OBJECTIVES OF THE PROGRAMME

The objective of the Health System and Wellbeing programme is to support the Ministry of Health in all areas of the health system strengthening: (i) service delivery, (ii) health workforce, (iii) health information systems,(iv)access to essential medicines,(v) financing,and(vi) leadership/governance. The objective of this post is to directly support the implementation of activities on health service delivery.

DESCRIPTION OF DUTIES

Provide and mobilize technical advice to the government and national stakeholders on the design,implementation, and evaluation of national health policies for strengthening service delivery to move towards universal health coverage (UHC);Provide and mobilize technical assistance on integrated, people centred and equitable health service delivery including close engagement with different stakeholders and key countrypartners;Support the development ofan aligned, service-delivery vision to strengthen public health and primarycare services so as to better prevent and control communicable and noncommunicable diseases, including managerial oversight to colleagues working on these areas;In collaboration with team lead health system, provide technical leadership for the development and implementation of the Essential Service Package.Support policy development,planning, implementation and evaluation in the field of integrated, people centered and equitable health service delivery, with a view of improving the availability, accessibility, acceptability and quality, particularly for the poor and vulnerable.Support the ministry of health in strengthening service delivery, with a focus on quality and patient safety (e.g. through licensing,accreditation, incentive mechanisms, etc.);Support the Ministry of Health’s efforts to enhance the quality of health service delivery,particularly in infection prevention and control (IPC), patient safety and overall healthcare improvement.Support the development,implementation, and coordination of capacity-building initiatives aimed at delivering integrated, people-centered, and equitable health services. This includes enhancing the leadership and management skills of health managers, particularly those overseeing front line services.Provide technical support to strengthen primary healthcare such as the implementation of the family practice initiative.Provide technical support to strengthen hospitals such as implementing the hospital resilience initiative and hospital master planning.Provide technical support to monitor and evaluate processes of performance management of health services-including the key performance indicators initiative.Participate in the preparation of Biennial Work Plans (BWP),budget and technical evaluation reports;Any other duties as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (Master’s level) in healthsciences (medicine, nursing, public health or related subject).
Desirable: Additional training in health service management; licensing and accreditation of health services/facilities; quality improvement.Post-graduate Training in a service delivery related health profession (medicine, nursing, pharmacy, etc.).

Experience

Essential: At least seven years of relevant work experience in healthsystems strengthening, with a focus on health service delivery/ management/organization, with at least some of the experience at international level.
Desirable: Work experience on essential or basic health servicepackages design, implementation and evaluation; on health service delivery/management/ organization of frontline services (first level of care); onquality improvement initiatives and patient safety and clinical risks(including infection prevention and control)Experience in health sector assessments analyses,evaluation, and reporting. A track record in consensus building and enlisting cooperation by diverse national stakeholders. Some of the above-listed experience to have been obtained at an international level.Prior experience with the WHO or other UN Agency.

Skills

Demonstrated expertise in the organization, management and delivery of health services, including integrated models of health care, people centred and equitable health services, and the development of services to facilitate the empowerment of people and the community. Demonstrated expertise in strategic thinking, political and stakeholder analysis, community participation, negotiation methods, leadership and development. Demonstrated experience in inter-sectoral collaboration and ability to work with other agencies and development partners in middle and or low-income country settings. Demonstrated professional writing and oral skills including the development of high-quality reports, oral presentations, and technical/persuasive documents for consideration at the highest level of the Organization.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 84,672 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4205 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
