The British Embassy in Lima is looking to recruit a capable, motivated, and experienced individual to join the Amazon Security Programme (ESP), a regional programme focused on tackling environmental crime in the Amazon Basin. The role will be part of a regional team working across the Latin America region and assist in the project management, financial management and policy development in the environmental/organised crime/security fields, as well as monitoring and evaluation across the America’s Portfolio.
The Amazon Security Programme will seek to tackle the drivers of environmental crime, corruption and illicit finance threats impacting Latin America, particularly in Brazil, Peru, Colombia, and Ecuador.
The ISF has been operating in Peru since 2015, enabling the UK to deliver programmes and projects that support governments and civil society in addressing the drivers of organised and environmental crime. In April 2025, a new programme cycle will begin which could cause changes within the programme and the ISF Portfolio for the selected jobholder.
Roles and responsibilities:
To assist project management and drive strong delivery of ISF programming (50%):
- Responsible for all parts of the project management cycle – design, mobilisation, delivery, monitoring and closure.
- Track, forecast and monitor project spend and provide accurate financial reporting. Including the identification and management of spending gaps, budgetary risks and issues and formulate mitigation options.
- Provide support to the ISF ESP Programme Lead to help ensure strategic direction and funding of the programmes maintained.
- Build and manage relationships with key stakeholders including high-level diplomatic engagement principally in Peru but also potentially regionally.
- Provide a point of contact for coordination across other HMG funds operating in Peru and offering opportunity for collaboration (i.e. International Climate Fund, other CSSF programming in region/the Americas).
- Support the assessment and implementation of regional cross-cutting themes for maintaining and improving compliance of the programme (i.e. gender mainstreaming, project conflict sensitivity, and other as assigned).
Programme Monitoring & Evaluation (30%):
- Lead the quarterly and annual programme monitoring and evaluation activities. Tracking the status of delivery, including expected and unexpected programme/project outputs and outcomes.
- Support the strategy development and processes to conduct effective monitoring and evaluation activities.
- Share best practices across the programmes and lessons learnt activities to strengthen the portfolio monitoring and evaluation strategy and processes.
- Ensure strong processes are in place to identify, alert and if possible, mitigate risks of under-delivering programme outputs and outcomes.
- Provide support to the Senior Management to ensure that the ISF programme keeps appropriate considerations of monitoring and evaluation in the project management cycle or that appropriate tools are being regularly used and updated.
Policy and Diplomacy (10%):
- Support to Embassy leadership on environmental crime including attending high level meetings
- Representation at events
Learning and Development (10%):
- Attend learning and development events

- Actively participate in performance appraisal process and take responsibility from timely feedback
- Identify skills and development opportunities for career growth

- First degree (i.e. but not limited to social/political science, international affair, business administration, geography/environment studies).
- At least 3 years of relevant experience in managing international cooperation projects related to environment / peace, security, rural development and/or organised crime and security and justice.
- Experience of working with national institutions, NGOs, think tanks or Multilateral Organisations to design and manage projects in the areas of environment / conflict, security and justice, and/or organised crime.
- A flexible and creative problem-solver, able to come up with innovative solutions to complex challenges.
- IT proficient.
- Fluent in written and spoken Spanish.
- English skills at fluent level (see above specific ‘Level of Language’).
- Excellent communication skills, including giving presentations and executive writing.
- Willingness to travel frequently including regionally.
Language requirements:

Level of language required: English C1 / Spanish C1 or Native
Desirable: Fluency or Intermediate Portuguese.

- IT systems to support project plan monitoring (e.g. Ms Project, Ms Excel, Spreadsheets, among others) and be an expert on the tools provided by the PMO control project plans, schedules and budget.
- Sound knowledge of programme/project monitoring and control tools and IT.
- Prior experience using specific Monitoring and Evaluation tools, particularly but not limited to Outcome Harvesting methodology.
- Relevant post-graduate degree

Employees who are not liable to pay local income tax on their Mission salary, e.g. some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
Appointable candidates who were unsuccessful may be placed on a ‘reserve list. If during the reserve period of 6 months the same or largely similar role becomes available, that role may be offered to the second or subsequent candidate.
Learning and development opportunities:
The British Embassy is strongly committed to learning and development (L&D), with a ring-fenced budget for these purposes and all staff are encouraged to set aside time for L&D. The jobholder will receive training according to the role, have full access to the UK Diplomatic Academy and online training resources and will be encouraged to take full advantage of both formal and informal learning events as and when available and relevant.
The FCDO also has mandatory training that all staff members need to complete.

Standard working hours from Monday to Friday. Applicants should be aware that the role might require occasional evening work. The Embassy has core hours during which staff are expected to work from the office, but it is normally possible to accommodate up to two days remote working in coordination with the line manager.
The FCDO operates an agile workforce. To facilitate this, you may be required to undertake other duties from time to time as we may reasonably require.
