The British Embassy in Chisinau is part of a worldwide network, representing British political, defence, economic and consular interests overseas and is now looking to recruit a Project Officer.

The primary purpose of this position is to manage the delivery of a variety of technical assistance projects in Moldova. Covering, but not limited to the areas of democratic governance and electoral support, anti-corruption, energy security, economic development, climate and rule of law. These projects are financed through the UK Government’s Good Governance Fund (GGF). This is a fixed-term position currently until 31 March 2026 subject to review.

 

The jobholder will be the embassy’s primary point of contact for project implementers, and will work with them to ensure delivery is in line with objectives and work plans, ensuring compliance with guidance on value for money and gender and social inclusion. Experience in financial management will be an important component of the job and would therefore be desirable.

 

The Embassy blends policy and programming and so the job holder will contribute to policy analysis and development, initially related to areas of programme delivery. This could involve preparing briefings, collecting data and evidence for use in Diplomatic reporting, drafting speeches and supporting Ambassador chaired Taskforce Groups bringing together all UK government experience. Flexibility to support colleagues and across the Embassy on wider tasks is also required.

 

Roles and responsibilities

This position sits within the Programmes Team in the British Embassy. The team leads the Good Governance Fund (GGF) and the Integrated Security Fund (ISF) work in Moldova and well as supporting on other funds. This role will initially focus on support to the GGF but as UK support to Moldova deepens there will be opportunities for wider work and develop subject matter expertise in a thematic area. You will be line managed by the Head of Programmes based in Moldova with regular engagement from the Deputy Head of Programmes.

This fixed-term appointment comes during a position of transition for the GGF, which has been operational in Moldova since 2015. You will cover the design, implementation, monitoring, and evaluation of new and existing projects.

The successful candidate will be expected to

  • Lead on liaison with project implementers to ensure that project activities are delivered on time, within budget and provide advice to project implementers on financial and reporting requirements.
  • Work with the GGF Programme Lead in London, Country Programme Manager and Finance Manager based in Tbilisi in our “Hub” to ensure risks are identified, mitigated and managed to deliver high-quality project monitoring and evaluation, including working with log frames and results frameworks and playing a key role in the programme annual reviews.
  • Draft speeches and speaking notes for His Majesty’s Ambassador and the Development Director for use at high level events. Develop project event communications for use on social media and review press releases produced by implementing partners. Provide regular project success stories for internal communications working closely with our Communications and Media Manager. Support on event coordination and logistics.
  • Represent BE Chisinau through attendance and contributions to monthly programme and project meetings with implementing partners and colleagues in London, providing political and contextual updates on the situation in Moldova, and ensuring internal stakeholders are kept up to speed on project developments. Assess how these developments could influence project delivery. Work with the Head of Programmes and Advisors to develop new interventions that support UK government policy in Moldova.
  • Support delivery of the UK’s bilateral objectives through supporting the effective management of programmes and policies in line with the Country Business Plan.  Contribute to high quality political analysis and reporting feeding in relevant subject matter expert experience gained from deeper knowledge of thematic areas linked to projects. Support evidenced based policy making. Collect data, draft readouts from meetings with Government counterparts and engaging interlocutors.
  • Assist the Head of Programmes with programme management duties as required. Contribute to the embassy’s wider corporate objectives, for example, by participating in committees, crisis response, learning & development, UK scholarship programmes or recruitment.

  • Independent user in English and Russian (B2 according to the Common European Framework of Reference for Languages*);
  • Proficiency in Romanian (C1 according to the Common European Framework of Reference for Languages*);
  • Bachelor’s degree or above in politics, public policy, international development, international relations, economics or a related field;
  • Minimum three years’ experience in project or programme management in a development context, within an international non-governmental organisation, international financial institution, donor organisation or company;
  • Strong  organisational and management skills, capable of proactively identifying risks and problems and working individually and within a team to manage them;
  • IT skills, including use of the MS Office suite.

  • Minimum three years’ experience working on governance (preferred) or economic policy issues in Moldova and an in-depth understanding of the Moldovan political and economic environment;
  • Experience in managing project finances, including forecasting, budgeting and contracts;
  • Experience working on anti-corruption, public administration reform, energy security or public-private dialogue between the business community and government;
  • Experience working with UK Government programming;
  • Ability to build successful working relationships with a diverse group of stakeholders in Moldova, London and the region.

This is a 15 months full-time fixed term contract until 31 March 2026. The Embassy’s pay and benefits package is in compliance with local labour law. The gross monthly salary for this position is MDL 41.003. The annual leave entitlement is 24 working days per calendar year and the Embassy also enjoys 14 Moldovan/UK public holidays per year.

 

The successful candidate will be subject to a reference check, security clearance and satisfactory completion of a probationary period of three months.

 

Foreign Commonwealth & Development Office (FCDO) have a strong Learning and Development (L&D) culture supporting a 70:20:10 learning posture (70% on-the-job informal learning, 20% informal learning from others, 10% formal learning).

 

The successful Job Holder will receive an induction plan with a suite of mandatory e-learning courses and have access to job-related training, enabling the successful Job Holder to become comfortable and effective in the role as quickly as possible.
