Job Overview:  In January 2023, the U.S. Department of State, in coordination with the U.S. Department of Health and Human Services launched the Welcome Corps, a new program that empowers everyday Americans to welcome refugees arriving through the U.S. Refugee Admissions Program (USRAP). 

In an effort to support everyday Americans in navigating the resettlement process for the newcomers they sponsor, the International Rescue Committee (IRC) will be launching the Welcome Corps Support Line for Welcome Corps’ Private Sponsor Groups (PSGs) to call with immediate questions, resources, and referrals to programs for their clients at local Resettlement Agencies.  The goal of the Welcome Corps Support Line is to be a resource for PSGs and a bridge between Welcome Corps clients, their sponsors, and local Resettlement Agencies to facilitate efficient and effective enrollment in additional programs as needed. The Welcome Corps Support Liaison will be looked upon as a Reception & Placement expert, providing consultation to Private Sponsorship Groups new to refugee resettlement and to sponsorship through the Welcome Corps.  Beyond providing individualized consultation, the Welcome Corps Support Liaison will facilitate streamlined referrals for eligible clients into local Resettlement Agencies for programs like Preferred Communities under the Office of Refugee Resettlement (ORR). The Welcome Corps Support Liaison will report to the Program Officer for the Welcome Corps Support Line and will work closely with PSGs and other Welcome Corps stakeholders and partners, such as Church World Services’ Refugee Welcome Collective and the Community Sponsorship Hub, to support the success of the Welcome Corps.

Major Responsibilities:

Responsibilities include, but are not limited to:

  • Provide consultation, coaching, and mentoring to Private Sponsorship Groups and Private Sponsorship organizations as needed.
  • Develop Standard Operating Procedures (SOPs), resource banks, communications materials, and processes for the Welcome Corps Support Line.
  • Maintain up-to-date and in-depth knowledge of the Welcome Corps program, Reception & Placement and Welcome Corps guidelines and requirements, as well as resources available to PSGs and their clients across the United States.
  • Provide individualized support through resource sharing and referrals specific to the needs of the caller and their clients.
  • Facilitate, track, and ensure PSGs are referred to and their clients are enrolled in local Resettlement Agency programs such as Preferred Communities.
  • Detail each client interaction in accordance with established requirements. Input client information in database(s) and assist with tracking and reporting as needed.
  • Collaborate effectively with coworkers and partner organizations. Build and maintain relationships with area service providers for the benefit of PSGs and clients.
  • Refer PSGs and PSOs with more intensive needs for training and technical assistance to CWS’ Refugee Welcome Collective and other Welcome Corps stakeholders as relevant.
  • Other duties as assigned.

Job Requirements:

Education: 

  • Bachelor’s degree in social work or related field of study preferred.

Work Experience:

  • Relevant professional experience in the human services field required.
  • Minimum of 2-4 years in the U.S. refugee admissions program (USRAP) and the Reception & Placement program required.
  • Minimum of 2 years’ experience working with co-sponsors or community sponsors and programs.
  • Familiarity with the Welcome Corps is strongly preferred.

Demonstrated Skills & Competencies:

  • Excellent written and oral communication skills: the ability to communicate effectively with colleagues, partners, clients, and to draft and edit memos, case notes, emails, and reports.
  • Strong relationship-building, diplomacy, and case management skills.
  • Attention to detail and accuracy in work product.
  • Self-starter with excellent problem-solving skills and proven ability to multi-task, prioritize duties, and manage time effectively.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research and problem-solving purposes.

Working Environment: 

  • A fully remote working environment.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.

US Benefits: The IRC offers a comprehensive and highly competitive set of benefits. All US employees are eligible for sick time, a 403b retirement savings plans: up to 4.5% immediately vested matching contribution, plus an 3-7% additional IRC contribution, and an Employee Assistance Program which is available to our staff and their families to support in times of crisis and mental health struggles.

In addition, full-time employees are eligible for 10 US paid holidays, 20-25 paid time off days, disability & life insurance, medical, dental, and vision insurance (employee contribution starting at $135, $7, and $5 per month respectively) and FSA for healthcare, childcare, and commuter costs. Part-time employees are eligible for a proportionate amount of paid time off. These additional benefits apply to employees who work at least 6 months within a 12 month time period.
