Main purpose of job:

The British Embassy’s Economics and International Development team, which sits within the Economic Diplomacy Section, is seeking a talented policy officer. The team has an important role to play delivering the UK government’s international growth mission. In this exciting position, you will be pivotal to strengthening economic ties and implementing development cooperation between the UK and South Korea. 

The state visit of President Yoon Suk-Yeol to the UK in November 2023 and the signing of the Downing Street Accord redefined the relationship between UK and Korea, upgrading our bilateral relationship to Global Strategic Partners. Part of the ambition for implementing the Downing Street Accord sits in the economics team, via both the Strategic Development Partnership between FCDO, Korean MOFA and MOEF; and the commitment to an annual Economic and Financial Dialogue between HM Treasury and Korean MOEF. The role is integral to delivering this ambition, working closely with UK and Korean counterparts to provide expert local knowledge and effective delivery.

You will work directly to the head of the team, who will provide direction in your role; but you will also work closely together on shaping your portfolio based on your interests and skills, as well as being agile to the changing government priorities, both in the UK and Korea, and global developments. Critical to this role and team, is being the source of understanding for UK government decision-makers, providing a perspective that is contextual and evidence-based.

Roles and responsibilities / what will the jobholder be expected to achieve:

1. Delivery

  • Government-to-government dialogues: support the delivery of at least two high profile dialogues; acting as the liaison between London departments and Korean ministries; arrange logistics for visiting senior officials to Seoul; work closely with economics team head to support policy briefings and smooth delivery of the dialogues;
  • Financial sector policy support: advance cooperation between the UK and ROK financial services sectors: develop an embassy-wide green finance strategy, working with the climate and investment teams to implement it;
  • Cooperation on economic security: support head of economics to implement the embassy’s approach to economic security

2. Analysis & Reporting

  • Report clear, concise and timely insights on Korean economic trends, development policy and key industry updates to the Head of Mission and Whitehall stakeholders;
  • Produce varied in-depth analyses, with the support of the Head of Economics and analysts in London, in order to inform decision-making across UK government on priority policy areas;

3. Stakeholder engagement

  • Create and maintain a strong network of stakeholders across priority portfolios, including working level contacts that will enable high profile connections. Build this across a variety of sectors (public, private and academia) and work collaboratively across the embassy to maximise networks.
  • Identify opportunities for stakeholders to engage with the Head of Mission, deputy Head of Mission and visiting senior officials

4. Cross-Embassy Collaboration

  • Work in close collaboration with colleagues and as part of projects across the British Embassy Seoul to ensure effective information sharing and maximisation of impact.

5. Corporate Contribution

  • Participate and take a leading role in projects and activities bettering the British Embassy Seoul workplace or in support of corporate social responsibility.

Please note that with the British Embassy Seoul’s delivery of the ONE HMG Overseas agenda, the work and responsibilities of this role may change and that staff flexibility is expected.

  • Fluency in English and Korean, both spoken and written;
  • A clear understanding of economic issues: Korean economy, global trade, economic growth and other macroeconomic issues
  • Critical analysis and research skills in complex policy, media and academic products;
  • Ability to disseminate and communicate complex information for non-expert audiences, using a variety of both written and verbal communication methods;
  • Self-motivation, creativity, and the ability to take the initiative and deliver to deadlines, both individually and as part of a team;
  • Keen interest in economics and international development;
  • Strong written and spoken communication skills;
  • Competent in Microsoft outlook, word, PowerPoint and Excel.

  • Undergraduate degree or equivalent work experience in any of the following: economics, finance, international development, political economy or similar. There are learning resources to upskill in this area, so if lacking, the successful candidate must demonstrate a willingness to learn.
  • Data and analysis skills – intermediate Microsoft excel, ability to gather secondary data, read and interpret large datasets and synthesize into understandable information
  • Understanding for the Korean corporate finance sector, particularly sustainable finance
  • Experience working for or with private sector, particularly financial institutions
  • Experience working for or with sector-relevant Korean ministries, think tanks, academic institutions, and NGOs.
  • Experience in inter-governmental relations.
  • Customer relationship and event management experience.

Learning and development opportunities:

  • Thematic sector knowledge and role specific skills development – successful candidate will be required to complete Economics in Foreign Policy course (practitioner or expert level depending on existing attainment)
  • Successful candidate will be expected to complete mandatory online learning courses and encouraged to pursue other relevant training opportunities.
  • Additional formal learning to be agreed between successful applicant and Line Manager.

Where job-specific training is identified the British Embassy will provide access to appropriate courses.

Normal working hours are Monday to Friday, 09:00 – 17:15 (17:00 on Fridays). However, occasional evening and weekend working may be required, for which time off in lieu is given. The British Embassy Seoul encourages flexible working and various flexible working arrangements are possible with line manager agreement, including working from home.

This role is for 6 months with possibility of extension.
