Main purpose of job:

The jobholder will be responsible for managing and maintaining the British Embassy Seoul’s IT systems, including the standalone IT infrastructure, VOIP telephones, and other communication technologies, in compliance with FCDO standards. This role ensures the optimal performance, security, and reliability of all IT and communication systems to support the Embassy’s operational needs and mission objectives.

Key responsibilities include ensuring compliance with relevant policies and best practices, maintaining business resilience and continuity, performing regular maintenance and repairs, and enhancing staff IT skills to maximise the effective use of technology for improved business outcomes.

As the primary contact for IT projects in Seoul, the jobholder will lead IT-related decision-making, including budget management and resource allocation, while line-managing the Deputy IT support officer to deliver high-quality IT support to all staff.

Roles and responsibilities / what will the jobholder be expected to achieve?

Strategic Planning (5%):

  • Collaborate with senior management to align IT initiatives with organisational objectives.
  • Assist in developing and implementing a technology roadmap to meet current and future needs.
  • Measure the progress and assess the impact of changes while conducting risk assessment when required.
  • Stay updated on emerging technologies and provide recommendations for their integration.
  • Contribute to IT budgeting for effective resource allocation aligned with strategic priorities.

Network Management (15%):

  • Oversee and ensure the reliability, security, and efficiency of the Embassy’s network infrastructure.
  • Manage and troubleshoot network systems to address connectivity issues and optimise performance. Collaborate closely with the STSO and UK IT team to resolve issues promptly.
  • Maintain and manage the office telephone system and mobile devices to ensure consistent functionality and reliability.
  • Oversee the office standalone network to ensure optimal performance, security, and compliance with FCDO standards.

Workstation Management (Hardware/Software Operation) (35%) :

  • Oversee the lifecycle of workstations and end-user devices, including installation, configuration, maintenance, and support for all Embassy users.
  • Collaborate closely with the UK IT team to resolve any issues with laptops and desktops promptly and efficiently, following best practices.
  • Ensure the efficient operation of systems, track IT assets, and maintain software licences.

User Support (30%):

  • Provide technical support to address and resolve user-reported issues.
  • Offer training to staff on software, IT best practices, and security protocols.
  • Ensure users are equipped to operate IT tools effectively and securely.

Information Management / IT Security (10%):

  • Act as Information Support Officer to implement robust data protection strategies to safeguard sensitive information.
  • Manage IT security measures such as firewalls, antivirus software, and encryption protocols to ensure compliance with data protection regulations and mitigate security risks.
  • Lead ICT aspects of business continuity and crisis response planning to ensure readiness for disruptions.

Staff Management (5%) :

  • Manage and support the Deputy IT Support Officer, providing guidance, training, and performance feedback.
  • Ensure the team’s development through training and support to enhance IT service delivery.

Resources managed (staff and expenditure):

Staff: Supervise one IT support staff member, providing guidance, and performance evaluations.

Expenditure: Oversee IT-related expenditures within a controlled budget, including procurement of necessary equipment and services.

 

  • A bachelor’s degree or professional qualification in computer science, information technology or a related field.
  • A minimum of 3 years’ experience in IT support, systems administration or a similar role.
  • Proven experience in the management and maintenance of IT equipment, peripherals, and troubleshooting complex technical issues.
  • Relevant certifications such as Microsoft Certified Systems Engineer (MCSE), ITIL Foundation Certificate or equivalent (preferred).
  • Extensive knowledge of operating systems and database management.
  • Familiarity with network protocols, LAN/WAN infrastructure, firewall configurations, and cybersecurity best practices.
  • Exceptional interpersonal and communication skills, with a proven ability to consistently deliver results across a broad range of responsibilities.
  • Demonstrated ability to manage cross-functional IT projects from inception to completion.
  • Experience in IT procurement, vendor negotiations, and managing third-party service providers.
  • Previous experience of working in an international or multicultural organisation is an advantage.

Language requirements:

 Language: Fluent in English / Korean, both in spoken and written form.

Learning & development opportunities:

The British Embassy Seoul encourages all staff to develop their capabilities, through both formal training (courses) and informal (job-shadowing, coaching, on-the-job training etc). The majority of our formal L&D opportunities are drawn from FCDO resources. All staff are encouraged to share their skills and experience with colleagues, through informal training (‘lunch & learn’) or coaching/mentoring.

Working Patterns:

Normal working hours are Monday to Friday, 09:00 – 17:15 (17:00 on Fridays). However, occasional evening and weekend working may be required, for which time off in lieu is given. The British Embassy encourages flexible working and various flexible working arrangements are possible with line manager agreement, including working from home.

Other Information:

Employment offers are subject to successful clearance of pre-employment checks. Staff recruited locally by the British Embassy Seoul are subject to Terms and Conditions of Service according to local Korean employment law.  

No accommodation or relocation expenses are payable in connection with this position. All candidates must be legally able to work and reside in the country of the vacancy with the correct visa/work permit status or demonstrate eligibility to obtain the relevant permit. Any costs related to obtaining or renewing permits and visas are the responsibility of the successful applicant. 

Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.
