ORGANIZATIONAL CONTEXT
This position is based in Rome and reports to Director of the Gender Equality Office. The Joint Programme (Jof FAO, IFAD, UN Women and WFP on ‘Accelerating progress towards Rural Women’s Economic Empowerment (JP RWE, is being implemented as a fiveyear programme in Nepal, Niger, the Pacific Islands, Rwanda, Tanzania and Tunisia from 2022 – In order to attain its optimal level of impact, the JP focuses on four key outcomes for rural women: (1) improved food and nutrition security; (2) increased income and economic autonomy to sustain livelihoods and build resilience; (3) enhanced leadership and participation in rural institutions and in shaping laws, policies and programmes, and (4) more genderresponsive policy environment for the economic empowerment of rural women. The implementation of the JP is managed through a UN Joint Programme governance structure. A similar governance and coordination structure is place at national level, where the programme is overseen by a National Steering Committee and implementation and coordination is led by a UN lead agency.
THE ROLE
The Global Coordinator carries out the overall management and coordination of the Joint Programme of FAO, IFAD, UN Women and WFP (JP RWE. The Global Coordinator is the head of the JP Secretariat and the overall purpose of his/her work is to manage and ensure maximum effectiveness of the JP with regard to strategic, operational, technical, administrative and financial matters; he/she will also supervise the M&E Specialist, the Communications and Knowledge Management Specialist, and other consultants recruited on an ad hoc basis.
KEY ACCOUNTABILITIES (not allinclusive, within delegated authorit:
Management and Oversight of the Fund
- Ensure effective fund management and oversight by guiding the implementation of governance arrangements and aligning the activities of participating UN agencies with the JP RWEE Operations Manual to enhance operational compliance and efficiency.
- Develop the annual work plan and budget for the Multi Partner Trust Fund (MPTSecretariat to facilitate strategic operations and resource allocation, while, in consultation with the Technical Advisory Committee (TAmanaging the recruitment, supervision, and evaluation of consultants and JP RWEE National Coordinators to strengthen team capabilities and program delivery.
- Enhance financial integrity and transparency through consistent liaison with the MultiPartner Trust Fund Office (MPTF, overseeing fund allocations, receipts, and transfers to
- country teams, ensuring timely and accurate financial operations to support program objectives.
Planning and coordination
- Manage and coordinate all aspects of the Joint Programme (J, including overseeing internal and external stakeholder relationships, facilitating effective communication, and ensuring alignment with programme objectives and priorities.
- Organize and lead key meetings (such as those of the Technical Advisory Committee and the International Steering Committe, ensuring that logistics, content, and information sharing are handled efficiently to support programme implementation.
Programme Development and Implementation
- Oversee and support the implementation of the Joint Programme country activities, provide technical support and guidance to country teams in consultation with the Technical Advisory Committee to ensure alignment with programme objectives.
- Guide and review the development of annual workplans for country teams and provide feedback on annual workplans and coordinate the submission of proposals and concept notes to the International Steering Committee (IS, ensuring adherence to quality standards and appraisal processes.
- Conduct implementation support missions to the participating countries and official visits to other countries as needed based on requests of the Country Teams to address programme requirements and challenges.
Partnership Building and Resource Mobilization
- Lead the implementation of the global resource mobilization plan and strategy for the Joint Programme (JRWEE, in collaboration with agency focal points and overseeing efforts to engage current and potential donors effectively.
- Facilitate resource mobilization efforts by maintaining communication with existing donors, preparing proposals for new funding opportunities, and supporting country teams with their resource mobilization activities, including reviewing proposals and sharing donor intelligence.
Monitoring, Evaluation and Reporting
- Oversee the global M&E system to monitor program progress and consolidate country reports, preparing the global annual report for the ISC. This ensures strategic alignment and informed decisionmaking by identifying and recommending necessary adjustments.
Knowledge Management (Kand Learning
- Oversee the implementation of the JP knowledge management strategy and develop the annual KM plan fostering a culture of learning across all programme levels.
- Facilitate the Identification and documentation of good practices and lessons learned from JP RWEE implementation supporting active knowledge sharing, peertopeer learning, and SouthSouth knowledge exchange to enhance programme effectiveness and replication of successful practices.
Communications & Advocacy
- Oversee the JP communications strategy and annual plan to enhance visibility and elevate the programme’s profile.
- Coordinate advocacy and policy dialogues at global and regional levels, ensuring consistent information dissemination across participating organizations to effectively influence public and policymaker perceptions.
QUALIFICATIONS AND EXPERIENCE
Education: Advanced university degree in gender studies, international development, social sciences or related fields , or First University degree with additional years of related work experience and/or training/courses.
Experience: At least 8 years of relevant experience in managing multicountry or complex programmes, preferably at field level and with a focus on gender equality issues.
Relevant experience in managing project budgets and quality control of implementation and financial reports.
Language: Fluency (Level in English is required.
Intermediate knowledge (Level of a second official UN language (Arabic, Chinese, French, Russian, Spanisor WFP’s working language, Portuguese, is desirable. French is an asset.

- Solid understanding of gender equality and women’s empowerment issues and concepts in relation to rural development, poverty alleviation, and postconflict rehabilitation.
- Working knowledge of UN Systemwide coherence and UN Reform as guided by UNDG guidelines for joint programming.
- Ability to work independently; in a timely and organized manner.
- Strong management skills, including ability to provide strategic guidance, technical oversight and support to team work.
- Ability to work in a team and multitask as needed.
- Good interpersonal skills and ability to work in multicultural settings that involve diverse stakeholders.
TERMS AND CONDITIONS
- This is an International Professional position and is open to all nationalities.
- The selected candidate will be employed on a limited fixedterm contract of 2 years renewable.
- Limited FixedTerm Appointment (LFposition is a nonmobile staff appointment in the international professional category for a limited period for up to 4 years. The position is based in Rome, Italy and the selected candidate will be expected to relocate. Incumbents of LFT positions are not eligible to apply for mobile positions advertised internally through the Reassignment.
