The British Consulate General in Jerusalem (BCGJ) is a sovereign post which leads UK engagement with the Occupied Palestinian Territories (OPTs), in support of HMG objectives. BCGJ is a close-knit office with a strong culture of collaborative working and supportive relationships in a politically challenging context.
The Consulate General has an opportunity for a Programme Manager, job grade Higher Executive Officer (HEO) to work within its UK’s Integrated Security Fund (UKISF) OPTs & Israel programme team. The UKISF is a unique cross-government fund that provides development and security support to countries at risk of conflict or instability. The Fund supports and delivers security, defence, peacekeeping, peacebuilding and stability activity in over 60 countries using both Official Development Assistance (ODA) and non-ODA funding. The objectives of the team are to: increase capacity to protect rights and resilience and increase capacity for political processes and conflict resolution and to build confidence in a sustainable settlement.
We are looking for a dynamic, self-motivated individual with strong communication and coordination skills who is willing to take on a challenge and is not shy to voice their opinions as well as to listen to the views of others. They must be a constructive team player, willing to build strong relationships with colleagues in London, and the British Embassy Tel Aviv (BETA). This is an exciting role, delivering politically challenging and contentious programming making the work high risk but incredibly rewarding.
This job offers a great opportunity to develop skills in programme and project management across a range of complex conflict related thematic areas. The role requires good judgement, risk management, attention to detail, and the ability to work with a multinational and cross UK government team, and the ability to work with diverse stakeholders.
The Programme Manager will report to the Deputy Head of Team, and they will work closely with other team members to help deliver our collective goals. The post holder may be required to flex and support other parts of the team’s work if needed.

Working hours:
The Consulate General aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable salary of ILS 19,150 per month plus transport allowance of ILS 497 and social benefits. No accommodation nor relocation expenses are payable in connection with this position.
This position is for a full-time employment, on a permanent contract basis subject to a 6-month probation period. Conditioned working hours are 38 hours per week. Normal working hours of the Consulate General is Monday – Thursday 0800 -1600 and Friday 0800 – 1400. Some remote/home working may be possible, in agreement with the line manager and in line with Corporate Services’ practice and subject to operational requirements following successful completion of the probation period.
The jobholder must have the ability to work from Jerusalem office.
The Consulate General actively promotes learning and development including through a dedicated learning and development committee. All staff have the opportunity to develop their own personal development plan and receive feedback and support from their line manager. Staff have access to activities organised by the learning and development committee and to a range of online learning opportunities through the FCDO’s International Academy. he jobholder will have the opportunity to participate in the Integrated Security Fund’s Programme Management course and other thematic training, subject to availability.
Some mandatory and essential training are required at the start of the role (security, introduction to our IT systems etc), and other mandatory courses must be completed as well, including on health and safety, data protection and bullying and harassment. As part of the role, the jobholder will need to complete and attend necessary induction training as required by the FCDO including PRO training, training on Aid Management Platform and HERA, Preventing Sexual Harassment and Abuse, Responsible for information, and Counter Fraud. Process:
The recruitment process, including security clearance, is expected to take around two-three months. The security clearance process includes checks available in country and with UK, dependant on the security level required for the role and the candidates’ profile and UK footprint. You may experience some delay in the progress of this recruitment campaign, and we are working hard to minimise any disruption.
Appointable candidates who were unsuccessful at interview may be placed on a ‘reserve list’. If during the reserve period of twelve (12) months the same or a largely similar role becomes available, that role may be offered to the second or subsequent candidate.
