Main purpose of job:

The job holder will be responsible for managing UK government – funded modern slavery projects in Vietnam, focusing on combatting human trafficking and enhancing the Vietnamese response to human trafficking. 

The job holder will build senior-level relationships and work closely with government ministries, multilateral development agencies, delivery partners, research institutions, NGOs and other external stakeholders to ensure successful project delivery and provide policy advice on human trafficking. 

The role will report to the Head of Home Office International Operations at the British Embassy in Hanoi and the Home Office Modern Slavery Fund programme team in the UK. 

Context:

Modern Slavery Fund (MSF) of the UK Home Office was publicly announced in July 2016 with the aim of reducing the prevalence of modern slavery internationally, through a combination of core programming focused on UK priority countries.

Roles and responsibilities / what will the jobholder be expected to achieve?:

Programme strategy and delivery 

  • Shape the focus of the next phase of the programme in line with Vietnamese and UK political and strategic priorities to combat human trafficking in Viet Nam and to the UK
  • Regularly engage with delivery partners to oversee delivery of UK Home Office Modern Slavery Fund human trafficking projects, ensuring synergy with other UK activities.  Be the main contact point in the Embassy for London and the regional network on the strategy and approach for all human trafficking projects in Vietnam.
  • Drive forward delivery of the programmes by monitoring progress and proactively encouraging ongoing evaluation and learning.
  • Provide local insight to proactively work with London, Embassy colleagues and delivery partners to seek resolution of issues, mitigate risk and manage local benefits realisation.
  • Support Home Office and independent experts to conduct regular reviews and evaluation of the programme to required standards.
  • Conduct monthly meetings with delivery partners to review overall progress on the programme and ensure due diligence measures are put in place which are appropriate, robust and proportionate.
  • Deliver Law Enforcement Capacity Building programme in collaboration with UK Home Office and Ministry of Public Security, ensuring project deliverables and value for money.
  • Lead on procurement and financial management in line with UK Government guidelines, including providing responses to enquiries about project finances and data.
  • As necessary, prepare relevant documentation for and contribute to the Embassy Country Board and the UK Home Office Countering Exploitation Programme Board.

Policy advocacy 

  • Contribute to the development of UK policy on illegal migration and human trafficking through identifying and analysing developments and trends in the issues of modern slavery, human trafficking, and illegal migration relevant to UK interests in Vietnam.
  • Work closely with the host authorities to understand what support and assistance they require to support in-country Modern Slavery/Human Trafficking policy.
  • Lead reporting, briefing (for senior Ministers and officials) and policy advice to the UK Government on emerging trends in Vietnam relating to human trafficking and migration.
  • Organise and assist ministerial and official Modern Slavery related inward/outward visits by Home Office and Vietnam government partners.

Stakeholder engagement

  • Identify, develop and maintain senior-level contacts in Ministry of Public Security (MPS), Ministry of Labour, Invalids and Social Affairs (MOLISA), and cultivate contacts in civil society and NGOs to provide insightful input into briefing and reporting.
  • Seek opportunities to effectively engage senior leadership in Vietnam and in the UK on human trafficking priorities to promote UK and Vietnam political relations.
  • Manage the relationship with UN agencies and NGOs.
  • Build and share understanding with other embassies and international organisation interventions on human trafficking and online child sexual exploitation to ensure donor coordination with UK government activity.

Communications

  • Promote programme work and visibility to a wider audience through contributing to relevant campaigns and events through appropriate platforms.
  • Promote the UK’s work in Vietnam and UK values (such as policing, training, education, etc.) to a wider public audience to raise the UK profile among other donors and hence contributing to influencing Vietnamese senior managers and policy makers.
  • Co-ordinate internal and external communication through working with Home Office and FCDO Comms Teams.

Resources managed (staff and expenditure):

The job holder will line manage:

  • A local member of staff (to be decided in conjunction with the Head of the Home Office International Operations Team)

  • Project management experience of more than 5 years
  • Experience working with Vietnamese Ministries, local authorities and international partners.
  • Strong presentation and writing skills, including the ability to elaborate guidance, terms of reference, proposals, high quality reports and briefings.
  • Basic budgetary skills and able to work within limited resources.
  • Strong interpersonal and verbal communication skills.
  • Strong organisational and time management skills.
  • Excellent IT skills including Microsoft Office applications such as Excel, PowerPoint.
  • Good knowledge and understanding of work planning, risks anticipation, goal setting within area of responsibility.
  • Ability to handle multiple tasks and deadlines and work well with others in a fast-paced environment with limited supervision.
  • Ability to work independently and in a team.
  • Supervisor experience.
  • Ability to oversee business trip or work-visit domestically and internationally.

Language requirements: 

Language:  Vietnamese, English

Level of language required: Fluent Vietnamese and excellent written and spoken English is essential. Ability to translate and interpret from English to Vietnamese and vice versa.

  • Experience with projects relating to human trafficking.
  • Experience of working in an embassy or international organisation
  • Ability to communicate at a high level, both verbally and in writing, and effectively interact with multi-stakeholders including senior leaders.
  • Ability to review project-related documents with comprehensive feedback.
  • Ability to advise and provide a comprehensive a briefing as required.

Working patterns:

Full time – 39.5 hours per week with one hour lunch. Mon-Thursday 08:30–16:45, Friday 08:30–15:00. The Embassy has a smarter working policy and is committed to offering flexible working patterns balanced with the operational requirements of the role. In crisis/emergency situations you may need to work as required to support the Embassy response, sometimes on a shift pattern working which may result in unsociable hours and/or weekend working.

The Embassy is committed to supporting flexible working wherever possible. For security reasons, routine working outside of the office is not possible.

The FCDO also operates an agile workforce. To facilitate this, you may be required to undertake other duties from time to time as we may reasonably require.
