Job Description:

Position: Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist for BPVIRCD

Location: Battambang province

Salary: Negotiable

Closing Date: 10 December 2025

MAJOR RESPONSIBILITIES

  • The MEAL Specialist will play a key role in ensuring high-quality Monitoring, Evaluation, Accountability, and Learning (MEAL) implementation for the Peace Village Project.
  • The position is responsible for maintaining accurate tracking of indicators, consolidating output-level results, and supporting monthly and quarterly reporting to partners and donors.
  • The role will provide technical support to field staff and partners to ensure proper application of MEAL tools, data validation, and quality assurance across Outcome 1 and Outcome 2 activities.
  • The Specialist will also contribute to learning documentation, reflection workshops, and adaptive management processes to strengthen evidence-based decision-making.
  • In addition, the role will support basic monitoring and data consolidation for the MRD Water Quality assignment, aligning its progress tracking with the project’s MEAL system.
  • This position requires strong analytical skills, attention to detail, and the ability to collaborate with technical teams, field staff, and government counterparts to deliver reliable results and meaningful program learning.

REQUIREMENTS

  • Bachelor’s degree or higher in Statistics, Data Management, Rural Development, Agriculture, Project Management, Social Sciences, International Relations, Business Administration, Education, or other relevant fields.
  • Minimum 5 years of relevant professional experience in project/programme monitoring, evaluation, learning, or results-based management.
  • At least 2 years of experience in a managerial, coordination, or lead MEAL role, preferably with NGOs, INGOs, UN agencies, or donor-funded projects.
  • Significant formal training or certification in Monitoring & Evaluation, MEAL systems, Programme/Project Planning, Data Analysis, or Results-Based Management.
  • Designing monitoring/evaluation methodologies, logical frameworks, and indicator tracking systems.
  • Developing data collection tools and supervising field data collection.
  • Managing MEAL databases and ensuring data quality.
  • Conducting data analysis (quantitative and/or qualitative) and preparing evidence-based recommendations.
  • Producing high-quality analytical reports for donors and senior management.
  • Using Programme Information Management Systems (PIMS, MIS, or database platforms).
  • Strong command of English for professional communication, documentation, reporting, and presentation.
  • Willingness to travel up to 50% within project target areas for monitoring, verification, and technical support.
