
  • Work closely with the Facilities Management services team, to deliver work packages, including technical drawings, contract documentation, as well as preparing and maintaining annual maintenance contracts.
  • Request payments and monitor maintenance budgets with the Estates Manager, Finance Officer, Estates Directorate, Technical Works Officer (TWO) and Technical Works Supervisor (TWS).

Compliance (15%)

  • Ensure estates procurement is effectively managed and compliant with global policy, working with the Procurement Hub and CSM/DCSM.
  • Manage inventory and warehouse stock.
  • Perform and document property inspections and hazard risk assessments for both residential and office estate.
  • Ensure estates systems and data are maintained and verified on a regular basis.
  • To liaise with TWS/TWO cadre to ensure compliance to correct standards across complete estate.
  • Prepare for and respond to audit requests and annual compliance reports.
  • Monitor energy and consumption and implement sustainability initiatives at post.

Health & Safety (15%)

  • Work closely with CSM to manage health & safety related issues, ensuring full compliance with FCO and local legislation.
  • Report any risks proactively to the Corporate Services Manager
  • Deliver health and safety policy implementation, training and standards.
  • Be the appointed health and safety coordinator.

Team Support (10%)

  • Assist other members of the Corporate Services team as required.
  • Participate in post crisis activity.
  • Act as cover for other Corporate Services Officer

Post Requirements (up to 10% where necessary)

Resources managed (staff and expenditure):

  • Estates support staff and drivers
  • Local post maintenance budget

•    At least 1 years’ experience in estates/facility role
•    Customer service skills
•    Experience in overseeing maintenance teams 
•    Familiar with procurement processes
•    Resilient; able to deal with pressure and work flexibility to deal with competing demands

Language requirements: 

Language: English/Filipino
Level of language required: Proficient in Verbal and Written English

Employment offers are subject to successful clearance of pre-employment checks. Staff recruited locally by the British Embassy Manila is subject to Terms and Conditions of Service according to local Philippine employment law.

Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.
