Main purpose of job:
This role is a key position within the FCDO’s China Political Network. It is a fantastic opportunity to contribute towards increasing UK-China understanding and to develop the relationships which help strengthen the wider bilateral relationship.
Roles and responsibilities / what will the jobholder be expected to achieve?:
The Senior Policy Officer is expected to deliver at pace in a high performing role. They must have an excellent understanding of Chinese politics and the Chinese political system as well as strong communication and organisational skills. As a self-starter, they will be responsible for studying, analysing, and reporting on political and social issues, utilising both quantitative and qualitative methods and excellent written and spoken English, to provide authoritative insight into East China politics and society.
The job holder will proactively build a network of contacts, developing their own and the wider team’s knowledge and understanding. They will take the lead in facilitating senior and working-level engagement with universities, think-tanks, private companies, non-government organisations, and other key contacts. They are also responsible for maintaining and expanding these networks by attending and reporting external events and meetings. The job holder will be a team player, working across Consulate teams and the wider China Network to gather and share insight and analysis. At times they may be required to provide working-level support to senior visitors including Ministers, Government officials, and other senior figures such as the Royal Family.

Political Research, Analysis, and Reporting (60%)
- Conduct high-quality quantitative and qualitative research and analysis on social and political issues in East China.
- Provide insight into local government priorities.
- Monitor political-related news and current affairs, producing time-sensitive, short-form reporting on new and emerging issues.
- Identify, research, and develop high quality regular reporting products.
- Lead on producing all briefings, meeting readouts, and trip reports.
- Find innovative ways to share political team knowledge with new audiences.
- Coordinate and collaborate with China network colleagues on joined-up research, reports, and presentations.
Stakeholder Engagement (15%)
- Identify, establish, and maintain working relationships with priority organisations and individuals with particular focus on universities/think-tanks, non-government institutions, media, and other key contacts.
- Leverage these networks by developing and implementing new strategies for diplomats and HMG officials to engage key contacts.
- Support the Consul Political and other senior diplomats’ external engagements, visits, and events across East China.
Building Understanding and Knowledge Sharing (15%)
- Identify and attend external talks, seminars, and conferences discussing foreign policy, domestic politics and society.
- Lead on the coordination and delivery of events, workshops, and in-house learning sessions, sharing political team insight and analysis.
Interpretation and Logistical Support (5%)
- Provide ad hoc interpretation, translation, and other support for both the political section and senior visitors to East China
Corporate (5%)
- Make the British Consulate-General Shanghai a better place to work by organising, participating, and contributing to events hosted by the L&D, Wellbeing, and other committees.

- Bachelor’s degree or higher in a liberal arts/politics-related subject.

Working Patterns:
35 hours of work per week from Monday to Friday, 08:00-17:00. There will be occasions that require you work outside normal hours.
