Main purpose of job:

The British Embassy in Juba is mobilising a new five-year programme, GBV Prevention South Sudan (GBVPSS), to address the drivers of GBV in South Sudan. UNICEF will hold the funding partnership with FCDO, working with South Sudanese Women Led Organisations (WLOs) as main delivery partners, who play a critical role in advancing gender equality and addressing GBV.

To support the delivery of the GBVPSS programme, the British Embassy Juba (BEJ) is looking for an individual with experience working on programme management as well as close working with local implementing partners to help them strengthen their capacity organisational capacity on FCDO (and other donor) requirements.  Prior experience of working on GBV or gender equality programmes would be desirable. The purpose of the job is to provide programme management within British Embassy Juba (BEJ) as well as to work closely with WLOs involved in the programme, in order to facilitate more equitable and transparent partnerships, whilst furthering BEJ approach to localisation in South Sudan.

The Post Holder will be working in a fast-paced environment at the British Embassy in Juba, within the Building Stability and Open Societies (BSOS) Team. They will spend 50% of their time on organisational capacity building for WLOs to help them meet FCDO (and other donor) requirements (including programme management, organisational structures, policies, procedures, financial systems, compliance, risk management and safeguarding). The remaining 50% of the time will be spent managing the GBVPSS programme, in line with FCDOs’ Programme Management Operating Framework (PRoF) rules and guidance.

The Post Holder is expected to actively engage with South Sudanese WLOs  and to manage all stages of the programme cycle for successful delivery of the GBVPSS programme. The Post Holder will be expected to support a Programme Officer, and work directly with both the Senior Programme Manager (SPM) and Senior Responsible Owner (SRO).

The Post Holder will also be expected to engage with and support wider BSOS business, and make corporate and other contributions to the work of the British Embassy in Juba (for example Post crisis work and response). Some travel outside of Juba for the purpose of programme monitoring may be required, this will be conducted in line with BEJ travel and security management processes. 

Roles and responsibilities:

HEO Programme Managers in British Embassy Juba are integral to programme management. They work collaboratively with others in the team and with implementing partners to deliver the programme’s intended results and objectives. They may lead/manage more complex and/or higher value components of projects, with responsibility for financial and programme management compliance with FCDO PrOF rules. 

HEO PMs lead/manage specific programme management tasks or tools (e.g. programme’s Delivery Plan, Risk Register, Due Diligence Assessments etc). They are expected to critically assess information and set out options based on their own analysis e.g. when leading on programme Annual Reviews,  reviewing partner reports, or receiving requests from partners. They should proactively engage internally and externally, including contributing to cross-office forums and discussions (e.g. Quality Assurance and Compliance Board; Programme Managers Network meetings) and share advice and lessons learnt (e.g. from reviews) with others.

They should have a detailed knowledge of financial management systems (the successful candidate will be expected to learn the FCDO’s HERA system), to offer best advice and guidance on financial management, accruals and prepayments and explain reasons for variances/ changes in financial and/or programme management performance. They should be conversant with commercial processes, so that they can manage contracts and speak confidently to colleagues and partners on commercial issues (the successful candidate will be expected to learn FCDO commercial processes).

As they represent British Embassy Juba externally, they should be able to communicate effectively (orally and in writing) in meetings with partners, other donors and government and draft follow up minutes/emails that capture the key points, swiftly. They are also expected to draft responses to general queries and routine submissions. They have a critical role supporting junior colleagues and themselves.

Building Organisational Capacity of Women Led Organisations (50%): Lead on organisational capacity building for WLOs to help them meet FCDO (and other donor) requirements (on programme management, organisational structures, policies, procedures, financial systems, compliance, risk management and safeguarding)

  • Develop and maintain trusted relationships with representatives from WLOs delivering FCDO funded GBVPSS Programme.
  • Engage with WLOs and UNICEF to identify capacity gaps related to FCDO (and other donor) programme management requirements, including on organisational structures, policies, procedures, financial systems, compliance, risk management and safeguarding.
  • In consultation with UNICEF and WLOs, develop a prioritised plan to build organisational capacity on FCDO (and other donor) requirements for WLOs delivering GBVPSS, to be agreed with WLOs and UNICEF.
  • Deliver capacity building support to WLOs (mentoring / coaching) in coordination with UNICEF, on identified capacity gaps related to FCDO (and other donor) programme management requirements.
  • Facilitate peer-learning on FCDO (and other donor) requirements amongst WLOs delivering GBVPSS through regular, structured engagement.
  • Liaise closely with and support the consultants leading on the FCDO funded What Works to Prevent Violence Learning Partnership (two consultants will support the GBVPSS programme to build capacity and learning around effective approaches to reduce GBV).
  • Share learning across British Embassy Juba and other relevant stakeholders on how to support equitable and trusted local partnerships and feed into BEJ strategic thinking on localisation in South Sudan.

Managing GBV Prevention Programme (50%). Lead on programme management, ensuring compliance with mandatory and best practice procedures for GBV Prevention Programme:

  • Develop and maintain thorough understanding of FCDO programme management rules and principles. Ensure that all stages of the programme cycle for the GBV Prevention programme are managed in compliance with the PrOF.
  • Develop and maintain strong working relationships with external partners, proactively seeking information to achieve results including through timely receipt of project documents and reports, and leading communication in areas of responsibility (including finance, commercial, risk, fraud, and safeguarding).
  • Lead on financial management of GBVPSS Programme by ensuring strong forecasting performance and safeguarding of FCDO funds, proactively using preventative controls, and managing programme level budgets to drive VFM throughout programme cycle.
  • Lead risk management for GBVPSS Programme throughout the programme cycle and as appropriate to all levels of the delivery chain, including identification and management of fiduciary and safeguarding risks.
  • Ensure commercial policy and best practice is applied across the programme/project cycle to incentivise delivery partners to meet their obligations, effectively manage risk and achieve value for money.
  • Lead on regular partner and governance meetings for the GBVPSS, working with Senior Responsible Owner (SRO) and technical lead.

  • Experience managing complex humanitarian or development programmes
  • Experience delivering coaching and or mentoring staff, colleagues or partners to build capacity in programme management
  • Experience in financial management of humanitarian or development programmes or projects
  • Experience managing compliance, programme risks and providing programme assurance
  • Experience of team working and ability to build relationships quickly
  • Meets or demonstrates the potential to quickly meet the programme delivery capability proficiencies identified for an FCDO HEO level Deputy Programme Manager
  • Demonstrates the experience and qualities commensurate to the level of responsibility of the post set out in roles and responsibilities section above

Learning and development opportunities:

The successful candidate will have access to a wide range of learning and development opportunities including training on programme and financial management, monitoring and evaluation, and cross-cutting issues such as gender and conflict sensitivity. 

This role will be offered on a fixed term basis as it is funded from the GBVPSS programme and so the duration of the position is linked to the duration of the programme. 

South Sudan is the world’s youngest country and third most fragile state. It has regressed on key stability and development indicators since independence in 2011.  

We have a significant interest in promoting stability in South Sudan as members of the Troika, guarantors of the Peace Process, and using our aid and diplomacy efforts to improve the accountability between the state and its citizens, save lives and build resilience. A stable South Sudan will rely less on humanitarian assistance and allow more UK aid spending to be directed towards development.

Through our work in partnership with the UN and others on South Sudan, we help to shape international responses to protracted humanitarian crises, intractable conflicts and supporting countries in transition.  South Sudan is a priority country for PSVI and is a focus country in the UK’s Women Peace and Security National Action Plan.

UK Objectives

We want to see a South Sudan that is more stable, with reduced levels of conflict throughout the country and reductions in food insecurity and poverty, and increased resilience to shocks and stresses. We want to see the Government of South Sudan use more of its own resources (including oil revenues) to deliver essential services to its people.  
  
British Embassy Juba (BEJ)

BEJ is a mid-sized post with around 80 staff. We draw on the expertise, mandates and advice of East Africa Department including the Sudan and South Sudan Envoy, regional posts (Nairobi and Kampala in particular) and missions in New York, Washington and Geneva.  
 
To deliver BEJ objectives in South Sudan, our political, development and humanitarian experts develop joint analysis and policy and deliver jointly on objectives across the full range of BEJ priorities. The deeply entwined political, humanitarian and development challenges require us to fully exploit our diplomatic and development expertise in both strategy and delivery. 
 
We are organised into 5 teams:  

  • Delivery Excellence (DelEx) – responsible for providing strategic oversight, coordination, quality assurance and compliance across BEJ programming, influencing and policy work to support delivery and monitoring of the Country Plan
  • Essential Services Team (EST) – responsible for delivering policy and programming aimed at improving provision of essential services, with a focus on Girls Education and ending preventable deaths.
  • Humanitarian and Livelihoods Team (HLT) – Focussed on delivering lifesaving humanitarian assistance and resilience building work, influencing the in-country humanitarian architecture and leading on BEJ’s climate resilience activity.
  • Building Stability and Open Societies (BSOS) – responsible for political, economic, conflict and social development advice and analysis as well as peacebuilding, governance and GBV programming.
  • Corporate Services Team (CST) – responsible for running the platform, non-programme finance, transport, security, IT, protocol and estates.
