Climate Diplomacy
Main purpose of job:
This position is an exciting opportunity to be at the heart of the growing UK-Brazil climate and environmental collaboration, underpinned by the bilateral Green and Inclusive Growth (GIG) Partnership, signed in May 2023. The selected candidate will be expected to provide programme management support to UK PACT (Partnering for Accelerated Climate Transitions). PACT is a unique capacity-building programme. Jointly governed and funded by the UK Government’s Foreign, Commonwealth and Development Office (FCDO) and the Department for Energy Security and Net Zero (DESNZ) through the UK’s International Climate Finance, it works in partnership with countries with high emissions reduction potential to support them to implement and increase their ambitions for tackling climate change. PACT is a key tool for the implementation of the GIG partnership in Brazil.
The UK International Climate Finance (ICF) is a £11.6bn portfolio of Official Development Assistance (covering the period 2021-26), which includes a range of programmes designed to support emerging economy countries achieve a low carbon transition. This includes supporting the implementation of their Nationally Determined Contributions for emissions reductions into stronger policies and tangible progress on the ground.
Brazil and the UK’s mutual recognition of the need to show leadership in combating climate change whilst promoting social development, jobs and economic growth, represents an opportunity to develop broader and deeper bilateral relations, through the UK PACT Country Funds offer. The Brazil-UK PACT Country Fund, aims to build on existing climate programming by exploring new areas where Brazil and the UK can collaborate on reducing emissions and promoting low-carbon development, including support for the implementation of Brazil’s Nationally Determined Contribution (NDC). UK PACT currently has 20 projects and initiatives live in Brazil in the areas of climate finance, forests and IPLCs. New activities are in the pipeline for the climate governance, decarbonisation of the industry and energy and sustainable agriculture.
This role will work directly with the implementers of the projects mentioned above and with the broader team across the British Embassy in Brazil, as well as wider FCDO and DESNZ colleagues, contributing to effective programme management by supporting risk management, engaging stakeholder, communicating results, and ensuring that the programmes respond to evolving climate policy dynamics.
The successful candidate will be based either in Brasilia or Rio de Janeiro and will be asked what their preference would be as part of the application process.

Employees who are not liable to pay local income tax on their Mission salary, eg some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
Appointable candidates who were unsuccessful may be placed on a ‘reserve list’. If during the reserve period of 6 months the same or a largely similar role becomes available, that role may be offered to the second or subsequent candidate.
