JOB SUMMARY
Provides in-class or virtual instruction to English Learners (Els) by developing, selecting, and modifying instructional plans and materials and presenting them using instructional techniques which meet the needs of all students. Provides an atmosphere and environment conducive to the intellectual, physical, social and emotional development of students. Supervises students in a variety of school-related settings and activities. Monitors and evaluates student performance. Develops and implements plans to improve student performance. Builds the capacity of colleagues in meeting the needs of English learners. Bilingual and biliterate in targeted language may be required depending on assignment. Virtual experience may be required based on assignment.

ESSENTIAL DUTIES/RESPONSIBILITIES
- Establishes clear goals and objectives related to the WIDA Standards, English Language Development curricula, and School Improvement Plan.
- Prepares language objectives, designs English language development lessons, conducts assignments, and develops instructional materials that are differentiated to meet the needs of English Learners at all proficiency levels.
- Maintains student data records, including a grade book. Keeps complete records as required by law, Board policy and administrative regulation.
- Provides instructional leadership to school teams to support linguistically and culturally responsive teaching practices and employs instructional strategies that reflect best practices in second language and literacy development.
- Evaluates student progress using appropriate second language assessment techniques, formative assessments, state and local mandated assessments. Participates in the IEP process for dually identified English Learners.
- Maintains order and discipline in the classroom conducive to effective learning; takes all necessary safety precautions to protect students, equipment, textbooks, materials and facilities.
- Collaborates with colleagues to create a flexible classroom environment that provides for student involvement in the learning process through both push-in and pull-out services and enables each student to achieve learning objectives.
- Confers with parents and students regarding progress of English Learners; arranges and participates in teacher-parent or teacher-student conferences, and coordinates parent outreach.
- Participates in professional development, staff meetings and provides input regarding the planning of instructional goals, objectives, methods, differentiation, scaffolding and incorporation of language development strategies. May serve on special committees.
- Provides professional development related to language development and cultural competence to school staff. Encourages school staff in communicating with non-native English-speaking parents.
- Participates in school events and encourages English Learner and EL family participation in those events.
- Performs other related duties as assigned within the same classification or lower.
MINIMUM QUALIFICATIONS

Education
- Bachelor’s Degree in applicable field of education from a regionally accredited college or university required.
Experience
- student teaching internship or classroom teaching experience preferred.
- One (1) year experience with virtual learning technology, remote instruction platforms, Learning Management Systems, and video conferencing tools, if assigned to Virtual Academy required.
Knowledge, Skills, Abilities and Other Characteristics
- Knowledge of school organization, curriculum, teaching techniques; current trends, research and materials of instruction in field of specialization.
- Demonstrated ability to deal effectively with administrators, colleagues, central office and school board staff, students, parents and community.
- Ability to provide culturally and linguistically responsive instruction.
- Demonstrated ability to speak and write effectively.
- Ability to employ a variety of teaching styles to respond to the needs of diverse learners.
- Ability to travel to/from Maryland Sites as necessary at the expense of the employee is required for in-person appearances at various intervals throughout the duration of the school year.
- Familiarity or experience with electronic leave reporting/substitute requesting systems, electronic grade reporting/gradebook, electronic teacher/parent communication tools, and ability to use instructional technology hardware and software.
- Demonstrated ability to effectively work and communicate with diverse populations.
- Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite – Word, Excel, Outlook, and/or PowerPoint preferred).
Language Requirements
- Bilingual/Biliterate If assigned to bilingual program, bilingual and biliterate in targeted language required. Otherwise, bilingual and biliterate in target language native or near native preferred.
Licenses and Certifications
Employee must retain active licenses, certifications, and enrollment as a condition of employment.
- Hold or be eligible for Educator Certification: Professional Certificate appropriate to the assigned teaching content area issued by Maryland State Department of Education (MSDE) required; or
- Hold or be eligible for Educator License: Initial Professional License (IPL) issued by Maryland State Department of Education (MSDE) required.

- Driving is required to conduct bona fide Board business that is within the scope of employment in this position.
