Title of Assignment: Data expert – Support in the implementation of the Creative Economy Data Model

Name of Units: Copyright and Creative Industries Sector of WIPO, Office of the Deputy Director General for Copyright and Creative Industries

Place of Assignment: WIPO HQ, Geneva, Switzerland

Expected places of travel: Possibility of participating in missions in Latin America, Africa and Asia

Expected duration of assignment: January 15 to July 31, 2026

1. Background and objective of the assignment

WIPO has developed the Creative Economy Data Model (CEDM) to identify the key drivers of creative value generation and to assess the quality of creative ecosystems. This new model adopts a broader approach to analyzing the input side of the economy by incorporating a range of economic, social and cultural indicators to better understand the conditions necessary for a healthy creative ecosystem that supports creatives in generating creative value.

The CEDM is currently being implemented in several Member States, including the Philippines, Azerbaijan, Trinidad and Tobago, Thailand, Kyrgyzstan, Chile, Vietnam and the UAE. The implementation of the project involves advising and supporting the national task force in data collection, management and analysis, as well as drafting a report to derive policy implications for the creative economy. Additional pilot projects are planned in various Member States.

The implementation of the pilot project in various countries and the expansion of the CEDM to more countries requires adjustments of the conceptual, methodological and technical components and their validation.

The CEDM has two empirical components:
(a) A national diagnostic that uses secondary data sources to assess the conditions, resources and outputs of the creative economy on a national level;
(b) A multidimensional survey that collects primary data to analyze the quality of the creative ecosystem in the regions of the country.

This assignment seeks to support WIPO’s activities in:
• Implementation of the CEDM in beneficiary countries;
• Validating the model on the basis of the collected data in selected countries;
• Providing conceptual inputs for the CEDM on the basis of the ongoing projects.

2. Scope of the assignment

The Consultant shall perform the following outputs on a results-based and time-bound basis:
a. Assist in the collection of data for ongoing CEDM projects in selected Member States in Latin America, Africa and Asia from official and private data sources.
b. Monitor and guide the design and implementation of survey questionnaires to capture statistical data, as required by the project.
c. Propose and develop practical tools and measurement frameworks for constructing composite indicators on the creative ecosystem.
d. Analyze and validate data inputs from Member states, ensuring accuracy and the effective integration of Intellectual Property dimensions.
e. Monitor the development of workbook with methodological guides on definitions, data standards and data processing of CEDM inputs.
f. Develop effective working relations with national institutions and private data stakeholders to secure contributions for the CEDM in selected Member States.
g. Represent the Program in technical meetings and conferences in Geneva and in other countries, presenting findings and promoting the CEDM

3. Deliverables/services

The Consultant shall deliver the following outputs in collaboration with the project and implementation team to achieve the following deliverables:
(a) monthly reports on the activities undertaken in support of the implementation of the CEDM
(b) at least 2 practical guides on data treatment on the CEDM variables
(c) a comprehensive step by step technical guide on data sources and breakdown of data
(d) two survey questionnaires for Statistical offices on national and regional data collection.

4. Reporting

The Consultant shall report to the head of the Creative Economy Data Program (in the Copyright and Creative Industries Sector), who will provide guidance and support throughout the assignment.

5. Profile

The Consultant should have the following qualifications:

• First-level university degree in economics, creative industries or a related field.
• At least five years of professional experience in research projects related to creative industries at the international level
• Experience in developing and implementing indicators for measuring various aspects of the creative economy.
• Experience in assessing the impact of intellectual property on development
• Knowledge of the functioning of the international IP system.
• Excellent drafting skills in English.

6. Duration of contract and payment

The assignment shall be conducted from January 15, 2026, to July 31, 2026.

Applicants are requested to provide an indication of their remuneration expectations of a daily rate in Swiss francs, US Dollars, or EUR.

Payment will be made on a monthly basis, subject to submission of invoices by the Consultant, satisfactory completion of services and deliverables.

7. Confidentiality

The Consultant is obliged to keep all data and information collected during the assignment confidential and not to share any information with third parties. The Consultant shall not commercialize any data and information collected during the work on the project without the authorization of WIPO.

8. Other Information

ICS Consultant fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The Consultant has no entitlement to vacation or sick leave, except for WIPO official holidays, or to medical insurance or staff pension. Absences from work will be deducted from the Consultant’s payment on a pro-rated basis.
