Main purpose of job:

The jobholder plays a vital role in managing human resources and supporting the delivery of learning & development and performance management at post. He/she will closely work with the Head of Corporate Services (HOCS), Deputy Head of Mission (DHM), HR Hub and Country based staff association (CBSA) to ensure effective delivery of this role.

Roles and responsibilities / what will the jobholder be expected to achieve?

Operational Human Resources Management

  • Lead on local post HR policy, operations, employment terms and conditions, working closely with Regional HR Hub in Manila.
  • Ensure country-based staff (CBS) terms and conditions of service are compliant with local employment law and following global CBS policy (including global minimum standards) by working collaboratively with Honorary Legal Advisor (HLA)
  • Manage and monitor work permits and applications.
  • Support post leadership teams on workforce planning and budgeting.
  • Support post activity on wellbeing and mental health.
  • Co-own the country-based staff charter in conjunction with country-based staff associations (CBSA).

 Pay and Benefits

  • Manage Medical provision including contract management, annual reviews and mandatory submissions.
  • Ensure procurement procedure (relating to annual flu vaccination programme and other medical provision) is compliant with FCDO policy.
  • Working with the HR Hub, review benefits and allowances on a bi-annual basis to ensure value for money.
  • Provide data and support for local pay processes; including monthly income tax and liaison with local tax authority
  • Overview payroll preparation for data accuracy and make required recommendations to the HOCS on pay and exceptions.

Recruitment and Onboarding

  • Manage local recruitment processes working closely with the HR Hub,
  • Oversee specifications, criteria, and approvals, run local adverts. Convene and manage panel logistics.
  • Own, review and update on-boarding and exit processes and documents, ensuring they are up to date and relevant and tailor induction to local needs.
  • Manage local recruitment schemes including interim personnel pool and internships.

Performance Management

  • Working closely with the HR Hub, manage local disciplinary and misconduct procedures, advice and guidance on post leadership on bullying, harassment and discrimination issues.
  • Offers guidance and support to staff and line managers where required.
  • Support the delivery of the learning and development agenda at post, advising on best practice processes and tools.
  • Act as performance management champion, working closely with global HR teams.
  • Oversee performance management process for country-based staff, including leading on the process of calibration in co-ordination with the calibration panel.
  • Contribute on designing and implementing post reward and recognition policies.

Team Support and Line Management

  • Deputise for the Head of Corporate Services and cover for the HR officer during the absence period.
  • Support other members of the corporate services team as required.
  • Train and line manage the HR Officer to ensure delivery of their responsibilities.
  • Participate in post crisis activity as a roster lead.
  • Provide advice and assistance to the country-based staff association (CBSA) on local HR policy, operations and employment terms and conditions.

Resources managed (staff and expenditure):

One Human Resources Officer

 

  • Bachelor’s degree in human resource management, Public Administration, Business Administration, or equivalent diploma
  • At least 3 years of progressively responsible experience in human resources management function
  • Ability to get things done with minimal supervision. Strong people skills and an ability to influence at all levels.
  • Dynamic, well organised self-starter with excellent communication skills.
  • Excellent team working skills, with strong ability to build co-operative working relationships across a large network, including external contacts.

Language requirements:

Language: English, Myanmar  

Level of language required: Fluent in written and spoken Myanmar and English

  • CIPD certified.
  • Experience of working in an international/multi-cultural organization
  • Line Management experience.
  • Experience of working in an international/multi-cultural organization
  • Good knowledge in local labour law and income taxation
